1. INTRODUCTION
About the Project:
Home Department Govt. of Uttar Pradesh is desirous of constructing a new campus
for Non Residential buildings for PAC Mahilla Battalion at Badaun.
Govt. of UP has engaged UPPWD as the Executing Agency for Construction of Non
Residential Buildings for PAC Mahilla Battalion at Badaun (U.P), INDIA.
UPPWD, has appointed M/s ARCH-EN DESIGN (AED), Lucknow as Project
Management and Architectural Consultant for Preparation of Master Plan and Concept
Designs for this Project. As per directions and approval, the project is to be executed
on EPC (Design, Engineering, Procurement & Construction) basis wherein the Master
Plans & Concept Designs, DPR and General Working Drawings shall be provided to
the bidders and after award of work the contractor shall be responsible for complete
Detailed designing, Good for Construction drawings, Engineering, Procurement and
Construction of the project.
Proposed Project Site:
The Project is proposed near Salempur village in Daatganj tehsil area, in district of
Badaun. The location is easily accessible from the surrounding districts such as
Bareilly, Aligarh, Agra and Kanpur.
There are regular bus and train services to the major cities within 100 kms and even
major cities which are more than 100 kms from the selected district for establishment
of Residential and Non Residential Buildings for PAC Mahila Battalion.

2.1 Location and Description

Badaun district is one of the districts of Uttar Pradesh state of India, and Badaun town
is the district headquarters. Badaun district is a part of Bareilly division. The district
covers an area of 5168 km². According to the (District Badaun, Govt. Of Uttar Pradesh)
mythological stories, Budaun was named after Ahir prince Budh.
Budaun (also spelled as Badayun, formerly Vodamayuta) is a city and a seat
of Budaun district, Uttar Pradesh, India. It is located near the Ganges River in the
centre of Western Uttar Pradesh. Budaun was the capital of Delhi Sultanate for four
years from 1210 CE to 1214 CE during Sultan Iltutmish rule. It was the most important
post religiously important city. It is the heart of Rohilkhand. Budaun is 229 km
from New Delhi and it takes about 5 to 7 hours to reach the city depending on mode

of transport i.e. car or roadways bus service. The town is near the left bank of the
river Sot.

Climate of city
The Budaun lies on 171m above sea level. The climate here is mild, and generally
warm and temperate. The rainfall in Budaun is significant, with precipitation even
during the driest month. The Köppen-Geiger climate classification is Cfa. The average
annual temperature in Budaun is 25.2 °C | 77.4 °F. The rainfall here is around 979 mm
| 38.5 inch per year.
Precipitation is the lowest in April, with an average of 3 mm | 0.1 inch. In August, the
precipitation reaches its peak, with an average of 307 mm | 12.1 inch
At an average temperature of 33.7 °C | 92.7 °F, June is the hottest month of the year.
At 15.0 °C | 59.0 °F on average, January is the coldest month of the year.

Transport
Badaun Railway Station is a main railway station in Badaun district, Uttar Pradesh.
Its code is BEM. It serves Budaun city. The station consists of three platforms after
gauge conversion of bareilly to kasganj railway line railway station was renovated.
The Rohilkhand and Kumaon Railway started construction of railway line
from Bhojipura to Kathgodam under a contract dated 12 October 1882. This was the
main line, 53.92 miles in length sanctioned in 1882 and opened on 12 October 1884.
Later this line was extended from Bareilly to Soron in 1906.
Budaun Railway Station is well connected to Ujhani, Bareilly, Gonda, Soron, Bahraich,
Ramnagar, Agra, Pilibhit, Kasganj, Lakhimpur, Sitapur, Gola Gokarannath, Tanakpur
etc.

It takes 1 minutes to travel from Badaun to Bus Stand. Approximate driving distance
between Badaun and Bus Stand is 1 kms. Travel time refers to the time taken if the
distance is covered by a car. And it is connected with all major cities Bus Depot’s in
Uttar Pradesh.
The nearest airport to Budaun is Pantnagar (PGH) Airport which is 115.7 km away.

