INTRODUCTION
(of the SL) (of the SL text into TL text) (of the TL text)
Understanding:
Comprehension of the SL text is extremely important to ensure good interpretation. In the first
step, the interpreter must:
- have good hearing
- have thorough knowledge of the SL (with all possible variances such as regional
dialects, local accents, socially related peculiarities)
- know the culture of the country of the speaker
- know the subject matter of the speech or discussion, obtained through research or
preparation before the interpreting session or through years of dedicated study
Conversion:
For a good conversion of the SL message into the TL, the interpreter must:
- have thorough knowledge of the TL and its culture (culture-bound factors such as
proverbs, sayings, adages, jokes)

- have good memorizing and note-taking skill
- be able to handle the various situation that may occur
- pay attention to factors affecting conversion process: time (speed) and accuracy
Time factor is understood as promptness and immediacy. Long pauses of one or two seconds
are allowed, but no more. Long gaps between the speech and the interpretation usually cause
nervousness and doubt in the audience of the interpreter’s capabilities.
Accuracy varies inversely with speed. The longer one takes to translate, the more accurate the
product will be.
The following scale shows the difference in considering the two factors for differing modes
of interpreting (with 1 as the lowest and 5 the highest consideration):

Delivery:
To carry out the delivery of the interpretation in a professional way, the interpreter must:
- obtain a number of skills needed through study and training, especially public
speaking
- use standard language with clear grammar, pronunciation, vocabulary as well as
accent
- possess appropriate gestures and manner while interpreting (not imitating the
speaker’s gestures)
- know to maintain the speech flow by leaving as few pauses as possible
- try to make the interpretation always slightly shorter than the SL text (KISS: keep it
short and simple; interpret ideas not words)
- use direct speech form
E. Public speaking
Public speaking is an important part of any interpreters’ training program for several
reasons. First, many people despite their thorough grasp of working languages tend to be shy,
freeze up and develop mental block when faced with an audience. Second, when given
interpretation assignments in front of large audiences of important people, even those who are not
shy often feel extremely intimidated. Thus, in order to overcome such a fright stage, an interpreter
like an actor, or a news announcer should learn how to perform in public and effectively use
his/her voice.
Public speakers have usually acquired some proficiency in the art of persuasion, and an
interpreter must be able to mirror that skill and should be strive to be good public speakers. To
gain greater confidence and overcome the fright stage, interpreters should pay attention to
important aspects in public speaking.

TIPS FOR SUCCESSFUL PUBLIC SPEAKING
1. Speech Structure
Opening speeches: Typical structure
- Welcoming audience, starting with special guests.
- Speak on the significance of the occasion to the audience
- Thank those involved in organization and mention keynote speakers
- Express wishes for successful session
Closing speeches: Typical structure
- Congratulate the participants on outcomes of the seminar/conference and describe some of
those outcomes.
- Speak on the significance of such conferences.
- Thank the organizers and participants.
- Announce the venues and date for the next conference/seminar.
- End on bright note that convey hope for the continued success of these seminars/more
conferences on this theme, etc.
2. Eye Contact: Eye contact is very important in public speaking.
- Do not skim over the audience, but take a little time with each person.
- If uncomfortable when looking people in the eye, use the bull’s eye techniques-look at the
person’s forehead, just above the eyes
- If interpreting in front of a large audience, establish eye contact with several people so that
they also feel included. This may also help to judge audience response.
3. Body Language
Nervous body language undermines the creditability of the speaker. Thus, it is
recommended to walk confidently and directly to the podium and hold your stomach in, your
shoulders back and your chest out. This projects confidence. And when you project confidence,
you usually end up feeling confident.
4. Posture: Posture is important in allowing good breath.
- Do not stoop or hunch, and do not stand stiffly.
- Place your weight evenly on both feet, without resting on either hip, position your shoulders
evenly.
- Do not tilt your head to the side, do not cross your legs, do not pull your head back with the
chin in, do not thrust your head forward with the chin out.
5. Facial Expressions
Interpreters should possess appropriate facial expressions. They should never be too sad
or too happy in the course of interpreting. Nor should they show too much enthusiasm or empathy
over an issue or problem.
6. Appearance
- Make sure your appearance (clothing, jewelry, hair, etc.) does not distract listeners from your
interpreting.
- Dress smartly and stylishly, but conservatively and unobtrusively, avoiding patterns.
7. Ways to relax

- In the minutes before the speech, when your nerves are at their worst, do some exercises to
release tension. Or try watch or visualize something funny as this will help you keep calm.
8. Voice
- Tape yourself. Evaluate your pace, speech control, volume control, rhythm, clarity, pronunciation,
etc.

