The State recognizes the importance of mechanical engineers in nation building

and development. Their talents through sustainable human development shall be


promoted. Thus, the State shall develop and nurture competent, virtuous, productive
and well-rounded mechanical engineers whose standard of professional practice and
service shall be excellent, qualitative, world-class and globally competitive through
regulatory measures, programs and activities. In rendering service in Mechanical
Engineering, a person performs consultation, management, supervision, design,
preparation of plans, specifications, manufacturing, sale, supply and distribution,
implementation, installation, testing, commissioning and maintenance of any
mechanical works, projects or plants. Also includes the teaching of mechanical
engineering professional subjects in government recognized and accredited engineering
schools; or employment in government as a professional mechanical engineer,
registered mechanical engineer or certified plant mechanic if the nature and character of
his/her work is in line with his profession requiring professional knowledge of the
science of mechanical engineering (Article 1, Section 3 of RA. 8495)
Section 17, Article III of R.A 8495, known as the Philippines Mechanical Engineering act
of 1998 state that the professional regulatory board of mechanical engineering, may
amend or revise the subjects, syllabi, passing average, and system and procedure in
the licensure examination for the practice of mechanical engineering and the
corresponding weight pursuant to the implementing rules and regulation issued for this
purpose.
An applicant seeking to get registered as Mechanical Engineer shall pass a written
technical examination for Mechanical Engineers on different subjects prescribed by the
Board. It is usually conducted twice a year on the month of February and August.
Applicants shall be examined by the discretion of the Board of Mechanical Engineers
and must meet the minimum requirements. The ME Board Exam coverage is within the
syllabi prepared by the Board of Mechanical Engineers and covers the topics on power
plant and industrial plant engineering, mathematics, engineering economics, laws and
ethics and machine design. To pass the examination, the applicant must obtain an
average of 70% general average with no rating below 50% on any given individual
subject.
By the year 2018 The Professional Regulation Commission (PRC) announces that
3,092 out of 5,084 passed the Mechanical Engineer Licensure Examination and 69 out
of 142 passed the Certified Plant Mechanic Licensure Examination given by the Board
of Mechanical Engineering in Manila, Baguio, Cagayan De Oro, Cebu, Davao and
Lucena this August 2018. And by the year 2019 The Professional Regulation
Commission (PRC) announces that 3,928 out of 5,563 passed the Mechanical Engineer
Licensure Examination and 59 out of 137 passed the Certified Plant Mechanic
Licensure Examination given by the Board of Mechanical Engineering in Manila,
Baguio, Cagayan De Oro, Cebu, Davao, Lucena and Tacloban this August 2019. The
results of examination with respect to three (3) examinees were withheld pending final
determination of their liabilities under the rules and regulations governing licensure
examination. And by year 2020 The Professional Regulation Commission (PRC)
announces that 1,334 out of 3,469 passed the Mechanical Engineer Licensure
Examination and 48 out of 80 passed the Certified Plant Mechanic Licensure
Examination given by the Board of Mechanical Engineering in Manila, Baguio, Cebu
and Lucena this February 2020.
Due to this pandemic The August 2021 Mechanical Engineering licensure exams are
originally scheduled on February 2021 but later re-scheduled due to the COVID-19
pandemic resulting to several travel restrictions. Nevertheless, This study aim to
determine the passing rate of Mechanical engineering licensure examination and to be
able to know the difference each year rates especially before and after the pandemic.
