Healthcare. Gov website was more of a collection of websites and information systems
rather than a website. Information was obtained from very sensitive data sources. The existence
of many stakeholders also complicated the project. Project specifications to be followed when
carrying out the project were also accessed late by the developers. Additionally, Resignation of
the Secretary of Health and Human Services left developers with nowhere to get specifications
The late arrival of project specifications delayed the developers to start working on the
project. These specifications also consisted of very detailed information that described the
regulations to be followed before starting the project. This process took wasted a lot of time
added on the one that was lost during implementation of changes in the project. However, with
the help of regulatory process; the 2400 pages were transformed in to 13,000 regulatory pages.
The changes that were requested by the Secretary for Health and Human Services to be
implemented, also took some time to be implemented relatively one month, (Borchers et al,
2014).
It went wrong due to the late arrival of specifications and requirements required for
testing. The developers had no capability of performing complete testing or even part of it. The

fist testing occurred on October 1, 2013 after a number of changes were implemented as
requested by the Secretary of Health and Human Services, (Borchers et al, 2014).
What are the main issues pertinent for consideration from a policy implementation
perspective?
The main issues for implementation of the project were due to the high pressure from the
opponents of the Affordable care unit following the failure of the website implementation. A few
weeks ago, numerous Americans entailing the ones that had taken years without accessing
