Abstract
Morals are an essential part of the journey of human spirituality in any kind activities of
economic, socio-cultural and environmental activity. Iin line with what Kant, a thinker of human
morality in the 17th century, stated that "the high star in the sky is still high in morality in the
human chest". Its existence on earth is a representative of God, therefore all human actions on
earth must be in accordance with what He teaches, including economic activities. Value chain is a
concept that was introduced Porter (1985), which states as a series of activities that can provide
value-added products business, where the added value obtained from a series of activities adding
that value would determine the position of the company compared to other companies, or in other
words, competitive advantage of the company. Competitive advantage is formed from the activities
of design, production, marketing, product delivery and other supporting activities. All of these
activities will determine the company's cost position relative to other companies and can be the
basis for differentiation. This study is a descriptive statistical analysis research design to explain
respondents' perceptions of the statements submitted (Ferdinand, 2006) and the population in this
study is the actors of the Ultra Micro Business Center located iPn several areas of Tangerang
City. This research shows that primary activities, support activities and moral ethics do not
partially significant effect either directly or indirectly on the development of ultra-micro business
centers.

Then it is said that man as a homo economicus or rational economic-man acts to obtain the
highest possible prosperity for himself, of course by considering the available information about
opportunities and problems with his ability in achieving goals. This illustration can be looked at in
a market economy, which brings together supply and demand, households (households) with
corporations, A consumer then he will maximize utility, on the contrary a producer will maximize
profits.
Ada tiga sifat mendasar homo economicus yang langsung dapat dikritik tanpa mengkaji teori-
teori. Pertama sifat mementingkan diri sendiri. Pengamatan memperlihatkan bahwa tindakan dan

Veblen, John Maynard Keynes, Herbert Simon criticize the rational economic man model
with the argument that perfect knowledge or information does not exist. This means that all
economic activity inevitably carries risks. So economic decisions are made in conditions of
uncertainty and bounded rationality.

pendekatan subyektif mereduksi gap antara yang tinggi dan rendah, meninggalkan pola lama yang
logis dan rasional yang yang mana menuntut pembaruan konsep untuk mampu mendeskripsikan
dan menjawab isu-isu kontemporer zaman akibat adanya perubahan super cepat (radical modernity)
seperti yang di ungkap Anthony Gidden seorang sosiolog dari Cambridge University dalam
bukunya The Third Way and Its Critic. Hal ini adalah merupakan langkah dalam menciptakan
tatanan masyarakat di masa depan menuju kemakmuran (prosperity) kesejahteraan (well-being).
The world has abandoned the modern era which entered in the post-modern phase
which chose a subjective approach reducing the gap between high and low, leaving behind
a logical and rational old pattern which demands a renewal of concepts to be able to
describe and answer contemporary issues of the times due to super-rapid change (radical
modernity) as Anthony Gidden, a sociologist from Cambridge University, said in his book
The Third Way and Its Critic. This is a step in creating a future order of society towards
prosperity (prosperity) well-being.
Filternya adalah syariat dan bukan sekadar filter moral ciptaan manusia. Islam menyatakan
pada dasarnya alam dengan segala hal yang teredia ini ditujukan pada individu, sehingga dalam
mengatasi berbagai permasalahan dalam bidang eko -nomi terlebih dulu perilaku individu perlu
dibenahi. Di sinilah pentingnya mengubah perilaku homo-economicus menjadi homo islamicus.
Jadi sebagai konsumen ia tidak akan mengonsumsi dengan berlebihan, sebagai produsen ia tidak
akan berusaha dalam bidang-bidang yang dilarang agama, dan sebagai penguasa ia akan
mendahulukan kepentingan umum dengan senantiasa mengutamakan keadilan.

In recent periods, the existence of the Islamic economy has an important role in the
global economy, namely with the increase in the Muslim population, the consumption and
demand for halal products that are in accordance with sharia (sharia compliance) has also
increased, which has developed the sub-sectors of food, cosmetics and medicines
(pharmaceuticals), financial services, clothing (fashion ), Muslim travel with the theme of
Muslim-Friendly Tourism to Islamic-themed media. The triggers for this growth are
among others driven by economic growth and increasing compliance with ethical values.
Global Islamic Economy Indicator (GIEI) menempatkan Malaysia menjadi negara yang
memiliki ranking tertinggi dalam pertumbuhan sektor produk halal, Indonesia sendiri berhasil
mengubah posisi yang awalnya pada ranking 10, namun pada akhir tahun 2018 mecapai ranking ke

The Global Islamic Economy Indicator (GIEI) places Malaysia as the country that has

