History(1937-1939)....

GOI-1935
•Congress ne accept nahi kia aur demand kardia constituent assembly
ka formation
•Other groups in congress wanted to enter into the councils and create
deadlock
•Gandhiji earlier rejected idea of contesting elections later accepted as
a trial
•Also accepted by congress in sessions at Lucknow (1936)and Faizpur
session(1937)

The Only parties to declare themselves in favor of the working of the


Act of 1935, both in the provinces and the Central were —National
Liberal Federation and Hindu Mahasabha.
In due course of time, the urge to fight the elections grew among them
Congressmen. In 1936, When Congress met at Faizpur, the president of
the session was Jawahar Lal Nehru. He said that
“there was no choice but to contest the elections as it would educate
the masses on the political policies and economic programmes of the
party”.
•Feb 1937: Elections to provincial assemblies and congress won
716/1161 seats

•Got majority in all provinces except


Bangal,Assam,Punjab,Sindh,NWFP

•Formed ministries in Bombay,Madras,Central


Provinces,Orissa,UP,Bihar and later in NWFP and Assam

● In Bengal, Punjab and Sind, Congress had no majority.


● In Punjab, the Muslim League with Unionist Party formed a
coalition government. However, later a faction of Unionist Party
in the premiership of Sikandar Hayat Khan mixed up with the
Muslim league and remained so till 1947.
● In Bengal, Muslim league formed a coalition government with

Krishak Praja Party under Fazlul Haq.

Ruled for 28 Months


Works:
1)Law and Order Reforms:
•Lifting Bans from different organisations
•Lifted press restrictions
•Police powers reduced
•Political Prisoners and Revolutionaries were released

2)Agrarian and Labour Reforms


•Debt relief,Land reforms etc
•Works on reducing strikes and sometimes they have to impose
sec-144 arresting Indian Leaders

3)Economic Reforms
•Encouragement to Indian Enterprises
•Develop Planning through National Planning
committee(Head:Nehru) setup under congress president S.C Bose

Ministries din’t had adequate powers and also financial resources


were not proper

4)Social Reforms
•Prohibition in certain areas(Liquor)
•Measures for Harijans:Allowing temple entry,use of public facilities
etc
•Attention to improve primary,secondary and higher education

Congress ministries resigned on October 1939 as Britishers made


India a party of WW-2 without even asking anybody

Concept we get after 28 Months Congress Rule


1)Indian Govt can create transformations and it is
necessary:Justified
2)It was clear that indians can use British powers to make
there demands clear
3)Weaken the myth that Indians cant Rule(White man
burden)
4)Good work with minimum financial resources

Negative Aspect:Internals issues and Greed for power


within the leaders created conflicts
