Aim of the Document

Scope of this document is to detail the minimal requirements of the documents listed in the DPP in order to
facilitate the Owner acceptance and optimize the review time between the parties. Please take into account
that there may be specific requests that are not listed herewith which may be requested during the review
phase.

The Contractor shall fill the BOM depending on its scope of supply and according to the attached Excel format.

DESCRIPTION
This plan shall show the plant layout on a map representing the boundaries between different landowners and
between different municipalities/counties.
The plan shall clearly show the temporary areas (as storage areas, areas for construction, for site compounds)
and the permanent areas.

DESCRIPTION
The layout will show the ground control points used during the topographical survey.
The recommended scale is 1:1.000. Different scales may be proposed by the designer but shall be approved
by EGP before issuing the construction drawings.
The plant layout shall contain:
• Contour levels in an appropriate interval;
• Positions of modules /trackers;
• Name/code for the main roads internal to the plant;
• Progressive distances on the road axis;
• Entrance positions and Access Roads;
• Building and Substation;
• Storage areas;
• Fences;
• Location and number for the sections (see next point);

• Any critical point for the execution or any relevant detail for a proper execution (obstacles or utilities,
deviations from standards);
• Drainage network;
• Cables trenches and cabins layout;
• Any typical item and detail (road signs);
• A key map to properly locate the drawing in the overall area of the plant.
A dedicated drawing shall be issued to define in detail the plant entrance and the intersections with existing
public roads; the designer shall report all the necessary details for a proper existing roads improvement,
including the signage details necessary during works execution and during the service life of the plant.

DESCRIPTION
The PV Plant General Layout shall be a scale georeferenced drawing with a clear description of the Project
Site boundary, as well as the co-ordinates of each corner point along the boundary. It shall give a general
overview of the PV plant and main elements of project area (transmission lines, existing roads, village/city, and
river), in a suggested scale of 1:25.000, including at least the following items:
• Modules tables and modules typology;
• Identification of each batch;
• Fence;
• Access gates;
• Access roads and internal Roads with curvature radius;
• Platform for Cabin installation and for U-turn maneuvers;
• Conversion Cabins and associated names;
• Tracker or Fixed structures, as applicable;
• Step up Substation;
• Buffers due to Environmental constrains, servitude, legal constrains;
• Existing interferences;
• O&M area (offices, parking,);
• Fire break area (if applicable);
• Environmental sensor location;
• Permanent areas:
o Storage area or Warehouse;
o Waste area;
o Office area;
o Parking area.
• The document shall be also including a table detailing the plant configuration, including:

o Number of Transformation Centers;


o Number of inverters per Transformation Center;

o All quantities shall be included per Transformation Center and for the whole plant.
The distances between each item shall be clearly indicated. Each element shall be quoted and each item shall
be detailed in an adequate scale. The type of finishing (natural ground, asphalt, aggregate) for each area,
platform and road shall be clearly indicated and represented.
The drawings shall be georeferenced and all items shall be identified with relevant coordinates.
The document shall also include an additional sheet with the general layout placed on the contour level lines.

General Layout with Meteo Station and Sensors Placement

DESCRIPTION
The Supplier shall provide a general layout with the location of the meteo station and sensors. These
equipment are placed in order not to generate any shadows on the PV Plant according to the Shadow Study
and Plan.
Each meteo station and sensor shall be placed in the site so that it does not have interferences with other
objects that it could affect the measurement of these equipments. In addition, these sensors will be placed into
the PV Plant in such a way that the measurements will be representative of the operation of the solar plant.
EGP could request to the Supplier to move any sensor because the measurement cannot represent the real
values of the operation.
The Supplier shall deliver a General Layout geo-referenced, with relevant coordinates. It must show all the
sensors and the meteo station into the site, indicating the distances from the PV Modules and other equipment
in the nearby area (fence, Conversion Unit, building).
In addition, the General Layout shall indicate the architecture between the sensors and the meteo station.
Finally, the General Layout shall include the communication system (Ethernet, RS485, Optic Fiber) for each
sensor, including the meteo station, and show all the necessary equipment for a correct connection and power
supply with the Conversion Unit or Data Center.