Government as a city that has the tagline "Akhlaqul Kharimah", an Islamic city. If you
look at the GRDP data based on the 2017 BPS of Tangerang City, the Transportation and
Warehousing sector is still the highest contributor of 31.88%, then followed by the
manufacturing industry of 30.26%, this must then be examined what is the actual
percentage of IKM to be intervened by the Pemko program, a special wabil on SMEs that
focus on the development of the halal industry.

multidimensi yang melibatkan perubahan-perubahan pada struktur sosial, sikap mental dan
kelembagaan, termasuk pula percepatan atau akselerasi pertumbuhan ekonomi, pengurangan
ketimpangan, dan pemberantasan kemiskinan seperti yang disampaikan Todaro (2000) dalam
Damarjati (2010).
Penelitian ini juga untuk menjawab pandangan seorang ekonom barat yang mengatakan

This study is an empirical study to analyze the Analysis of the Significance of Moral
& Ethical Impressions on the Conception of Value Chains in Halal Products at the Ultra
Micro Business Center in Tangerang City as the object.
B. STUDY LITERATURE
1. Moral & Ethics
Dalam perspektif Islam Moral dan Etika adalah fundamental sebagai sosok Muslim, sesuai
dengan sabda Rasulullah Shalallahu Alaihi Wassalam: “Sesungguhnya Aku diutus ke dunia yang
paling utama adalah untuk menyempurnakan akhlak” (H.R. Bukhari). Beberapa teori tentang moral
dan etika seperti yang dikatakan Cotham (1998:5) mendefinisikannya sebagai pelajaran psikologi
dari nilai moral. Secara spesifik, dia mendefinisikan etika dalam konteks bisnis sebagai “the study
of what constitutes right and wrong, or good and bad human conduct in a business context”.
In the Islamic perspective Morals and Ethics are fundamental as a Muslim figure, in
accordance with the words of the Prophet Shalallahu Alaihi Wassalam: "Verily I was sent
into the world the foremost is to perfect morals" (H.R. Bukhari). Some theories about
morals and ethics as Cotham (1998:5) put it as a psychological lesson of moral value.
Specifically, he defines ethics in a business context as "the study of what constitutes right
and wrong, or good and bad human conduct in a business context".
Ibn Taimiyah sebagaimana dikutif oleh Adiwarman Azwar Karim menjelaskan bahwa istilah
harga yang adil menurut IbnTaimiyah adalah kompensasi yang setara (‘iwad} al-misl) dan harga
yang setara (aman al-misl). Dengan demikian harga yang setara adalah harga standar yang berlaku
ketika masyarakat menjual barang-barang dagangannya dan secara umum dapat diterima sebagai
sesuatu yang setara bagi barangbarang tersebut atau barang-barang yang serupa pada waktu dan
tempat khusus. Lepine dan Wesson (2011) “ethics reflects the the degree to which the behaviors of
an authority are in accordance with generally accepted moral norms”. Dalam hal ini etika
merefleksikan perilaku dari individu seseorang sesuai dengan moral dan standar norma yang
berlaku. Pada dasarnya seseorang bertanggungjawan atas perilaku sosial di masyarakat yang
seharusnya dilandasi oleh moral yang berlaku di masyarakat. Jadi selalu ada kendali moral terhadap
setiap perilaku dan sikap seseorang di lingkungan sosial.
Ibn Taimiyah as quoted by Adiwarman Azwar Karim explained that the term fair price
according to IbnTaimiyah is equal compensation ('iwad} al-misl) and equal price (aman al-
misl). Thus the equivalent price is the standard price that prevails when a society sells its
merchandise and is generally acceptable as something equivalent to such goods or similar
goods at a special time and place. Lepine dan Wesson (2011) "ethics reflects the the

