1st BDP 2020-2022
The 1st BDP contains thirteen (13) chapters, highlighting its Vision, Mission, Overall Goal and
the 8-Development Goals aligned with the 12-Point Agenda of the Chief Minister in Chapter 4;
Priority programs, projects and legislative support are also identified to implement the strategies;
Result Matrices (RM) of each goal are also identified to easily determine the targets and progress of
implementation. The RMs will facilitate the tracking of gains achieved and served as a tool to monitor and
evaluate the progress of the Plan; and
Investment Programs for 3-year (2020-2022) are also prepared to translate the Plan into concrete
actions and budget.
Establish an appropriate bureaucracy for the Bangsamoro Government that will ensure
the right balance between the size of the bureaucracy and the services that need to be
delivered as well as the appropriate skills required of people in the bureaucracy
Set up and implement programs and projects that will respond to the pressing social and economic challenges
in the Bangsamoro such as poverty, education, health, access to clean water and electricity, job opportunity,
agricultural productivity, and access to capital market. “These must be complemented with responsive strategic
infrastructure in the region such as ports, road network, flood control, and logistics, and communication
facilities.”

to ensure environmental protection, conservation, and management. Closely monitor and