Questions to consider: Why does an interpreter need memory?
A. Types of memory:
Short-term memory (STM)
- used for sentence-by-sentence interpreting (dialogue, conversation)
- working in a straightforward manner
- items in STM decay quickly
Long-term memory (LTM)
- primary function for the interpreter because all items stored have passed through
STM
- working as an active database providing the interpreter with information, knowledge,
helpful for the first step of interpreting process: understanding
- help the interpreter accumulate more information, knowledge in this database
B. Stages of memory
- Encoding: putting something in the memory, through either a visual or acoustic code (in a way
that one can understand)
- Storage: maintaining something in the memory (usually with limit to capacity called memory
span)
- Retrieval: recovering something the memory, operating through sequentiality, hampered by
interference from other thoughts, involving displacement sometimes (when too much information
presented at the same time; new ideas displace the previous one and the interpreter can end up
interpreting only what is said at the end Don’t let the party talk too much, especially in
sentence-by-sentence mode without note-taking)
C. Causes of memory failure
- Interference : audio, visual, mental
- Displacement
- Emotional factors (stress, anxiety, pressure)
D.Memory techniques
- Using semantic categorization – Giving it meaning!
- Visualization – Have a picture in your mind!

- Expanding knowledge base – Use knowledge!
Practice: Listen to the following short talks, use different techniques to remember the
information and do the interpretation.
1. Handshaking: In Brazil, when people meet, they shake hands. The handshake often lasts a long
time. People shake hands when they say ‘hello’ and they say ‘goodbye’. It’s important to have

eye contact with the person when you shake hands. Also, it’s important to shake the hand of
everyone in a room. In Brazil touching other people is OK. People touch other people’s arms,
elbows, and backs. Also, it’s OK to interrupt during a conversation. It shows that you’re
interested.
2. Valentine’s Day: On 14th February, St. Valentine’s Day, a lot of people send a card to the one
they love or someone whom they have fallen in love with. People usually do not sign these cards
and a lot time is spent trying to guess who has sent them.
3. CHRISTMAS: 25th December is the most important festival of the year. It combines the
Christian celebration of the birth of Christ with the traditional festivities of winter. On the
Sunday before Christmas, many churches hold a carol service where special hymns are sung.
Sometimes you can hear a carol singers singing on the streets as they collect money for charity.
Most families decorate their houses with coloured Christmas decorations and they usually have
a Christmas tree in the corner of the front room, glittering with coloured lights and decorations.
People put their gifts at the bottom of the Christmas tree.

1.2.5. Lễ hội ẩm thực Châu Á 2018 lần đầu tiên sẽ được tổ chức tại Việt Nam tại Hà Nội và Quảng

UNIT 2: NOTE - TAKING
INTRODUCTION
A. Why to note
- provide support to the memory, when there are too many elements for the interpreter to
remember, particularly when the speech contains numbers, names, lists …
- help relieve memory and interpreters’ fatigue during the understanding of the speech
- help the interpreter reproduce the structure of the speech/ retrace how ideas are related and
separated from one another.
B. When to note
- start as soon as possible, arrange the notes later with various symbols or signs when having
understood the whole ideas (subject object)
- only during the speech; stop noting when the speaker finishes the speech
- avoid being left behind; adjust between timing and note-taking
- when anticipating that numbers or lists are going to be presented, the interpreter needs to be
highly attentive to the speech to note down the numbers and lists.
C. What to note
- main ideas creating an outline for the interpretation. With a good memory, note-taking for
main ideas is not very important. However, it helps the interpreter to retrace the order of these
ideas as outlined
- linking words forming the relations between ideas
- numbers/ figures (percentage, dates, measurement) always with meanings (for example: 25
mil. pp = 25 million people)
- proper names (people, countries, organization, publications, events) with accuracy. In case the
interpreter cannot write down the difficult names, note the sound of the names as originally
spoken in the SL, and then read it as exactly as possible
- lists as sufficient as possible. In case the interpreter cannot note down all the items in the list,
try to have at least some of them, and use etc. during the interpretation. If the complete list is of
some importance, the interpreter can ask the speaker for the missing items and fill in the space of
the note.
D. How to note
a. Any way of taking notes is possible but it must be most convenient for the interpreter. For easy
reading and tracing back the ideas, the best way is to note in verticality and from left to right.