Set of drawings including the overlapping of underground and aboveground facilities. It is necessary to show
the routing and placement of:
• Trackers/fixed structures with the PV modules;
• MV field cabins (transformation centers, power conversion units or delivery/parallel cabins);
• String inverter positioning (if applicable);
• String box positioning (if applicable);
• Substation;
• Fences;
• Roads (Internal and external);
• Existing HV or MV overhead line poles;
• Existing underground electrical cables;
• Existing underground communication cables;
• Existing underground water pipes;
• Existing underground gas pipes;
• Areas of exclusion.
The AutoCAD executable file of this document shall be provided by the Contractor.

Plan of Temporary Facilities, Construction Areas, Storage Areas

This plan shall include the drawings (plans and cross sections) of the typical elements of construction site for
a PV plant with a scale 1:1.000 or 1:2.000, in particular at least:
• Area of unloading;
• Area for storage of different construction material;
• Area of assembling;
• Waste civil laydown area;
• Waste material;
• Parking area;
• Temporary offices and facilities for Client and Supplier;
• Temporary roads and fences;
• Temporary drainage system;
• Access gate and roads;
• Details in an appropriate scale.

DESCRIPTION
The aim of this study is to evaluate the effective transposition factor and near shadowing losses to be applied
in the energy production estimation.
The shadow study shall be performed by using the 3D scene feature of PVSyst® software considering the
following main inputs:
• PV plant layout (georeferenced)
• Orography of the terrain underneath the PV plant
• A complete list of surrounding objects such as:
o Structures (height, width, length)
o Cabins (height, width, length)
o meteo stations (height, width, length)
o overhead line poles
o transmission lines
o trees (height, width, length)
o CCTV system towers (height, width, length)
o any other surrounding obstacle
The Contractor shall apply the following procedure for assessing the impact in near shadowing and
transposition factor.

Near shadowing losses


The Contractor shall simulate through PVSyst® the scenarios on the near shadowing losses listed below:

In this first case study, the comparison between scenario 1 and 3 gives the effective impact on the losses due
to the mutual shadowing between structures placed in different height and casted by near objects.

Transposition factor
In addition to this, another sensitivity for assessing the transposition factor variation due to the different slopes
of the structures is required.
In the following table, the Contractor shall indicate the distribution of the total number of structures for each

DESCRIPTION
The deliverables of the erosion risk assessment shall include an Erodibility Potential Map in the ante-operam
and post-operam configuration. It shall specify the Erosion and Sediment Control Measures and define a
monitoring program during and after construction.
In particular, the EPSCP shall include maps that contain the superposition of the hydraulic model and the
geomorphological and geological maps. These new maps shall evidence the most problematic points and
areas prior to the construction, during construction and after the construction.

Flooding Maps and Hydraulic Study (Ante Operam)

DESCRIPTION
The hydraulic report shall describe in detail all sources of information, boundary conditions of the model,
Manning coefficient applied, model’s coefficients and parameters, results achieved.
In particular, the following information shall be included in the report and provided to Enel:
• Images and tables of the model configuration;
• Output of the two - dimensional model;
• Images of flooding maps.
In particular, the Hydraulic studies deliverables (in ante operam conditions) are the following:
• Maps of water levels (for Tr=100 years):
o Chromatic plan with a proper choice of colours for different range of levels
o Legend of colours
o A table with indication of hectares and percentages of area occupied by different range of
levels
• Maps of water speeds:
o Chromatic plan with a proper choice of colours for different range of speed
o Legend of colours
• Arrows to indicate the main flow direction.

