1. What are the three ranks of the mechanical engineering profession?


Give the qualifications of each rank in 2-3 sentences.
(a) Professional Mechanical Engineer;
A PME should be a citizen of the Philippines, not a convicted person, a licensed Mechanical Engineer, a
graduate of Mechanical Engineering, has 4-year worth of Mechanical Engineering related work and
practice, and should have two Mechanical Engineers to attest his competency to practice.

b) Mechanical Engineer;
A Mechanical Engineer should be a citizen of the Philippines, not a convicted person, and is a graduate of
Mechanical Engineering.
and (c) Certified Plant Mechanic

A Certified Plant Mechanic should not have been convicted in court of law, should be a graduate
of vocational course relating to mechanical plant or power plant engineering not less than two
years, has one year or more active practice in mechanical plant operation in an affidavit of a
registered professional mechanical engineer, should also be attested that the person is competent
to work on an operation.

2. What should contain the seal of a Professional Mechanical Engineer (PME)?


A seal of a PME shall contain the registrant’s name, certificate number and the legend -
Professional Mechanical Engineer. Includes designs, plants, specifications, project feasibility
studies, appraisals, recommendations, technical reports, proposals, and other professional
documents involving mechanical equipment, works.

3. Does teaching engineering students qualify as the practice of Mechanical Engineering? State
the article number, Section number and alphabet or numerical order found in RA 8495 and
explain briefly.
Yes, teaching engineering students qualify as the practice of Mechanical. Stated in Article I
Section 3, 6) Teaching of mechanical engineering professional subjects in government
recognized and accredited engineering schools.

4. What is the most basic requirement to practice the mechanical engineering profession?
The most basic requirement to practice the mechanical engineering profession is having a degree
in Mechanical Engineering and having a license.
5. Calculate the final average rating (in %, do not round-off) of an ME applicant with the
following exam scores using the guidelines set by RA 8495:
a) 85% – Industrial and Power Plant Engineering
b) 88% – Mathematics, Engineering Economics and Basic Eng.- Services
c) 68% –Machine Design, Material and Shop Practice

Average Rating = (MES% score x0.35) + (PIPE% score x0.35) + (MD% score x0.30)
Average Rating = (0.88 x 35) + (0.85 x 35) + (0.68 x 30)
Average Rating = 80.95%
The final average rating of the ME applicant is 80.95%.

6. Mr. Lev Patel is a mechanical engineer working in Tata Power located in India for 2 years. He
wants to work in the Philippines because he likes the country and has Filipino friends whom he
met in an international convention. Can he work in the Philippines? Why or why not?
Yes, as long as he can prove that the country he is in or citizen of, permits Filipino Mechanical
engineers to practice within their territorial jurisdiction.

7. Engr. Fernandez, an 8-yr ME practitioner filed an application to work as the plant manager in
North Mindanao Power Corporation, a new 6 turbine x 300 MW capacity combined power plant
off the coast of Santiago, Iligan City. According to RA 8495, what should be his qualifications?
His qualifications include:
a. Having no criminal record
b. Having a technical knowledge with regards to mechanical engineering operation,
maintenance work and projects.
c. Having a masters or doctorate degree in mechanical engineering, and being a licensed
professional mechanical engineer.
