Design Drawings
➢ Drawing is the language of engineers.
➢ An engineer must be well conversant with drawings.
➢ Drawings represent reduced shape of structure and the owner will be able to
see what is going to happen.
➢ Drawings are prepared as per the requirements of owner. In case of public
buildings, the functional aspects are studied and accordingly the drawings are
prepared as per recommendations laid down in National Building Code (N.B.C).

engineering works, it is essential to work out
different items of construction with their
quantities for estimating the total cost of
construction project.

Requirements of a Good Design Drawing


1. Drawing should be clear, simple and clean
2. Should agree with the actual measurements by the accurately drawn scaled
measurements.
3.Exact information should be provided in order to carry out the work at site without scaling for
missing measurements.
4. Only minimum notes to support the drawings should be indicated in the drawings.
5. Sufficient space should be provided between the views so as to mark the dimensions
without crowding.
6. Follow the prescribe format and content of the National Building Code.

Not many know that there are certain laws that we need to abide when we’re
building or constructing a new property. These laws ensure that the property
that you’re going to build is quality and that it won’t obstruct the national safety.
A person who does not follow these laws may face certain punishments.

A building code (also building control or building regulations) is a set of rules


that specify the standards for constructed objects such as buildings and
nonbuilding structures. Buildings must conform to the code to obtain planning
permission, usually from a local council.

The main purpose of building codes is to protect public health, safety and
general welfare as they relate to the construction and occupancy of buildings
and structures.

CHAPTER 1: GENERAL PROVISION


Section 102. Declaration of Policy
it is hereby declared to be the policy of the state to safeguard life, health,
property, and public welfare, consistent with the principles of sound
environmental management and control; and to this end, make it the purpose
of this code to provide for all buildings and structure, a framework of minimum
standards and requirements to regulate and control their location, site, design,
quality of materials, construction, use, occupancy, and maintenance.

Section 103. Scope and Application


(a) The provision of this code shall apply to design, location, siting,
construction, alteration, repair, conversion, use, occupancy, maintenance,
moving, demolition, and addition to public and private buildings and structures.

(b) Additions, alterations, repairs, and changes of use or occupancy in


all buildings and structures shall comply with requirements for new buildings
and structures except as otherwise herein provided. Only such portion or
portions of the existing building or structure which have to be altered to effect
the addition, alteration, or repair shall be made to conform to the requirements
for new buildings or structures. Alterations should preserve the aesthetic value
of the building to be altered.

Section 301. Building Permits
No person, firm or corporation, including any agency, or
instrumentality, of the government shall erect, construct, alter, repair, move,
convert or demolish any building or structure or cause the same to be done
without first obtaining a building permit therefor from the Building Official
assigned in the place where the subject building is located or the building work
is to be done.

Section 302. Application for Permits

In order to obtain a building permit, the applicant shall file an application


therefor in writing and on the prescribed form with the Office of the Building
Official (OBO). Every application shall provide at least the following information:
(1) A description of the work to be covered by the permit applied for;
(2) Description and ownership of the lot on which the proposed work is
to be done as evidenced by TCT and/or copy of the contract of lease
over the lot if applicant is not the registered owner;
(3) The use of occupancy for which the proposed work is intended.
(4) Estimated cost of the proposed work.

Chapter 3: Permits and Inspection


Section 302. Application for Permits
1. Any person desiring to obtain a building permit and any
ancillary/accessory permit/s together with a Building Permit shall file
application/s therefor on the prescribed application forms.
2 Together with the accomplished prescribed application form/s, the
following shall be submitted to the OBO:
a. In case the applicant is the registered owner of the lot:
i. Certified true copy of OCT/TCT, on file with the Registry of Deeds,
ii. Tax Declaration, and
iii. Current Real Property Tax Receipt.
b. In case the applicant is not registered owner of the lot, in addition to the
above; duly notarized copy of the contract of lease, or Deed of
absolute Sale.

Section 302. Application for Permits
Five (5) sets of survey plans, design plans, specifications and other documents
prepared, signed and sealed over the printed names of the duly licensed and
registered professionals.
a) Geodetic Engineers, in case of lot survey plans;
b) Architect, in case of architectural documents; in case of
architectural interior/interior design documents, either an architect or interior
designer may sign.
c) Civil Engineer, in case of Civil/structural documents;
d) Professional Electrical Engineer, in case of electrical documents;
e) Professional Mechanical Engineer, in case of sanitary documents;
f) Sanitary Engineer, in case of sanitary documents;
g) Master Plumber, in case of plumbing documents;
h) Electronics Engineer, in case of electronic documents.

