CHAPTER I
THE PROBLEM AND ITS BACKGROUND

Introduction
The World Health Organization (WHO) declared a global pandemic due to
SARS-CoV-2 in March 2020, and to stop the virus from spreading the government
implemented a national emergency quarantine. Furthermore, additional safety
protocols were enforced such as wearing of face masks, lockdown of both private and
public establishments, and work from home, and modular or e-learning for students.
These measures are part of the main policies of global health care strategies
implemented mostly all throughout the world. However, face to face engagement for
students and teachers within schools has also been suspended due to this pandemic.
That is why the Department of Education implemented different modality of
education to attain and continue learning of the students. One of these is the use of
Modular Distance Learning However, previous studies showed that modular distance
learning has positive and negative effects  on the students.
In a study regarding modular distance learning among elementary students
during COVID-19 pandemic conducted by Nardo, M.T.B, (2017) , it was revealed
that the use of modular encourages independent study. They are learning how to learn;
they are empowered. Other advantages of modular instruction include more choice
and self-pacing for students; more variety and flexibility for teachers and staff; and
increased adaptability of instructional materials. On the other hand, some researchers
affirmed that there is also dis advantages of using modular distance learning to the
students. In addition to this, Education Undersecretary Diosdado San Antonio said
that almost 13 million public school students or 59% of roughly 2 million enrollee this
year will be using printed modules which require felling an enormous number of trees
to produce papers .Moreover, Education Secretary Leonor Briones says modular
learning expensive has big effect on environment. Citing its expensive cos and
negative impact to environment.
Statement of the problem

This study will be conducted to determine the effect of Modular Distance
Learning Modality to the Grade six pupils of San Matias Elementary School.

Specially, this study wanted to answers the following questions:

1.      What is the demographic profile of Grade six pupils of San Matias

Elementary School in terms of age and sex?
2.      What is the level of Effectiveness of Modular Distance Learning
Modality of Grade six pupils of San Matias Elementary School?
3.      Are there significant differences in the level of Effectiveness of Modular
Distance Learning Modality of the respondents when grouped according to
age and sex?
4.      Is there a significant relationship between the effectiveness of Modular
Distance Learning Modality and the Grade six of the respondents?

Significance of the study

This study aims to determine the effect of Modular distance learning
modality of the pupils of (SMES) San Matias Elementary during COVID-19
pandemic Discussion is also focused on the opinion, recommendation of the pupils
and teachers regarding to the effectiveness of using modular distance learning from
their respective houses.
The results of this study will be of great benefit to the following:
San Matias Elementary School students. Students are the main beneficiaries
of the study since it discusses the effect of modular distance learning of the pupils
during COVID-19 pandemic. From the result, the research will help the students raise
their consciousness regarding the matter.

Teachers. The results of the study will provide them researched-based

information regarding the use of modular distance learning of the students. The
finding
of this study may encourage more of them in understanding the students, making
considerations, and reducing the academic loads they are giving during this pandemic
if necessary.

School Administrators. This study will help the school administrators to be fully
aware on the use of modular distance learning modality during pandemic and to find
out what   is needed to improve as well as the areas needed to be sustained.

Future Researchers. This research may be used as related literature for their own
study or can be replicated using additional variables in different participants or in
another setting.  Validation of the study of the same variables is recommended for
them to be able to reinforce the results of this study. These results can also be used as
a conceptual framework for future studies.

Scope and Delimitation

This research proposal mainly focuses on determining the effects of modular

distance learning of San Matias Elementary School students of grade 1 to 3 during the
COVID-19 pandemic for the school year 2020-2021 . For over a year now, the
Philippines have been battling a contagious virus that renders the people from going
outside to do their usual end daily life and this greatly affected all students since they
cannot have the proper education that they deserve hence the topic that the
researchers chose to tackle is very relevant across the world especially in   countries
where COVID-19 is still rampant. To assess and understand the current situation of
students regarding to their educational learning ,the researchers plan to conduct a
study among 75 randomly picked SMES students that will serve as the respondents.

The process will start by the dissemination of questionnaires among the

participants. Then, the collected data will enable the researchers to determine if there
is a positive or negative effects of modular distance learning.
Accurate calculations by the  researchers must be strictly observed and
cooperation of the respondents is needed while  answering the questionnaires as it
will indicate the overall result of the study and the researchers  are trying to be
credible as much as possible in order to provide beneficial information.
Definition of Terms

Modular distance learning (MDL) - features individualized instruction that

allows learners to use self-learning modules (SLMs) in print or digital
format/electronic copy, whichever is applicable to the learner. Learners under
Modular Distance Learning can also use other resources such as Learner’s Materials,
textbooks, activity sheets, study guides, and other study materials.

World Health Organization (WHO) - is a specialized agency of the United

Nations responsible for international public health.

