1. INTRODUCTION

i) Special Police Unit for Women and Children


Unit of Delhi Police mandated to (SPUWAC) is the Nodal

works with various NGOs, Educational Institutions and other
agencies to gather insight and spread legal and social awareness
about various issues concerning the rights of women and children.

(iii) The unit will be headed by Specíal Commissioner of Police, assisted


by Joint Commissioner of Police, Addl. Commissioner of
Police/Deputy Commissioner of Police, Assistant Commissioners of
Police and other subordinate staff.

I COUNSELLING CELL
A. OBJECTIVE:

The objective of Counseling Wing will be to provide
platform the parties to settle their matrimonial

B. PROCESS OF COUNSELLING
i. When a victim/complainant approaches SPUWAC for the first time,
her complaint shall be diarized immediately and a receipt of the
complaint shall be given to the complainant.
ii. The complaint shall, be scrutinized by Insp. (complaint) to ascertain
as to whether the allegations put in the complaint are purely related
to matrimonial dispute or there are allegations of serious offences
such as 376, 377 or 354 IPC etc.

matrimonial dispute, the Insp. (OComplaint) shall hear the
nplainant patiently. After hearing the complainant, he/she shall
record the brief facts of the complaint on a note sheet and put up the
same before the ACP/Counseling without any delay.

iv. ACP/Counseling will scrutinize the complaint and if it appears that


the complainant is willing for counseling in the matter, he/she shall
sign the complaint to an Enquiry Officer for initiating enquiry/
counseling proceedings to be conducted in a professional manner.

The cases relating to matrimonial dispute shall be
transferred from District Unit for Women & Children (DUW8C) to
SPUWAC and vice-versa only with the approval of Commissioner
of Police, Delhi. The proposal for the same shall be moved
