Subject:- Constitution of the District Level Monitoring Committee(s) for controlling

spread of the Lumpy Skin Disease in the Jammu and Kashmir.

Government Order No: 1279 -JK(GAD) of 2022

Sanction is hereby accorded to constitution of the District Level Monitoring

Committee(s), with the following composition, for controlling spread of Lumpy Skin
Disease in the Union territory of J&K:-

1. Deputy Commissioner (Concerned) Chairman

2. Chief Executive Officer/ Executive Officer Municipal Council Member

3. Chief Planning Officer Member

4. Chief Animal Husbandry Officer Member

5. District Sheep Husbandry Officer Member

6. District Panchayat Officer Member

Terms of Reference:
I. The Committee(s) shall implement all bio security measures as circulated in the
advisories issued by the Department of Animal Husbandry & Dairying, GoI and
Agriculture Production Department, Government of Jammu and Kashmir, from
time to time.

II. The Committee(s) shall implement the vector control program with application of
insecticides and fly repellents in and around cattle farms by involving
municipalities, panchayats and local bodies.

III. The Committee(s) shall prevent the inter-district and intra-district movement of
cattle by involving law enforcement agencies as a measure to prevent cause for
spread of disease to new epicenters.

IV. The Committee(s) shall monitor whether the sick animals are being isolated form
healthy animals and shall ensure the isolation of affected stray animals.
 V. The Committee(s) shall ensure that all susceptible animals are vaccinated against
Lumpy Skin Disease and sufficient quantity of vaccines, drugs and fly repellents
are available in each district for treating the sick animals and preventing the
further spread of lumpy skin disease.

VI. The Committee(s) shall ensure that the animals which die due to lumpy skin
disease should be buried deep in the ground with application of lime.