Pandemic – refers to an outbreak of a disease that occurs over a wide

geographic area (as multiple countries or continents) and typically affects a
significant proportion of the population.

Quarantine -  a term during which a ship arriving in port and suspected of

carrying contagious disease is held in isolation from the shore.

Department of Education - federal executive division responsible for carrying

out government education programs and policies. It seeks to ensure access to
education and to improve the quality of education nationwide.

CHAPTER II
REVIEW OF RELATED LITERATURE AND STUDIES

Relevant Theories and Studies

Local

According to MS. Mean-chin October 11, 2021 The Philippine education

system is now adapting to the new blended learning as public schools were set to
resume its classes nationwide on October 5, 2020. Despite the calls for an academic
freeze due to the corona virus outbreak, the Department of Education still believes
that education should not be compromised. “Education cannot wait,” says DepEd
Secretary Leonor Briones. To maintain the education of millions of Filipino students,
the government implemented a distance learning approach. Distance learning, also
known as correspondence education or home study, is a form of education where
there is little or no face-to-face interaction between students and their instructors. This
type of modality has three categories. In which, one of the highly convenient for most
of the typical Filipino students is the Modular Distance Learning. It was also the most
preferred learning system of majority of parents/guardians based on the result of the
Learning Enrollment and Survey Form (LESF).

Foreign

According to Mümine Kaya Keleş and Selma Ayşe Özel In recent years,
rapid developments in technology and the web have led to many changes in
education. One of the most important changes in education is in the form of distance
learning. Distance learning, which is used to define education where educators and
learners are physically separated, is not a new concept; however, emerging
technologies and the web allow web‐based distance learning and therefore increase its
popularity. As a result of these developments, many universities have started to use
web‐based distance learning systems to provide flexible education that is independent
of time and place. In this chapter, we review all popular, widely used, and well‐known
learning management systems and include detailed comparison of some of these
systems to allow institutions to choose the right system for their distance education
activities.

Conceptual framework

The Conceptual that will be used in the study is the Input-Process-Output

method as show in figure 1.

Hypothesis of the study

Hypotheses Based on the aforementioned problems, the following hypotheses will be

considered:
1. There are no significant differences in the level of Effectiveness of Modular
Distance Learning Modality of the respondents when grouped according to age, sex,
parents educational background and parents’ occupation.
2. There are no significant differences in the English Performance of the respondents
when grouped according to age, sex, parents educational background and parents’
occupation.

3. There is no significant relationship between the effectiveness of Modular Distance

Learning Modality and the English performance of the respondents.

CHAPTER III
METHODS OF RESEARCH

Methodology
This study will be employ the use of the expository style of research to
determine the present situation due to pandemic the effect of modular distance
learning of the pupils of San Matias Elementary School. Descriptive design. This
design answers who, what, when, where , and how questions related to a particular
research problem. This design is used to obtain information about the present situation
to gain an understanding of a certain phenomena. Cristobal,Jr.,Ed.D. (2017).This is
also a qualitative method where both survey and interview will be utilize to describe
the effect of modular distance learning to the pupils of San Matias Elementary School.

Population of the study

This study shall employ the use of simple random sampling, it is a method of
choosing samples in which all the members of the population are given an equal
chance of being selected. It is an unbiased way of selection , a samples are drawn by
chance . (Treece& Treece, 1986).
The respondent of this study comes from the grade 1 to 3 pupils of San Matias
Elementary School who are presently enrolled for the year 2020-2021.Only 75
students (83.34% ) will be responding to the  questionnaire distributed by the
researchers.
According to population proportion sample size calculator, the suggested
population for the students must be 80% to get reliable results.

 Research Instrument

The researchers will be use a structured survey questionnaire for data gathering
questionnaire were discriminated among the grade 1,2,3 of pupils in San Matias
Elementary School. According to Cheung (2014)structured survey is an instrument
use to conduct questions which follows a particular sequence and has a well-defined
content. Structured questions give more accurate data and leads to higher response as
well as gathered data are easy to encode and analyze (Guest,2019)

Data Gathering Procedure

In this section will be state the sequence on how the researchers will gather the
data.
At first the researchers constructs a title and was validated to the professor, it
was also stated the general problem and specific problem to be answered through the
result of the study. The researchers made use of descriptive method.
The researchers got the survey questionnaire checklist to measure the effect of
modular distance learning to the pupils of San Matias elementary school while the
student s skill will utilize assessment checklist for the qualification. The Researchers
will make a letter to request to conduct the study to the said school of San Matias
Elementary.
After the instrument was validated and the letter was approved, the researchers
will now survey the modality of modular distance learning of the school and will
interview the teachers about the effects of modular distance learning of the pupils of
San Matias Elementary School.

Statistical Treatment
The data gathered was treated by using specific statistical tool dealing with the
responses that was given by the respondents. The responses were tallied and tabulated
to draw an analysis and interpretations
