1. This Office, through the Human Resource Development Section, announces


the 2021 Search for Outstanding DepEd Baybay City Division Employees.

2. This activity aims to highlight creativity, innovativeness, efficiency, integrity,


and productivity in the public service by recognizing and rewarding employees for
their innovations and superb accomplishments and other efforts which contribute
to the efficiency, economy, and improvement in the government operations and/or
other extraordinary acts or services in the interest of the public.

3. Enclosed is the Guidelines for the Search for Outstanding DepEd Baybay
City Division Employees.

4. Districts shall submit their nominees per category and required pertinent
documents based on the attached guidelines to the division office c/o HRDS on or
before October 31, 2022.

5. No registration fee shall be collected from the participants. The supplies, and
meals and snacks of the participants during the conduct of the activities shall be
charged against local funds subject to the existing accounting and auditing rules
and regulation

6. Immediate dissemination of and compliance with this Memorandum are


desired.

GUIDELINES FOR THE SEARCH FOR OUTSTANDING DEPED BAYBAY CITY


DIVISION EMPLOYEES

I. RATIONALE AND PURPOSE

DepEd Baybay City Division shall conduct the Division-wide Search for
Outstanding Teaching, Teaching-Related, and Non-Teaching Employees in
conformity with the Program on Awards and Incentives for Service Excellence
(PRAISE) of the Department of Education (DepEd Order No. 9, s.2002) and the
Search for Outstanding Public Officials and Employees that has been conducted by
the Civil Service Commission (CSC) annually (CSC Memorandum Circular No. 03,
s.2016). The initiative provides an inclusive opportunity to all potential employees
to benefit from the rewards and recognition system that the department has
already established. It prepares our human resources more competitively for
nomination and participation to the national level search and awards program.
The search activity aims to encourage, reward and give due recognition to
the top performing teaching, teaching-related, and non-teaching employees who
have demonstrated continuing commitment and outstanding performance.
Motivated human resources are essential to organizational productivity and
contribute to improving access, quality of delivery and governance of basic
education.

II. CATEGORY

The search shall cover teaching, teaching-related, and non-teaching


employees and include the following categories:

A. Outstanding Non-Teaching Personnel (Level 1)

This award shall be conferred to non-teaching personnel with Salary Grade 1


to Salary Grade 10 who has shown exceptional performance of the competencies
required of the position.

B. Outstanding Non-Teaching Personnel (Level 2)

This award shall be conferred to non-teaching personnel with Salary Grade


11 to Salary Grade 24 who has shown exceptional performance of the competencies
required of the position.

C. Outstanding Teaching-Related Personnel

This award shall be conferred to teaching-related personnel with Salary


Grade 13 to Salary Grade 24 who has shown exceptional performance of the
competencies required of the position.

III. QUALIFICATION REQUIREMENTS

The nominee for the search category must meet the following qualification
requirements:

A. Non-Teaching Personnel (Level 1 or Level 2)

1. A model of morality and integrity both in public and private Iife;


2. Has good human relations in the office and in the community;
3. A permanent employee in the DepEd who holds either a Level 1 or Level 2
position for the last three (3) years;
4. Has not been found guilty of any administrative or criminal offense;
5. Has been rated of at least Very Satisfactory for the previous year prior to
the nomination.

B. Teaching-Related Personnel

1. A model of morality and integrity both in public and private Iife;


2. Has good human relations in the office and in the community;
3. A permanent employee in DepEd who holds teaching-related position for
the last three (3) years;
4. Has not been found guilty of any administrative or criminal offense;
5. Has been rated of at least Very Satisfactory for the previous year prior to
the nomination.

C. Teaching Personnel

1. A model of morality and integrity both in public and private Iife;


2. Has good human relations in the school and in the community;
3. With at least 3 years teaching experience as Teacher I-III/Master Teacher
I-III
4. Either classroom advisers or subject teachers provided with 5- 6 subject
loads or 6 hours of teaching loads
5. Has not been found guilty of any administrative or criminal offense;
6. Has been rated of at least Very Satisfactory for the previous year prior to
the nomination.

D. Program Implementers

1. Has an established DepEd programs in the schools.


2. Has documentation on the established DepEd programs.
3. Has been Satisfactory in the implementation of DepEd programs.