2.3 Circulation
The site for the new Buildings is a single piece of Land and vehicular connectivity from
1 side. This site is being planned for construction of Non Residential Buildings for PAC
Mahila Battalion. Site Location and approach road have been identified in the Concept
report attached to this DBR as Annexure 2. Survey Plan is also provided in the Volume
6 of the Tender Drawings.

2.4 Site condition


The site is free from all encumbrances.
The Site has an existing Road adjacent the site surrounded with green areas.

3. MASTERPLAN
3.1 Ideology
The Master Plan reflects the strategic planning of the proposed Non Residential
buildings. The campus is designed for the present and the emerging needs in view of
advances in campus planning. The Master plan delineates building and functional
utilization of campus site in a creative and efficient manner. The Master Planning has
been done considering the following key parameters:

• Integrated Complex with zoning taking into account the environment and applicable
bye-laws having specific consideration with respect to the local conditions.

• Self-sustaining integrated campus with dedicated zones for Users/Inhabitants,


Staff/Residents, Administration, Visitors and Agricultural zone and users.

• Segregation of various types of movement, including Users and Staff vehicular


movement and movement of vehicles for utilities. Barrier-free movement and
accessibility for the persons with disability.

• Creating holistic environment for overall development of the inhabitants

• Functional utility of all services with hygienic condition

• Open spaces

4. PROPOSED DEVELOPMENT PHASING


As per directions of the development of the campus, under the present scope of work,
is proposed to be taken up in 1 phase and further areas to be left for future expansion
for creating other infrastructure facilities.

5. CONCEPT PLANNING
5.1 Design Basis – All Blocks

The Buildings have been designed to provide non residential needs and basic
amenities meeting the client’s needs. Some significant concepts that have been
incorporated while designing and planning are listed below:

- Orientation of the building is kept North-South to facilitate maximum natural light and
ventilation. Best efforts have been made to do the same. The heat effect shall also be
mitigated by provision of Cavity walls on façade.

- Modular Building design for structural efficiency. Structural DBR shall be referred to
while details.

- Smooth horizontal and vertical movement of prisoners in supervision of staff. All the
blocks and departments are inter-linked for horizontal circulations.

- Smooth accessibility for the differently abled persons.

- Natural light to all the rooms has been externally provided with windows in corridor
for additional lighting.

- Energy Efficient Building

- Planning and allocation of services as per the National Building Code-2016 and
applicable Local bye-laws, fire guidelines.

5.2 Design Basis – OTHER AREAS

5.3.1 Electric Substations (ESS-1), STP (1 nos.), Fire Pump room & UGT,(Water
Treatment Plant), RWH (Rain Water Harvesting) and relevant services

5.3.2 Entrance Gates & Guard Room, Boundary wall

5.3.3 Roadwork, pathways, Sewerage Network, Drainage Network, External


Water Supply, Borewell, RO Plant Room, external development including related
electrical services, Street Lighting, DG set, UPS, Solar Photovoltaic Plant,
External signage’s etc. covering areas around above mentioned blocks.

5.3 External Development

5.4.1 Circulation & Parking

The circulation and parking has been planned to keep the pedestrian character of the
complex. The open parking has been carefully camouflaged and softens through
vegetation or totally screened off with trees/ shrubbery.

5.4.2 Roads

It is proposed to construct the campus roads; with filling of earth, preparation of sub-
grade, two layers’ sub-base WBM and finished with Vacuum Dewatered concrete.
Following three types of roads are proposed: -

(i) Type A: Two lanes with single carriageway is proposed. Master plan is
provided for detailed road widths and right of way.

(ii) Type B: single lane is proposed.

(iii) For pedestrian movement and parking areas, paver blocks/ HDPE
Grass-Crete blocks/Chequered CC tiles shall be used, as required.

(iv) Kerb stones: All roads edges shall be provided with kerb stones.