DESCRIPTION
The geological desk study is aimed to describe the geology of the PV plant and its access roads areas.
The geological report shall include at least:
• A geological overview of the area, starting from the available technical documentation and existing
data from literature;
• The local lithostratigraphic succession with definition of the genesis and spatial distribution of the
lithotypes;
• The description of the tectonic and structural characteristics of the site;
• The description of the geomorphological processes;
• The analysis of the existing constraints on the area (environmental, landscape, archaeological);
• The analysis of the geomorphological and hydrogeological hazard / risk maps;
• Seismic hazard assessment of the site;
• Any analysis requested by the local authorities;
• Relevant maps and geological sections.
The report shall be supplemented by the drawings, maps, geological cross-sections.

DESCRIPTION
The Geological investigation plan shall define all geological aspects of plant area in order to show the different
characteristics of soil and layout of geotechnical survey performed. In particular shall contain:
• Plan (scale 1:5.000) with indication of different homogeneous areas and specific legend in order to
describe completely the quality of terrain;
• Positions of site tests performed: trial pits, pull-out test, piezometers;
• Natural water grid.

The geotechnical report shall include the results of site and laboratory test of the plant area and the result of

• Excavation procedure (including the recommendation for the safe execution of temporary and
permanent slope);
• Recommendations for road constructions;

The contractor shall provide complete description of all operative functions and control modes of the inverter,

A. INVERTER CONTROL FUNCTIONALITIES AND CONTROL MODEs


• It is necessary to describe all control modes available inside the inverter firmware in order to ensure a
safe and reliable operation:

In each control mode, the contractor shall describe which are the control/protection functionalities
implemented, which is the operative state of the PWM control, the IGBT switches, the AC/DC contactors, and
the AC/DC circuit breakers or switch disconnectors.

The contractor shall describe all software and hardware protection and alarm functions implemented, and
which are the protective equipment activated in each case. For each protection and alarm function, it is trivial
to identify:

• The protection/alarm reset conditions
Always that a human action is required, the contractor shall explicitly clarify it.

C. INVERTER STATE MACHINE BETWEEN CONTROL MODES

The Contractor shall provide a thermo-dynamic simulation in a Computational Fluid Dynamic (CFD) software,
which justifies that the inverter is able to operate at maximum rating conditions, of power and external ambient
temperature, in a safe and reliable manner, without incurring in any operation derating. This study shall also
justify the inverter forced ventilation design, in order to keep the inverter in safe operation without incurring in
any operational derating, non-declared previously in the tender documentation or inside the .OND file.
The CFD simulation shall consider:
• The maximum power supply of the inverter;
• The maximum ambient temperature declared in the Site Specific Data;
• The correct positioning and dimensioning of ventilation fans;
• The correct positioning and dimensioning of ventilation grids, with appropriate air flow density;
• The correct dimensional characterization of the inverter;
• All possible heat transfer from the direct exposure under the sun, or by its particular location (touching
with neighboring power equipment considered as heat sources).
• Delivery of the real power/temperature curves of the inverter based on the CFD simulation performed.
In case of indoor central inverters, the CFD simulation shall consider both the entire system consisting of the
ventilation for each inverter, with the ventilation of the cabin enclosure containing them.

• All auxiliary power circuits and interconnections
• All hardware protective equipment, such as AC/DC contactors, relays, circuit breakers, switch
disconnectors, Residual Current Devices (RCDs), Surge protection devices (SPDs), Insulation
monitoring devices (IMDs), and all other hardware protections required inside the technical
specifications; datasheets of protection devices shall also be provided in the annex of the document.

DESCRIPTION
This document shall contain all IP addresses assigned to each single device included in the control system. In
case the devices to be accessed from remote networks for diagnosis and maintenance purposes, it shall be
also included the TCP ports that have to be kept open in the firewalls.
The complete IP Address Map submitted from the contractor shall be in accordance with “Template for IP
Address Map” attached to the present document.
DELIVERY DATE: 30 days before Integration Test.

DESCRIPTION
It includes the real-time database of each type of IED included in the scope.
The information shall contain: Communication port, Communication Protocol, Baud Rates, physical media,
cause of transmission, signals to be reported, datatypes.
DELIVERY DATE: 45 days from IPC (15 days before FAT or 75 days before First Synchro).