IV. REQUIRED DOCUMENTS FOR SUBMISSION

The search and selection committee at all levels shall require all nominees to
submit the required documents as basis for evaluation:

A. Updated Personal Data Sheet (CSC Form 212)


B. Approved IPCRF/OPCRF for the appraisal period/s
C. Filled-up 3 copies character reference
D. Duly certified true copy of the certificates of recognition/
appreciation/participation, and attendance for professional development

programs, speakership attended or conducted, and attendance to activities


conducted in the Office.
E. Duly certified true copy of the Transcript of Records/ diploma/ Certificate of
Complete Academic Requirements.
F. Duly certified true copy of the Individual Development Plan (IDP)/Annual
Implementation Plan (AIP). Write-up of accomplishments with attached mode
of verification.

V. SEARCH AND SELECTION TIMELINE

The following timeline shall be observed at all levels:

● School Level Search October 3-21, 2022


● District Level Search October 24-28, 2022
● Submission of District Nominations per category November 4, 2022
● Division Level Search November 7-18, 2022
● Announcement of Awardees November 25, 2022
● Awarding Ceremony December 9, 2022

VI. COVERAGE OF DOCUMENT APPRAISAL

Nominees shall submit all outstanding accomplishments as required


documents for the category applied for under the following coverage:

● School/Field Personnel August 2021 to July 2022


● Division Office Personnel January to November 2022

Evaluators shall invalidate any submitted documents outside of the stated


coverage. All submitted documents must be related to the category applied for.

VII. SEARCH AND SELECTION PROCESS

A. School Level/District Level

1. The School head/Principal or the search and awards committee of the


school shall review the performance of teachers in the school based on
the results of the IPCRF of individual teachers including
accomplishments or innovations, and other necessary documents.
2. The search committee shall prepare shortlist of potential nominees for
each of the category based on the IPRCF and accomplishments of
teachers.
3. The search committee led by the school head shall conduct evaluation of
shortlisted personnel who are potential nominees for the District Level
search. Only those who got a score of 65 points after the evaluation can
be nominated to the district-level search. In the event of tie, the school
head shall identify tie-breaking procedure.
4. The school head shall nominate 1 Most Outstanding employee for each of
the category as entries for the District Level Search for Outstanding
Employees.
5. All nominations shall be submitted to the District Office along with the
required documents following the schedule.
6. The search committee led by the Principal In-Charge shall conduct
interview of shortlisted personnel who are potential nominees for the

Division Level search. In the event of tie, the Principal In-Charge shall
identify tie-breaking procedure.
7. The Principal In-Charge shall nominate 1 Most Outstanding employee for
each of the category as entries for the Division Level Search for
Outstanding Employees. All nominations shall be submitted to SGOD-
HRDS along with the required documents following the schedule.

B. Division Level

1. The Division Office shall lead and facilitate the inclusive management of
the Search for Outstanding employees and intensify the promotion or
advocacy for this awards and recognition program.
2. SGOD-HRDS shall forward the submitted district nominations to
respective focal persons of the Division Search and Awards Committee
per category for final evaluation.
3. The Division Search and Awards Committee shall review the nomination
documents submitted by the district for each of the category, and if
necessary, shall conduct the validation process at the school level.
4. The Division Search and Awards Committee shall prepare shortlist of top
three (3) potential nominees for each category who will undergo final
interview by the committee. In the event of tie, the focal person shall
identify tie-breaking procedure.
5. SGOD-HRDS shall issue a memorandum for Division winners.
6. The division shall conduct awarding and recognition for division level top
awardees.
7. The SDS shall nominate/submit only one Most Outstanding teacher for
each category to the Regional Office for the Regional Level Search for
Outstanding Teaching, Teaching-related, and non-teaching employees.

VIII. GROUNDS FOR DISQUALIFICATION

A. Non-compliance with the submission of the complete documentary


requirements shall render the nominee ineligible for the Search.
B. Nominations not reaching the cut-off score for each category after the
evaluation shall render the nominee ineligible for the Search. The cut-off
score is 65 points for Teaching (75 points for Master Teachers) and Non-
Teaching Personnel and 75 points for Teaching-related personnel.
C. Misrepresentation, bribery and any form of special favor to the Search and
Awards Committee shall be a ground of disqualification.