Tips for Note-taking
1. Less is more: too much details causes interference.
2. Don’t write at the expense of listening: Great notes won’t help if you haven’t heard or
comprehended the message in the first place.
3. Analyse: Think about what the speaker is really saying, whether you need to write more in
some places, and whether what you write is enough to remember with.
4. Focus on ideas, not individual words: Write own ideas; words in isolation don’t mean
anything.
5. Focus on logical connection between ideas: vital for accurate communication of the
message
6. Memory: Remember what the speaker said and what your notes signify.
7. Beginning and end are important: Pay attention to the start and end of each speech section.
Failure to get these right can mean at best that you may not make the main points clearly,
and at worst you can derail the entire interpretation.
8. Symbols: Practise them until they are automatic. Add, modify and replace as necessary.
9. Spread downward across the page: Write downward, one point/ word to a line. This
facilitates comprehension as well as allows additions of things/ details/ words later.
10. Write BIG: Clear, uncluttered are easier to read.
11. Separate sentences and points: Drawing lines after each sentence or important point
help you to identify what needs to be interpret, and avoid confusion between
information from different sentences being used elsewhere in a different context.
12. Draw a line through when finished: To avoid confusion, draw a line through (at least)
the last of your notes when you finish interpreting. This help you know where to start
in the next segment and don’t omit or repeat anything.
13. Either LANGUAGE is okay: Notes can be TL or SL. A mixture of both is common.

Anything goes as long as it works with you.
EXAMPLE: The following pieces of information contain a lot of numbers, figures, proper
namses and facts. Practice taking notes and interpret into Vietnamese.
- Russia is by far the biggest country by area in the world – it is over 17 million square
kilometers. But China has a much bigger population, with nearly 1.4 billion people.
- The longest river in the world is the Nile at 6,995 kilometres, but it is only slightly longer than
the Amazon – the second longest river in the world, at 6,750 kilometres.
- Seoul, in South Korea, is the most populated city in the world with a population of about 10.3
million people. The second most populated is Mumbai, in India (formerly Bombay). It’s only a
little bit bigger than Sao Paulo, in Brazil. Both cities have about 9.9 million. Jakarta, in
Indonesia, is next, with about 9.3 million, and Moscow in Russia, is in fifth place with
approximately 9 million people.
- Canada has by far the longest coastline in the world – it is approximately 244,000 kilometres
long. The second longest is in Indonesia, but it is a long way behind at only 55,000 kilometres.
- Chicago is the furthest north, although it is only slightly further north than New York. San
Francisco and Los Angeles are both in California, but Los Angeles is a lot further south - about
900 kilometres.
- Surprisingly it is China, not the USA that has the most fast food restaurants in the world. The
nation that drinks the most tea is not the Indians, or the English as you might think, but the
Irish, who drink around five cups a day.
- India has by far the most universities in the world with nearly 8,500. It also has the biggest
university in the world – the Kameshwar Singh Darbhanga Sanskrit University has over half a
million students.
- London Heathrow is the busiest airport in the world with around 65 million passengers a year.
While France is by far the most popular country with tourists, with nearly 75 million visitors a
year. The second most popular, the USA, is a long way behind with just 53 million.
- And the most popular theme park in the world isn’t in the USA either – it’s actually Disneyland
Tokyo, which attracts around 18 million visitors a year.