Section 303. Processing of Building Permits
The processing of the building permits shall be under the overall
administrative control and supervision of the Building Official and his technical
staff of qualified professionals.

In processing an application for a building permit, the Building official


shall see to it that the applicant satisfies and conforms with approved
standard requirements on zoning and land use, lines and grades, structural
design, sanitary and sewerage, environmental health, electrical and
mechanical safety as well as with other rules and regulations promulgated
accordance with the provision of this code.

Section 309. Certificate of Occupancy

No building or structure shall be used or occupied and no charge in the existing


use or occupancy classification of a building or structure or portion thereof shall
be made until the Building Officials has issued a Certificate of Occupancy
therefore as provided in this Code.

Section 801. General Requirement of Light and Ventilation

Subject to the provisions of the Civil Code of the Philippines on easements of


Lights and View, and to the provisions of this part of the Code, every building
Shall be designed, constructed and equipped to provide adequate light and
ventilation.

Section 805. Ceiling Heights

(a) Habitable rooms provided with artificial ventilation shall have


ceiling heights not less than 2.40 meters measured from the floor to the ceiling.
Provided that the building of more than one–storey, the minimum ceiling height
of the first storey shall be 2.70 meters and that for the second storey 2.40
meters and succeeding storeys shall have an unobstructed typical head-room
clearance of not less than 2.10 meters above the finished floor. Above stated
rooms with a natural ventilation shall have ceiling heights of not less than 2.70
meters.

Section 806. Size and Dimension of Rooms
Minimum sizes of rooms and their least horizontal dimensions shall be as
follows:
1. Rooms for human habitations – 6.00 square meters with a least dimension
of 2.00 meters
2. Kitchens – 3.00 square meters with a least dimension of 1.5 meters;
3. Bath and toilet 1.20 square meters with a least dimension of 0.90 meter.

Chapter 9: Sanitation
Section 901. General Requirements.

Subject to the provisions of Book II of the Civil Code of the Philippines


on Property, Ownership, and its Modification, all building hereafter erected,
altered, remodelled, relocated or repaired for human habitation shall be
provided with adequate and potable water supply, plumbing installation, and
suitable wastewater treatment or disposal system, storm water drainage, pest
and vermin control, noise abatement device, and such other measures
required for the protection and promotion of health of persons occupying the
premises and other lives nearby.

Section 1301. Electrical Regulations

All electrical systems, equipment and installation mentioned in this


code shall conform to the provisions of the Philippine Electrical Code, as
adopted by the Board of Electrical Engineering Pursuant to Republic Act No. 184
as amended by Republic Act No. 7920 otherwise known as the “New Electrical
Engineering Law”.

Setbacks
SETBACKS, EASEMENTS AND RELATED DEVELOPMENT CONTROLS FOR A R-1 (SINGLE-
DETACHED DWELLING) IN A LOW DENSITY RESIDENTIAL ZONING CLASSIFICATION.
Based on P.D. No. 1096, the 1977 National Building Code of the Philippines (NBCP)
and its 2004 Revised implementing rules and regulations (IRR), the following
rules apply:
1) front setback for a R-1 dwelling MUST be 4.5 meters (m) deep, and the two (2)
side setbacks and the rear setback shall be at 2.0 m deep each. The setback
which applies to the ground level of the building is measured from the property
line to the exterior face of the building wall; there shall be full yards on all sides
of the residential dwelling;

2) the farthest point of the roof from the 2 side and rear property lines shall be
at 0.75 m from the property line;
3) the floor to lot area ratio (FLAR) shall be 1.5 i.e. for a lot with an area of 300.0
sq.m., the gross floor area (GFA) shall be at 450.0 sq.m. for a 3-storey dwelling;
the total GFA (TGFA) shall be at 675 sq.m. i.e. including deck roof level, carport
and utility areas;
4) the building footprint shall be from 60% to 70% of the total lot area (TLA)
depending on lot type/ configuration;
5) there MUST be NO FIREWALL along any of the property lines for a R-1 lot;
duplexes and single-attached dwellings (both with firewalls) are PROHIBITED for
construction on a R-1 lot; and