(v) Adequate no. of Hume pipes (RCC Pipes) of suitable dia. shall be laid
across the roads/pathways etc. for crossing of cables, pipe etc. as per
requirements.

5.4.3 Parking
(i) Provision for parking spaces has been made on the basis of “Equivalent car space”
(ECS) as laid down under “Building Bye Laws”.

(ii) Parking space has been planned with adequate vehicular access to a street and
the area of drives, aisles and such other provisions required for adequate maneuvering
of vehicles shall be exclusive of the parking space.

5.5 Landscape

Main objective of the landscape theme is to create a pleasant outdoor environmental


for the inhabitants/staff and visitors to this Building Complex, complementary to the
character of the built form. The aim of the landscape theme is to creating a soothing
environment for the inhabitants.
The sight and noise of vehicular traffic on outer main road is cut off by further
strengthening the existing boundary planting. A dual row of trees shall be planted
along the peripheral green belt which shall serve dual purpose of cutting down the
noise from the highway, enhancing the livability on campus and minimizing
environmental impact.
5.6 External and Internal Signage’s:

Signage’s of different sizes are to be provided at different locations inside the campus.
Design basis of the signage is readability at vehicular movement & pedestrian
movement. In general, wherever required signage’s will be bilingual. The signage
scheme has been developed to enable way finding for the users and visitors. Signage
will be consistent across the campus.
The entrance signage shall be made of Stainless steel alphabets fixed onto concrete
base with dash fasteners. The building signage’s shall be made of Non backlit Acrylic
panels of approved pantone shades, mounted onto framework made of square hollow
sections.

6. ENVIRONMENT IMPACT ASSESSMENT:


As per EIA notification dated 09th December, 2016 the projects having built up area
between 1,50,000 Sqmt to 3,00,000 Sqmt falls under jurisdiction of State Level Expert
Appraisal Committees while projects having built up area more than 3,00,000 Sqmt is
examined by the Centre Committee (Expert Appraisal committee of Ministry of
Environment Forest & Climate Change).
Since the Built-Up Area at campus is proposed to be more than 20,000 Sqmt, it will be
taken up by State Level Expert Appraisal Committee (SEAC), Uttar Pradesh.
Measures being taken for reducing impact on environment in the proposed campus: -

(i) STP/ETP facility for treatment of liquid waste generated at proposed site.
(ii) Treatment of Solid Waste generated at proposed site.

(iii) Emission of exhaust gases at suitable height from DG sets as per CPCB norms.
(iv) dB level of equipment chosen will be within limits as per relevant norms.
(v) Solid waste management techniques shall be segregated in the following heads:
● Municipal solid waste, organic waste composter, inert waste shall be
handed over to the authorized municipal waste collector,
● Recyclable waste to be handed over to authorized recycler,
● E-waste shall be handed over to authorized e-waste recycler.
During construction stage following precautions to be taken
(i) Back filters shall be used for Batch mixing plant. All provisions as per CPCB shall
be provided.
(ii) Sprinkling of water to avoid dust pollution shall be ensured during construction.
(iii) Temporary hutments shall be constructed for accommodation of constructions
workers during construction which shall be demolished and cleared off after
completion of the project.

7. GRIHA RATING & CERTIFICATION


It is intended that the buildings in the Campus should meet minimum Three Star
GRIHA Rating.
a. Latest GRIHA Version 2015 (with amendments if any) shall be followed.
b. GRIHA norms shall be followed during various phases like Planning & Design,
Construction, and Post Construction & Operation.
c. Salient Green Building Requirements are as under:
- LED light fittings and occupancy sensors
- To make optimum use of natural light an internal courtyard &atrium has been planned
- Solar water heaters & Solar PV system
- Roofs will be suitably insulated
- Rain water harvesting and provision of sewage treatment plant and re-use of waste
water for flushing/gardening/Cooling Tower make up
- Use of permanent, durable and local materials
- Passive Architecture
- Low Flow fixtures/faucets
- Heat Resistant Tiles on Terrace
- Double Glazed Units

8. AESTHETICS
Aesthetics is of utmost importance to enable a rich environment, this aesthetics is met
by providing pleasing architectural elevation features coupled with the use of local
materials, creating an enabling environment.

