CHAPTER I
THE PROBLEM AND ITS BACKGROUND
Introduction
The World Health Organization (WHO) declared a global pandemic due to
SARS-CoV-2 in March 2020, and to stop the virus from spreading the government
implemented a national emergency quarantine. Furthermore, additional safety
protocols were enforced such as wearing of face masks, lockdown of both private and
public establishments, and work from home, and modular or e-learning for students.
These measures are part of the main policies of global health care strategies
implemented mostly all throughout the world. However, face to face engagement for
students and teachers within schools has also been suspended due to this pandemic.
That is why the Department of Education implemented different modality of
education to attain and continue learning of the students. One of these is the use of
Modular Distance Learning However, previous studies showed that modular distance
learning has positive and negative effects on the students.
In a study regarding modular distance learning among elementary students
during COVID-19 pandemic conducted by Nardo, M.T.B, (2017) , it was revealed
that the use of modular encourages independent study. They are learning how to learn;
they are empowered. Other advantages of modular instruction include more choice
and self-pacing for students; more variety and flexibility for teachers and staff; and
increased adaptability of instructional materials. On the other hand, some researchers
affirmed that there is also dis advantages of using modular distance learning to the
students. In addition to this, Education Undersecretary Diosdado San Antonio said
that almost 13 million public school students or 59% of roughly 2 million enrollee this
year will be using printed modules which require felling an enormous number of trees
to produce papers .Moreover, Education Secretary Leonor Briones says modular
learning expensive has big effect on environment. Citing its expensive cos and
negative impact to environment.
Statement of the problem
This study will be conducted to determine the effect of Modular Distance
Learning Modality to the Grade six pupils of San Matias Elementary School.
School Administrators. This study will help the school administrators to be fully
aware on the use of modular distance learning modality during pandemic and to find
out what is needed to improve as well as the areas needed to be sustained.
Future Researchers. This research may be used as related literature for their own
study or can be replicated using additional variables in different participants or in
another setting. Validation of the study of the same variables is recommended for
them to be able to reinforce the results of this study. These results can also be used as
a conceptual framework for future studies.

REVIEW OF RELATED LITERATURE AND STUDIES
Local

According to Mümine Kaya Keleş and Selma Ayşe Özel In recent years,
rapid developments in technology and the web have led to many changes in
education. One of the most important changes in education is in the form of distance
learning. Distance learning, which is used to define education where educators and
learners are physically separated, is not a new concept; however, emerging
technologies and the web allow web‐based distance learning and therefore increase its
popularity. As a result of these developments, many universities have started to use
web‐based distance learning systems to provide flexible education that is independent
of time and place. In this chapter, we review all popular, widely used, and well‐known
learning management systems and include detailed comparison of some of these
systems to allow institutions to choose the right system for their distance education
activities.
Conceptual framework
The IPO model included the factors, materials and information required the
process the study among the dimension included in study was Effects of Modular
distance learning to the pupils of grade 1,2,3 of SMES
The Input on the left side of the figured showed the profile of respondent
which included the age, gender, Grade and Section and the assessment of the
respondent
The Process covered the data gathering from the respondent through
questionnaire
The Output on the hand was effects of modular distance learning to the
pupils of grade 6 of SMES
CHAPTER III
METHODS OF RESEARCH
Methodology
This study will be employ the use of the expository style of research to
determine the present situation due to pandemic the effect of modular distance
learning of the pupils of San Matias Elementary School. Descriptive design. This
design answers who, what, when, where , and how questions related to a particular
research problem. This design is used to obtain information about the present situation
to gain an understanding of a certain phenomena. Cristobal,Jr.,Ed.D. (2017).This is
also a qualitative method where both survey and interview will be utilize to describe
the effect of modular distance learning to the pupils of San Matias Elementary School.
Grade 1- 1 30 25 27.78
Total: 90 75 83.34%
Research Instrument
The researchers will be use a structured survey questionnaire for data gathering
questionnaire were discriminated among the grade 1,2,3 of pupils in San Matias
Elementary School. According to Cheung (2014)structured survey is an instrument
use to conduct questions which follows a particular sequence and has a well-defined
content. Structured questions give more accurate data and leads to higher response as
well as gathered data are easy to encode and analyze (Guest,2019)
Statistical Treatment
The data gathered was treated by using specific statistical tool dealing with the
responses that was given by the respondents. The responses were tallied and tabulated
to draw an analysis and interpretations