2.2.1 Thủ đô Đan Mạch, Copenhagen, thường được miêu tả là một trong những thành phố xinh
đẹp và sôi động nhất thế giới. Thành phố đầy sức trẻ - tuy đã tồn tại rất lâu đời – với nhiều
công viên cây xanh và không gian mở, kênh rạch và một bến cảng ấm cúng và hiện đại.

2.2.3 Là thành phố sôi động nhất cả nước, Sài Gòn về đêm như không ngủ với những ánh đèn
thắp sáng trên khắp các tuyến đường và tòa nhà tạo nên cảnh tượng lung linh. Với hơn 300
năm hình thành và phát triển, Sài Gòn ngày nay có nhiều thay đổi để trở thành một trong

Bình có diện tích 2.168 ha, cách thủ đô Hà nội hơn 90 km về phía Nam, đã thực sự trở thành
điểm đến mơ ước của nhiều du khách trong và ngoài nước. Toàn cảnh khu sinh thái là một
vùng núi non hùng vĩ và các hang động, các thung lũng hoang sơ, kỳ bí và đẹp đến lạ thường.

6.2.1 Theo báo cáo mới đây của Tổ chức văn hoá, khoa học, giáo dục LHQ (UNESCO) trên thế
giới hiện có 100 triệu người mù chữ. Trong đó 45,5% là dân châu Á Thái Bình Dương. Các
nước có tỷ lệ mù chữ cao nhất châu lục này là Ấn độ (34,6%), Bangladesh (6,8%), Pakistan
(6,2%) và Indonesia (2,4%).
Bản báo cáo có tên là Giám sát tình hình giáo dục toàn cầu 2006 cho biết các quốc gia như

6.2.2 Trong năm học 2007-2008, chính phủ Bỉ dành 40 suất học bổng toàn phần cho công dân
Việt Nam muốn theo học các chương trình đào tạo thạc sĩ và tiến sĩ phối hợp tại các trường đại
học của Bỉ. Học bổng bao gồm phụ cấp hàng tháng, vé máy bay khứ hồi, bảo hiểm y tế cơ bản,
học phí và các khoản lệ phí bắt buộc khác. Trong một số trường hợp, các chi phí nghiên cứu
thực địa cũng sẽ được hỗ trợ. Theo ước tính, hiện nay có khoảng hơn 38,000 học sinh Việt
Nam đang học tập tại các nước trên thế giới.
6.2.3 Ngày 4/1, Đại sứ quán Hoa Kỳ tại Việt Nam thông báo Chương trình học bổng Fulbright lấy