1.1 CONDITIONS FOR GREEN BUILDING DURING CONSTRUCTION


The buildings are registered for obtaining GRIHA V15 or Latest (whichever is
applicable) Rating from GRIHA Secretariat under MNRE scheme to obtain 4-star
rating. The contractor shall be required to execute the work in a befitting manner to
obtain the targeted GRIHA rating.
1.1.1 Conditions for GRIHA rating:-
i) The contractor shall work in close coordination with PMC and/or the
consultant and prepare scheme for the approval of Engineer -in-charge for
obtaining GRIHA rating in the criteria relevant to the execution of work as
per advice of Green Building Consultant.
ii) The contractor shall plan and execute the work in a manner to preserve and
protect the landscape during construction and shall arrange the materials/
equipment and follow the procedure as per criterion 6 of the GRIHA rating
as applicable.
iii) All the mandatory criteria of GRIHA and additional conditions for Green
Building practices are to be necessarily followed for entire buildings in this
work.
iv) The contractor shall c o m p l y with NBC norms construction safety, health on
and sanitation as per criterion 24.
v) The construction activity shall be done in a befitting manner and the
contractor shall adopt measures to prevent air pollution at site in compliance
with criterion 5 of GRIHA rating as applicable.
vi) The contractor shall comply with all the instructions and schemes for
execution of green building.
1.1.2 Pre-construction Stage
Construction Vehicles, Equipment and Machinery
i) All vehicles, equipment and machinery to be procured for construction shall
conform to the relevant Bureau of India Standard (BIS) norms.

ii) Emission from the vehicles must conform to environmental norms.


iii) Dust produced from the vehicular movement and other site activities is to be
mitigated by sprinkling of water.
iv) Noise limits for construction equipment shall not exceed 75 dB(A),
measured at one meter from the edge of the equipment in free area, as
specified in the Environment Protection Act,1986, schedule VI part E, as
amended on 9th May,1993. The maximum noise levels near the
construction site should be limited to 65 dB (A) Leq (5 min) in project
area.
1.1.3 Construction Stage
Construction Wastes Disposal
i) The pre-identified dump locations identified by the contractor will be a part
of solid waste management plan to be prepared by the Contractor in
consultation with UPPWD.
ii) Contractor shall get approved the location of disposal site prior to
commencement of the excavation on any section of the project location.
iii) Contractor shall ensure that any spoils of material will not be disposed off
in any municipality solid waste collection bins.
1.1.4 Procurement of Construction Materials
i) All vehicles delivering construction materials to the site shall be covered to
avoid spillage of materials and maintain cleanliness of the roads.
ii) Tyres of Wheels of all vehicles used by of the contractor, or any of his
sub- contractor or materials suppliers shall be cleaned and washed clear of
all dust/mud before leaving

1.1.5 Water Pollution
i) The Contractor shall take all precautionary measures to prevent
the wastewater during construction to accumulate anywhere.
ii) The wastewater arising from the project is to be disposed of in the
manner that is acceptable to UPPWD.
1.1.6 Air and Noise Pollution
Contractor shall use dust screens and sprinkle water around the
construction site to arrest spreading of dust in the air and surrounding areas.

