1. Why is it important to have a building permit in constructing a structure?


- It is important to have a building permit in constructing a structure because it
allows you to proceed with a construction or remodeling project on your
property. Also, it will assure you of safety and protection. It is intended to
ensure that the project plans to comply with local standards for land use,
zoning, and construction. These standards are intended to ensure current and
future owner's and occupants' safety and provide enforcement of zoning and
land-use policies.

2. Summarize the Chapter 3 of NBCP.


- Chapter 3 of NBCP
Section 301. Building Permits
- No person, firm or corporation, including any agency or instrumentality of the
government shall construct, alter, repair, convert, use, occupy, move,
demolish and add any building/structure or any portion thereof or cause the
same to be done, without first obtaining a building permit.
- Permits supplementary to a Building Permit shall be applied for and issued by
the Building Official. These include Ancillary and the Accessory Permits.
- Exemption from a building permits is a building permit shall not be required
for the following minor constructions and repairs, provided these shall not
violate any provision of the Code and this IRR. (Minor Construction and
Repair Works)
Section 302. Application Permit
- Any person desiring to obtain a building permit and any ancillary/accessory
permit/s together with a Building Permit shall file application/s therefor on the
prescribed application forms.
- Five(5) sets of survey plans, design plans, specifications and other
documents prepared, signed and sealed over the printed names of the duly
licensed and registered professionals.
- Architect, in case of architectural documents; in case of architectural
interior/interior design documents, either an architect or interior designer may
sign.
- Accomplished prescribed application form
- Prepare the following documents (Architectural documents, Civil/Structural
Documents, Electrical Documents, Mechanical Documents, Sanitary
Documents, Plumbing Documents, Electronics Documents, Geodetic
Documents and also clearances from other agencies.)
Section 303 and 304.
- After processing the building permits, issuance of the building permit within 15
days from payment of the required pays by the applicant, issue the building
permit applied for.
- This permit shall be accompanied by the various applicable ancillary and
accessory permits, plans and specifications signed and sealed by the
corresponding design professionals who shall be responsible for the
comprehensiveness and correctness of the plans in compliance to the Code
and its IRR and to all applicable referral codes and professional regulatory
laws.
Section 305. Validity of Building Permits
- A building permit issued under the provisions of the Code shall expire and
become null and void if the building or work authorized therein is not
commenced within a period of one (1) year after the issuance of the building
permit, or is suspended or abandoned at any time after it has been
commenced for a period of one hundred twenty (120) days.
Section 306. Non-Issuance, Suspension or Revocation of Building Permit
- The Building Official may order or cause the non-issuance, suspension or
revocation of building permits on any or all of the following reasons or
grounds: (Errors found in the plans and specifications, Incorrect or inaccurate
data or information supplied, Non-compliance with the provisions of the Code
or any rules or regulations.)
Section 307. Appeal
- Within fifteen (15) days from the date of receipt of advice of the non-
issuance, suspension or revocation of permits, the applicant/permittee may
file an appeal with the Secretary who shall render his decision within fifteen
days from date of receipt of notice of appeal. The decision of the Secretary
shall be final subject only to review by the Office of the President.
Section 308. Inspection and Supervision of Work
- Upon completion of the construction, the said licensed architect or civil
engineer shall submit the logbook, duly signed and sealed, to the Building
Official. He shall also prepare and submit a Certificate of Completion of the
project stating that the construction of building conforms to the provisions of
the Code as well as with the approved plans and specifications.
Section 309. Certificate of Occupancy
- The owner shall submit an application form and other supporting documents
as well as cooperate in any inspection that must be conducted prior to the
issuance of Certificate of Occupancy.

3. Explain the importance of cost estimation and space planning.


- Cost estimation predicts the quantity, cost, and price of the resources
required to complete a job within the project scope. It is also needed to
provide decision-makers with the means to make investment decisions,
choose between alternatives, and set up the budget during the project's front
end. Cost estimation can be done by breaking down the project's total scope
into manageable parts, assigning resources, and cost. And space planning is
the core of any interior design. It is usually the allocation and division of
interior space to meet the desired space and show how people will move
through the space. In conclusion, it is to ensure and provide a design in a
more significant way to make use of the space and enable it to circulate as
much as possible in a better and workable zone.