1. Một số hoạt động đáng chú ý trong sự kiện này bao gồm triển lãm với chủ đề Thiên nhiên
miền bắc nước Nga, và chương trình hòa nhạc của các nghệ sĩ thính phòng nổi tiếng. Những
Ngày Văn hóa Nga tại Việt Nam sẽ diễn ra tại Hà nội và thành phố Hồ Chí Minh từ ngày 5
đến ngày 10/10.
2. Tục lệ ngắm hoa anh đào có từ thời Nara cách đây cả ngàn năm, nhưng đến đầu thế kỷ 17
của thời kỳ Edo hoa anh đào mới được trồng phổ biến tại các công viên tạo thành những
làng hoa anh đào, nơi diễn ra các lễ hội hoa ngày nay. Trong các lễ hội, người dân Nhật
thường tổ chức picnic, ngắm hoa, trò chuyện ca hát cả ngày lẫn đêm. Họ thưởng thức các
món ăn truyền thống như sushi và uống rượu sake.
3. Lễ hội Ẩm thực và Văn hóa Châu Á 2018 sẽ là một điểm nhấn đáng chú ý trong Năm du
lịch quốc gia 2018 (National Touris Year) với chủ đề “Hạ Long Di sản, Kỳ quan – Điểm đến
thân thiện” (Ha Long Heritag , Wonder – Friendly Destination) . Lễ hội này sẽ được tổ chức
hàng năm nhằm thu hút ngày càng nhiều du khác quốc tế đên với Việt Nam cũng như đáp
ứng nhu cầu vui chơi - ẩm thực của người Việt.
4. Đến thăm khu du lịch sinh thái Tràng An, du khách sẽ trải nghiệm từng cung bậc cảm xúc,
khám phá vẻ đẹp tuyệt vời cùng với bầu không khí vô cùng thanh lọc. Sự kết họp của các
loại hình du lịch như: du lịch sinh thái, du lịch tâm linh, du lịch khám phá di tích lịch
sử, đã tạo nên những tour du lịch phong phú, hấp dẫn. Sự phục vụ nhiệt tình, chu đáo, thân
thiện của đội ngũ hướng dẫn viên và người dân địa phương luôn làm hài lòng du khách.
5. Sài Gòn không chỉ nổi tiếng bởi những tòa nhà chọc trời hay những khu trung tâm mua sắm
tráng lệ, nó còn được biết đến với một nền ẩm thực phong phú, đa dạng. Các món ngon
không chỉ được phục vụ trong những nhà hàng, quán ăn sang trọng mà ngay cả trên vỉa hè.
Các món ăn vặt vỉa hè Sài Gòn có một mức giá bình dân nhưng hương vị món ăn ngon tuyệt
mà ai đã từng nếm qua thì không dễ dàng quên được.
6. Theo Bộ Xã hội Indonesia, số người thiệt mạng ở Padang và các vùng xung quanh đã tăng
đến 529 người. Nhiều trường học, khách sạn, bệnh viện và hàng ngàn ngôi nhà bị sập hoàn
toàn còn chôn vùi nhiều người dưới đống đ nát. Thông tin liên lạc bị cắt đứt và mưa lớn
đang gây khó khăn cho công tác cứu hộ và thống kê t ng thiệt hại trong vùng động đất.
7. Sự kiện Giờ trái đất bắt đầu từ năm 2007 ở Sydney (Australia), số người tham gia chỉ
khoảng 2 triệu người. Sau đó, nhờ các phương tiện truyền thông cùng với thông điệp ý
nghĩa thiết thực, đến nay đã có hơn 1 tỷ người và gần 4.000 thành phố trên thế giới tham
gia. Mặc dù mỗi quốc gia có những hoạt động, tuyên truyền khác nhau, song tất cả đều
hướng đến mục tiêu chung nhằm nâng cao nhận thức cho cộng đồng trong việc tiết kiệm
điện năng, giảm lượng khí thải CO2 (carbon emission) ra môi trường.
8. Sáng nay mưa tiếp tục trút xuống thành phố sau khi tạm ngớt vào tối 11/6, gây ngập lụt trở
lại ở nhiều khu vực. Hiện chưa có báo cáo về các vụ lở đất mới. Nhà chức trách đã sơ tán