i) Contractor shall ensure that all vehicles, equipment and machinery used
for construction are regularly maintained and confirm that emission levels
comply with environmental emission standards/norms.
ii) For controlling the noise from Vehicles, Plants and Equipment, the Contractor
shall confirm the following:
iii) All vehicles and equipment used in construction will be fitted with exhaust

vi) As per the standards/guidelines for control of Noise Pollution from


Stationary Diesel Generator (DG) sets, noise emission in dB(A) from DG
Set (15-500 KVA) should be Less than 94+10 log10 (KVA). The standards
also suggest construction of acoustic enclosure around the DG Set and
provision of proper exhaust muffler with insertion loss of minimum 25 dB (A)
as mandatory.
1.1.7 Personal Safety Measures for Labour
Contractor will provide the following items for safety of workers

xi) All dangerous parts of machinery are well guarded and all precautions for
working on machinery are taken.
xii) Maintain hoists and lifts, lifting machines, chains, ropes and other lifting
tackles in good condition. Provide safety net of adequate strength to arrest
falling material down below.
xiii) Use of durable and reusable formwork systems to replace timber
formwork and ensure that formwork where used is properly maintained.
xiv) Ensure that walking surfaces or boards at height are of sound
construction and are provided with safety rails and belts. Provide protective
equipment such as helmets.
xv) Provide measure to prevent fire. Fire extinguisher and buckets of sand to be
provided in fire-prone area and elsewhere.

1.1.8 Identify roads on-site that would be used for vehicular traffic. Update
vehicular roads (if these are unpaved) by increasing the surface strength
by improving particle size, shape and mineral type that make up the surface
base. Add surface gravel to reduce source of dust emission. Limit amount
of fine particles (smaller than 0.075mm) to 10 -20%. Limit vehicular speed
on site 1 0 km/h. Nothing extra will be payable for this.

1.1.9 All material storages should be adequately covered and contained so that
they are not exposed to situations where winds on site could lead to
dust/particulate emissions.
1.1.10 Spills of dirt or dusty materials shall be cleaned up promptly so the spilled
material does not become a source of fugitive dust and also to prevent of
seepage of pollutant laden water into the ground aquifers. When cleaning
up the spill, ensure that the clean - up process does not generate additional
dust. Similarly, spilled concrete slurries or liquid wastes should be
contained/cleaned up immediately before they can infiltrate into the
soil/ground or runoff in nearby areas.
1.1.11 Ensure that water spraying is carried out by wetting the surface by spraying
i) water on: material.
Any dusty
ii) Areas where demolition work is carried out.
iii) Any unpaved main-haul road and.
iv) Areas where excavation or earth moving activities are to be carried out.
1.1.12 The contractor shall ensure the following:
i) Cover and enclose the site by providing dust screen, sheeting or netting
to scaffold along the perimeter of a building.
ii) Covering stockpiles of dusty material with impervious sheeting.
iii) Covering dusty load on vehicles by impervious sheeting before they leave the

construction activities. There is no standard reference for this. The best
practices should be followed (as adopted from international best practice
documents and codes).

the site boundary, next to a road or other public area.

1.1.15 The contractor shall provide experienced personnel with suitable training
to ensure that these methods are implemented. Prior to the commencement
of any work, the method of working, plant equipment and air pollution control
system to be used on - site should be made available for the inspection
and approval of the UPPWD to ensure that these are suitable for the project.