moral norms". In this case ethics reflects on the behavior of an individual person in
accordance with the moral and standards of the prevailing norms. Basically, a person is
responsible for social behavior in society that should be based on the morals prevailing in
society. So there is always moral control over every behavior and attitude of a person in
the social environment.
2. Value Chain
Value chain merupakan suatu konsep yang diperkenalkan Porter tahun 1985, yang menyatakan
sebagai serangkaian aktivitas yang dapat memberikan nilai tambah pada produk suatu perusahaan,
dimana nilai tambah total yang dari serangkaian aktivitas penambahan nilai tersebut akan
menentukan posisi perusahaan tersebut dibandingkan dengan perusahaan lain, atau dengan kata lain
competitive advantage dari perusahaan tersebut. Competitive advantage tidak dapat diketahui dari
perusahaan secara keseluruhan, namun dibentuk dari aktivitas-aktivitas mulai dari perancangan,
produksi, pemasaran, pengiriman produk serta aktivitas-aktivitas pendukung lainnya Seluruh
aktivitas ini akan menentukan posisi cost perusahaan relatif terhadap perusahaan lain dan bisa
menjadi dasar diferensiasi. Kegiatan ini mencakup berbagai macam aktivitas yang dibutuhkan
untuk menghadirkan produk dan disposisi akhir setelah pengiriman ke pengguna akhir (Kaplinsky,
2000, P. 206). Menganalisis rantai nilai perusahaan dapat menunjukkan aktivitas terpisah yang
membentuk operasi perusahaan (Pearce & Robinson, 2000).
3. Business Centre
Chavan dan Birajdar (2009); Nidheesh (2009); Sujatha (2011) mengatakan kelompok
masyarakat berkontribusi secara signifikan terhadap pengentasan kemiskinan, transformasi sosial
dan pemberdayaan.
Chavan and Birajdar (2009); Nidheesh (2009); Sujatha (2011) said community groups
contribute significantly to poverty alleviation, social transformation and empowerment.
Menurut Johnson dan Johnson dalam Sarwono (2005:4-5) menyatakn bahwa kelompok
masyarakat adalah kumpulan beberapa kepala keluarga yang menghimpun diri dalam suatu
C. RESEARCH DESIGN
Dari aspek eksplanasi ilmu, penelitian yang akan dilaksanakan ini merupakan desain
penelitian analisis statistik deskriptif untuk menjelaskan persepsi responden terhadap pernyataan-
pernyataan yang diajukan (Ferdinand, 2006). Adapun populasi dalam penelitian ini adalah pelaku
Sentra Bisnis yang berada pada beberapa wilayah Kota Tangerang. Populasi adalah wilayah
generalisasi yang mempunyai kualitas dan karakteristik dan ciri-ciri tertentu yang diterapkan
sebelumnya (Cooper & Emory: 1996). Teknik Pengambilan Sampel menggunakan Purposive
sampling adalah teknik pengambilan sampel dengan menentukan kriteria-kriteria tertentu, dengan
kriteria yang ditetapkan adalah merupakan usaha mikro dan memiliki telepon selular untuk mengisi
google forms. Adapun jumlah sampel yang diperoleh adalah sebesar 133 sampel. Penelitian ini
dilakukan dengan metode survey melalui Google Forms yang bertujuan untuk mengumpulkan
informasi dari responden menggunakan kuesioner berisi daftar pernyataan yang disampaikan
langsung kepada reponden yaitu para pelaku usaha Sentra Bisnis di wilayah Kota Tangerang. Data
diperoleh melalui database UMKM yang berasal dari Dinas Perdagangan dan Koperasi Kota
Tangerang. Kuesioner dalam penelitian ini menggunakan format kuesioner dengan pernyataan
tertutup.
From the aspect of explanatory science, the research to be carried out is a descriptive
statistical analysis research design to explain respondents' perceptions of the statements
proposed (Ferdinand, 2006). The population in this study is business center actors located
in several areas of Tangerang City. Population is a generalization area that has certain
qualities and characteristics and features that were applied previously (Cooper & Emory:
1996). Sampling Technique using Purposive sampling is a sampling technique by
determining certain criteria, with the criteria set is a microenterprise and has a cellular
phone to fill out google forms. The number of samples obtained was 133 samples. This
research was conducted using a survey method through Google Forms which aims to
collect information from respondents using a questionnaire containing a list of statements
submitted directly to the respondents, namely business actors of the Business Center in the
Tangerang City area. The data was obtained through the MSME database from the
Tangerang City Trade and Cooperative Office. The questionnaire in this study used a
questionnaire format with a closed statement.

Berdasarkan Tabel 2. diatas dapat dilihat bahwa bidang/kegiatan usaha yang dominan adalah
Kuliner dengan total responden sebanyak 106 orang atau 75.7%, kemudian diikuti oleh
bidang/kegiatan fashion sebanyak 10 orang atau 7.1%, sementara itu bidang Toko Kelontong
sebanyak 10 orang atau 7.1%, adapun sisanya adalah bidang lainnya seperti Konveksi dan
Agrobisnis masing-masing sebanyak 4 orang atau 2,9%, dan perikanan budidaya sebanyak 3 orang
atau 2,1%.

activity as many as 10 people or 7.1%, while the Grocery Store field is 10 people or 7.1%,
while the rest are other fields such as Convection and Agribusiness as many as 4 people or
2.9%, respectively, and aquaculture as many as 3 people or 2.1%.

