PREPARATORY STATEMENT

1. On October 1, 2011, I received a letter from this

Honorable Office requiring me to submit a Counter Affidavit to
answer allegations that linked myself to an alleged violation of
the provisions of HPA Personnel Directive Nr 1 dated 09 March
2016 (Disposition of Administrative Cases and Imposition of
Sanctions) specifically on Grave Misconduct.

2. In this counter-affidavit, I can clearly prove that all the

accusations against me are not true and that all of them are
fabricated. Thus, it is only proper to dismiss outright the
present complaint.
