FIRST ARTICLE

Baguio city mayor wants an ordinance to fixed and modify all the buildings in their city.

The ordinance focusses on the uniformity and safety of all buildings in the city handled by

professional architect as per Article 1, Section 3 of Republic Act 9266. It is also stated that

signing and dry sealing of all architectural plans, designs, drawings, specifications, estimates and

architectural documents relative to the construction of a building, habitable structure only to

Registered and Licensed Architects.

It is also stated that it is unlawful for any person to duplicate or to make copies of

architectural plans, designs, drawings, schedules, specifications, estimates and other architectural

documents for use in the repetition of and for other projects or buildings, whether executed partly

or in whole, without the written consent of architect violates the Article IV, Section 29:

Prohibition in the Practice of Architecture and Penal Clause of Republic Act 9266 that would be

fine 100,00 PHP up to 5 million PHP and imprison to 6 months up to 6 years. Also for any

person who is not a Registered and Licensed Architect (RLA) to sign architectural plans, designs,

drawings, schedules, specifications, estimates and related architectural documents, as well as for

any architect to sign, seal or use any other method of signature or architectural plans, designs,

drawings, schedules, specifications, estimates or other contract documents made under another

architect’s supervision. Councilor Mylen Yaranon stated that Architects have a five-year course

studying architectural design and are registered and licensed. Architects are responsible for the
architectural aspects of the buildings they design. Right now, there are building permits being

designed without an architect, and worse, are issued building permits.

SECOND ARTICLE

Implementing an online examination due to covid 19 pandemic is the topic in the second

article. In the article stated that Professional Regulatory Commission were thinking to

incorporate technology to their exams and preparing to conduct to smaller boards first. Having

online examination are threats to those examiners who take it seriously and lead to other

examiners to cheat that violet the Republic Act 8981: Section 15. Having this kind of proposal

needs a lot of time to implement these type of examination.