Berdasarkan Tabel 3. diatas dapat dilihat bahwa lokasi bangunan yang umum pada responden
adalah Tidak di bangunan dan Lokasi tetap seperti Pasar Malam, Pasar Kaget, dan lain-lain dengan
responden sebanyak 54 orang atau 38,6%, sementara itu usaha yang berlokasi pada bangunan
khusus usaha sebanyak 35 responden atau 25%, dan responden yang menjadikan tempat tinggalnya
menjadi tempat usaha sebanyak 33 responden atau 25%. Adapun usaha yang merupakan
pedagangan keliling ada sebanyak 18 orang atau 12,9%. Dapat dilihat bahwa sebagian besar
responden merupakan usaha informal mengingat sedikitnya jumlah usaha yang berusaha ditempat
usaha.

Markets, and others with 54 respondents or 38.6%, while businesses located in special
business buildings as many as 35 respondents or 25%, and respondents who make their
residences into business places as many as 33 respondents or 25%. As for businesses that
are traveling merchants, there are as many as 18 people or 12.9%. It can be seen that most
of the respondents are informal businesses considering the small number of businesses that
are trying in the place of business.

Berdasarkan Tabel 4. diatas dapat dilihat bahwa hanya 29 orang responden atau 20,7% dari
responden yang merupakan milik sendiri dan bersertifikat. Sementara itu, sebagian besar tempat

addition, there are 22 business places or around 15.7% of the respondents who are their
own but do not have a certificate.

Berdasarkan Tabel 5. diatas dapat dilihat bahwa sebagian besar usaha yakni sekitar 90
responden atau 64.3% memiliki umur usaha kurang dari 10 tahun. Disamping itu sekitar 39
responden memiliki umur usaha antara 11 hingga 20 tahun. Terakhir terdapat 11 responden atau
7.8% usaha yang memiliki umur lusaha lebih dari 20 tahun. Dengan demikian dapat dilihat bahwa
usaha yang dilakukan oleh responden umumnya berupa usaha-usaha yang masih relatif
baru/rintisan.
Based on Table 5. above it can be seen that most businesses, namely around 90
respondents or 64.3% have a business life of less than 10 years. In addition, about 39
respondents had a business life of between 11 and 20 years. Finally, there were 11
respondents or 7.8% of businesses that had a lifespan of more than 20 years. Thus, it can
be seen that the efforts carried out by respondents are generally in the form of businesses
that are still relatively new / start-ups.

Berdasarkan Tabel 6. di atas dapat dilihat bahwa rentang usia pemilik usaha dalam penelitian
ini cukup merata antara generasi Z (usia kurang dari 25 tahun) dengan jumlah responden sebanyak
40 orang atau 28.6%, generasi Y (usia 25 tahun s.d 40 tahun) dengan jumlah responden sebanyak
55 orang atau 39,3%, serta generasi X (usia 41 tahun s.d 55 tahun) dengan jumlah responden
sebanyak 41 orang atau 29.3%. Adapun untuk responden dengan usia lebih dari 56 tahun adalah
sebanyak 4 orang atau 2,9%.
Based on Table 6. above it can be seen that the age range of business owners in this
study is quite evenly distributed between generation Z (age less than 25 years) with the
number of respondents as many as 40 people or 28.6%, generation Y (age 25 years to 40
years) with the number of respondents as many as 55 people or 39.3%, and generation X
(aged 41 years to 55 years) with the number of respondents as many as 41 people or
29.3%. As for respondents over the age of 56 years, it was 4 people or 2.9%.

Berdasarkan Tabel 7. diatas dapat dilihat bahwa pendikan mayoritas dari responden adalah SMA
atau sederajat sebanyak 71 orang atau 50.7%. Selanjutnya diikuti oleh responden dengan
pendidikan SMP sebanyak 26 orang atau sekitar 18,6% dan dengan pendidikan SD atau sederajat
dengan jumlah sebanyak 17 orang atau 12,1%. Sementara itu responden yang menamatkan
pendidikan tinggi seperti Diploma dan Sarjana masing-masing sebesar 6 dan 12 orang, atau sekitar
4,3% dan 8,6%. Adapun responden yang tidak menamatkan pendidikan SD adalah sebesar 8 orang
atau 5,7%.
Based on Table 7. above it can be seen that the majority of respondents' education was
high school or equivalent as many as 71 people or 50.7%. Furthermore, it was followed by
respondents with junior high school education as many as 26 people or around 18.6% and
with elementary education or equivalent with a total of 17 people or 12.1%. Meanwhile,

Berdasarkan Tabel 8 di atas dapat dilihat bahwa usaha yang dilakukan oleh responden memiliki
jumlah pekerja sebanyak satu, dua, dan tiga orang, dengan jumlah masing-masing sebesar 49
orang, 51 orang, dan 23 orang. Dengan demikian dapat disimpulkan bahwa sebagian besar usaha
yang dimiliki responden merupakan usaha mikro berdasarkan jumlah tenaga kerja.