hàng trăm người đến các trường học xây bằng bê tông. (evacuate/ remove) Chính phủ và
các tổ chức từ thiện đã phân phát nước và thực phẩm cho khoảng 1.000 người bị mất nhà
cửa.
9. Theo nhận xét của các chuyên gia Nhật Bản đến khảo sát tình trạng ô nhiễm môi trường
tại Việt Nam hồi tháng 7 vừa qua, môi trường nước ta có nhiều vấn đề nghiêm trọng. Nạn ô
nhiễm nước, không khí và lượng rác thải gia tăng (increasing amount of garbage) là một
số vấn đề rất đáng lưu tâm (major concern) của Việt Nam.
10. Bệnh sốt rét chủ yếu do muỗi truyền, có liên quan chặt chẽ với môi trường sống. Ở Việt
Nam, bệnh này xảy ra quanh năm, nhưng tập trung nhất là vào mùa mưa, bệnh lưu hành
chủ yếu ở vùng rừng, cao nguyên, đồi núi. Bệnh sốt rét khi xuất hiện, nếu không có những
biện pháp ngăn chặn kịp thời trong cộng đồng sẽ gây ra những tình trạng lây lan rộng rãi.
11. Các nhà nghiên cứu đã phân tích dữ liệu từ 621 trường hợp ung thư tuyến tiền liệt và 1.205
trường hợp ung thư vú. Bên cạnh đó, 2.000 người không bị ung thư (cả nam lẫn nữ) cũng
được đưa vào dữ liệu nghiên cứu. Kết quả nghiên cứu cho thấy, những người ăn tối trước
21g có nguy cơ mắc ung thư vú và ung thư tuyến tiền liệt thấp hơn 20% so với những người
ăn tối sau 22g hoặc đi ngủ ngay sau khi ăn tối. Các tác giả của nghiên cứu lưu ý rằng, điều
này có thể tác động mạnh đến các nền văn hóa, chẳng hạn như ở Nam Âu – nơi người dân có
xu hướng ăn tối trễ.
12. Bảng xếp hạng về chỉ số Hòa bình Toàn cầu năm 2015 trên được xây dựng trên cơ sở 23
tiêu chí khác nhau từ mức độ tội phạm bạo lực (violence and crime rate) và chi tiêu
quân sự (military spending) tới mối quan hệ với các nước láng giềng và tôn trọng nhân
quyền. Theo bảng xếp hạng GPI 2015, châu Âu là khu vực có nhiều quốc gia hòa bình nhất
thế giới. Trong đó, Iceland là quốc gia hòa bình nhất thế giới. Ngược lại, Syria là nước bạo
loạn nhất thế giới khi đứng ở vị trí 162 trong bảng xếp hạng.
13. Theo ước tính, hiện nay có khoảng hơn 38,000 học sinh Việt Nam đang học tập tại các nước
trên thế giới. Học sinh, sinh viên Việt Nam thường mong muốn đi học tại các nước Anh, Mỹ,
Canada, Australia. Gần đây họ có xu hướng đi sang các nước châu Á như Nhật Bản, Trung
Quốc, Hàn Quốc, Singapore, Thái Lan, Malaysia. Ngoài ra còn một số nước khác ở châu Âu
như Pháp, Đức, Hà Lan, Thuỵ Sĩ, Nga. Thông tin từ các cuộc triển lãm du học cho thấy số
người muốn học tại Mỹ chiếm khoảng 26,3%, Anh 18,7%, Australia 10%, Singapore 9% …
14. Chương trình Fulbright được thành lập năm 1946 với nguồn tài trợ từ chính phủ Mỹ với
mục tiêu tăng cường hiểu biết lẫn nhau (enhance mutual understanding) thông qua
trao đổi văn hoá và giáo dục (cultural and educational exchanges). Chương trình
Fulbright khuyến khích các ngành khoa học xã hội và nhân văn như Hoa Kỳ học, giáo dục,
truyền thông, báo chí, quan hệ quốc tế, công tác xã hội, chính sách công, kinh tế, sức khoẻ
cộng đồng, giảng dạy tiếng Anh, nghiên cứu về giới và phụ nữ… Ước tính hàng năm có
khoảng 20 -25 học bổng du học toàn phần được trao tặng. Kể từ năm 1992, có khoảng 500
sinh viên Việt Nam đã được chọn lựa tham gia chương trình.