Berdasarkan Tabel 8 di atas dapat dilihat bahwa mayoritas omzet usaha yang dimiliki
responden kurang dari Rp 10 juta per bulan dengan jumlah responden sebanyak 88 orang atau
62.9%. Selanjutnya diikuti oleh responden dengan jumlah omzet usaha antara Rp 10 juta s.d Rp 25
Juta dengan responden sebanyak 29 orang atau 20.7%. Adapun responden yang memiliki usaha
dengan omzet lebih dari 26 Juta adalah sebanyak 23 orang atau sekitar 16.4%. Melihat profil
sebagian besar responden berdasarkan omzet usaha merupakan usaha ultra mikro.

Berdasarkan Tabel 10 di atas dapat dilihat bahwa besarnya biaya-biaya dengan kategori
kurang dari Rp 5 Juta adalah sebanyak 78 orang atau 55.7%. Sedangkan untuk kategori biaya Rp 5
Juta s.d Rp 10 Juta adalah sebanyak 32 orang atau 22.9%. Sedangkan usaha yang memiliki biaya
bulanan lebih dari Rp 10 Juta adalah sebanyak 30 orang atau 21.4%.

Berdasarkan Tabel 11 di atas dapat dilihat bahwa hanya 11 orang dari 140 responden yang
memiliki pinjaman atau kredit kepada orang lain secara personal, sedangkan sisanya sebanyak 129
orang tidak memiliki pinjaman kepada orang lain.

Berdasarkan Tabel 12 di atas dapat dilihat bahwa hanya 13 orang dari 140 responden yang
memiliki pinjaman atau kredit di Bank atau Koperasi, sedangkan sisanya sebanyak 127 orang tidak
memiliki pinjaman kepada orang lain. Melihat data kepemilikan pinjaman atau kredit dapat
dideskripsikan bahwa usaha-usaha yang masuk dalam sampel penelitian ini belum mengambil
kesempatan menggunakan fasilitas kredit/pembiayaan baik melalui pinjaman personal ke orang lain
atau ke Lembaga Keuangan.

Factor Loading untuk jumlah sampel sebanyak 140 orang adalah sebesar 0,55. Pada tabel 22
nilai r harus diatas 0,55. Secara keseluruhan nilai r untuk seluruh variabel diatas 0,55 dengan nilai
probailitas dibawah 0,05 atau 5% yang mengindikasikan bahwa seluruh butir pertanyaan telah
valid.

Hasil Uji heteroskedastisitas dengan menggunakan metode Breusch-Pagan menunjukkan
nilai 0.750 dengan nilai p-value sebesar 0.861. Hal ini menunjukkan bahwa data dalam penelitian
homoskedastis karena p-value > 0.861.

Hasil Uji autokorelasi menunjukkan bahwa nilai Durbin-Watson adalah sebesar 1.52
berada direntang 1.21 < DW < 1.65 yang menunjukkan bahwa data dalam penelitian ini berada
dalam rentang abu-abu sehingga tidak dapat disimpulkan apakah terdapat autokorelasi atau tidak.

Berdasarkan hasil Uji Multikolineritas pada table diatas dapat disimpulkan bahwa tidak
terdapat kolinearitas antar variabel independen dalam penelitian ini karena VIF < 10.
Model regresi faktor-faktor yang mempengaruhi pengembangan sentra bisnis halal di Kota
Tangerang dapat dispesifikasikan sebagai berikut:
Adjusted R2 = 0,147, artinya kemampuan variabel primary activities, support activities, dan
moral & etika dalam menjelaskan pengembangan sentra bisnis halal di Kota tangerang adalah
sebesar 14.7%, sedangkan pengaruh faktor lain (diluar model) adalah sebesar 86.3%. Nilai F pada
model ini adalah 9.66 dengan nilai Prob. (F-Statistic) adalah 0.001 (Prob < 0.05), yang artinya
terdapat pengaruh serentak dan signifikan secara statistik dari seluruh variabel independen (primary
activities, support activities, dan moral & etika) terhadap variabel dependen (pengembangan sentra
bisnis halal) di Kota Tangerang.