15. Nghiên cứu mới đây của các nhà khoa học Hà Lan cho thấy những người thường xuyên tiếp
xúc với không khí bị ô nhiễm sẽ có nguy cơ qua đời sớm hơn so với những người khác. Theo
như 22 nghiên cứu về sức khỏe của 367.000 người ở 13 quốc gia Tây Âu, các chuyên gia
thuộc Đại học Utrecht, Hà Lan, cho biết có khoảng 29.000 người đã chết trong giai đoạn từ
năm 1990 cho đến nay.
16. Theo báo cáo mới nhất của Chương trình Liên Hợp quốc về HIV/AIDS (UNAIDS) và Tổ
chức Y tế thế giới (WHO), trong năm 2006 thế giới lại có thêm 4,3 triệu người nhiễm mới
HIV, trong đó có 3,8 triệu là người lớn và hơn 500 ngàn trẻ em dưới 15 tuổi. Đến năm 2007,
thế giới đã đương đầu với AIDS đúng 26 năm. Nhiều việc đã làm, nhiều nghiên cứu đã triển
khai, nhiều tiền của đã được chi ra, nhiều lực lượng đã được huy động… Tất cả chỉ để ngăn
chặn loại vi rút quái ác này.
17. Nhưng dường như những gì con người làm mới chỉ là bước đầu, dẫu rằng ở một vài nơi,
“tốc độ” lây lan của dịch HIV đã bị chậm lại. Khu vực Sahara của Châu Phi vẫn là nơi bị HIV
tấn công nặng nề nhất, hiện vẫn chiếm 63% tống số người đang mang HIV của thế giới; 72%
số người chết do AIDS trong năm 2006 là người dân của khu vực này.
18. Báo cáo của UNAIDS và WHO nhận xét, quan hệ tình dục cùng giới, tình trạng mua bán
dâm không an toàn là những yếu tố làm tăng dịch HIV/AIDS ở Đông Nam Á. Tại Trung
Quốc, nước đông dân nhất thế giới, trong năm 2006 mặc dù các cơ quan chức năng đã có
những nỗ lực lớn trong việc tăng cường các biện pháp chững lại dịch, nhưng dịch HIV vẫn
tiếp tục lây lan trong các nhóm có nguy cơ cao nhất như: người tiêm chích ma tuý, người
bán dâm và từ đó lây ra cộng đồng. Bằng chứng là số phụ nữ nhiễm HIV ngày càng tăng lên.
19. Hiện tại ước tính có 7,5 triệu người bị nhiễm HIV ở châu Á TBD. Các chuyên gia y tế cho
rằng bệnh AIDS đang lây lan ở các nước châu Á nhanh hơn bất kỳ khu nào trên thế giới.Chỉ
có 3 nước có tỉ lệ nhiễm bệnh AIDS hơn 1%, một số nước khác có tỉ lệ nhiễm cực cao ở một
số nhóm dân cư.
20. Theo các chuyên gia, có rất nhiều nguyên nhân làm lây lan căn bệnh AIDS ở khu vực này bao
gồm: quan hệ tình dục không an toàn, sử dụng ma túy, cho và bán máu không an toàn. Họ
cho rằng tình hình nhiễm bệnh không chỉ giới hạn trong các nhóm có nguy cơ cao này. Việc
lây lan bệnh AIDS đến các nhóm dân thường sẽ sơm xảy ra. Các nước châu Á TBD cần có
ngay những chương trình phòng chống AIDS hiệu quả để có thể ngăn ngừa sự bùng phát
này.
21. Việt Nam vừa được tổ chức News Economics Foundation (NEF) có trụ sở ở Anh xếp vào top
5 nước hạnh phúc nhất thế giới năm 2009 và là nước châu Á duy nhất có mặt trong top
10.Theo bảng xếp hạng “Happy Planet Index” (Chỉ số Hành tinh Hạnh phúc - HPI) của NEF,

Costa Rica là nơi hạnh phúc nhất để sống. Con người tại Costa Rica, quốc gia Mỹ Latinh chỉ
có 5 triệu dân, được cho là có các chỉ số hài lòng về cuộc sống cao nhất thế giới.
22. Ngoài đứng đầu về chỉ số hạnh phúc, Costa Rica còn đứng thứ hai về tuổi thọ - chỉ sau
Canada. Điều ngạc nhiên là trong Top 10 quốc gia có chỉ số HPI cao nhất, có đến 9 nước Mỹ
Latinh (9 out of 10 countries with the highest HPI rankings): Sau Costa Rica là Dominica,
Jamaica, Guatemala, Colombia, Cuba, El Salvador, Brazil và Honduras.
23. HPI được xem là cách đánh giá tốt hơn các chỉ số như GDP (Tổng sản phẩm nội địa) hay HDI
(Chỉ số phát triển con người). Những khác biệt thể hiện qua HPI cho thấy, con người vẫn có
thể sống thọ và hạnh phúc nhưng tác động đến môi trường ít hơn. Theo nghiên cứu năm

Hàn Quốc thứ 68, Nhật Bản thứ 75. Nước giành vị trí cao nhất của khu vực châu Âu là Hà
Lan - số 43. Mỹ đứng 114 trong số 143 quốc gia được nghiên cứu trong danh sách này.
25. HPI không tính đến khía cạnh giàu có làm tiêu chuẩn hạnh phúc duy nhất, mà tập trung vào
các nhân tố khác như tuổi thọ, mức độ thỏa mãn cuộc sống của người dân so với mức độ
tiêu hao tài nguyên và khả năng tái tạo của hệ sinh thái.