1.1.16 Employ measures to segregate the waste on-site into inert, chemical or
hazardous Wastes. Recycle the unused chemical/hazardous wastes
such as oil, paint, batteries and asbestos. The inert waste is to be
disposed of at Municipal Corporation/local bodies dump yard and landfill
sites.
1.1.17 To preserve the existing landscape and protect it from degradation during
the process of construction. Select proper timing for construction activity
to minimize the disturbance such as soil pollution due to spilling of the
construction material and its mixing with rainwater. The construction
management plan including soil erosion control management plan shall
be prepared accordingly for each month. The application of erosion
control measures includes construction of gravel pits and tyre washing
bays of approved size and specification for all vehicular site entry/exits,
protection of slopes greater than 10%. Sedimentation Collection System
and run-off diversion systems shall be in place before the
commencement of construction activity. Preserve and protect the existing
vegetation by not-disturbing or damaging to specified site areas during
construction.
1.1.18 The Contractor should follow the construction plan as proposed by the
Engineer-in- charge / consultant to minimize the site disturbance such as
soil pollution due to spilling. Use staging and spill prevention and control
plan to restrict the spilling of the contaminating material on site.
1.1.19 Spill prevention and control plans should clearly state measures to stop
the source of the spill. Measures to contain the spill and measures to
dispose the contaminated material and hazardous wastes. It should also
state the designation of personnel trained to prevent and control spills.
Hazardous wastes include pesticides, paints, cleaners and petroleum
products.
1.1.20 A soil Erosion and Sedimentation Control Plan (ESCP) should be
prepared prior to construction and should be applied effectively.
1.1.21 The contractor shall prepare and submit ‘Spill prevention and control
plans’ before the start of construction, clearly stating measures to stop
the source of the spill, to contain the spill, to dispose the contaminated
material and hazardous wastes, and stating designation of personnel
trained to prevent and control spills. Hazardous wastes include pesticides,
paints, cleaners, and petroleum products.
1.1.22 The contractor shall ensure that no construction leaches (Ex: cement
slurry) is allowed to percolate into the ground. Adequate precautions are
to be taken to safeguard against this including reduction of wasteful
curing processes, collection, basic filtering and reuse. The contractor
shall follow requisite measures for collecting drainage water run-off
from construction areas and material storage sites and diverting water
flow away from such polluted areas. Temporary drainage channels,
perimeter dike/swale, etc. shall be constructed to carry the pollutant -
laden water directly to the treatment device or facility (municipal sewer
line).

1.1.23 All lighting installed by the contractor around the site and at the labour
quarters during construction shall be minimum CFL or LED bulbs of the
appropriate illumination levels. This condition is a must, unless
specifically prescribed otherwise.
1.1.24 All paints, adhesives and sealants should comply with the VOC limits
prescribed by GRIHA.
1.1.25 All the building materials and systems used on site must be as per the
specifications and approved makes by UPPWD.
1.1.26 All required certificates explaining the properties of the building
material/system needs to be obtained from the manufacturer/vendor as
required by the green Building rating authority. The final certificates would
be produced after the approval of green building consultant with
necessary due diligence. The purchase orders of all the materials made with
the manufacturers / authorized vendors should be maintained and shall
be provided for the process with due diligence upon request.
1.1.2 Water saving measures as suggested by the consultants need to be

1.1.2 The contractor / subcontractor shall prepare and submit a Site
8 Management Plan (SMP) within 10 days of start, for approval by UPPWD.
This SMP shall indicate the locations of go down, stockpiles,
barricading, waste storage, offices, vehicular movement routes etc. In
short this SMP would comprehensively represent how the site activities
shall be managed conforming to GRIHA guidelines.
1.1.2 Any other site management measures suggested by UPPWD/EPIL

sulphur diesel and should conform to the Environment Protection Rules
prescribed for air and noise emission standards.
1.2.10 The diesel required for operating DG sets shall be stored in underground
tanks and if required, clearance from Chief Controller of Explosives shall
be taken.
1.2.11 Vehicles hired for bringing construction material to the site should be in
good condition, have pollution check certificate, and conform to
applicable air & noise emission standards. These vehicles should be
operated only during non-peak hours. The material loaded or unloaded
should be covered (especially sand, excavated soil, etc.) before
transportation to avoid fugitive emissions etc.

1. GENERAL

We have independent site of the project, Electrical Power Supply and Distribution
S ystem are essential for the safe operation of the building during utility normal power,
utility power failure and emergency operation periods.

The key design objectives of the electrical supply and distribution system for this project
are listed below to achieve the following:

4. ILLUMINATION AND LUX LEVL REQUIRMENT

Illumination levels for various building are designed on the basis of BIS No. 10322 Part-5
Section-I-1985. & the latest ECBC & GRIHA guidelines.
Energy efficient light fixtures are considered with LED with high efficiency and high power
factor.
The circuiting for the light fixture is designed such that the maximum daylight is used and

5. SYSTEM DESCRIPTION

Presently, We required 1 connection of 33 kv supply for site. 2000 KVA Load for
complex at 33 KV shall be received from Electrical authorities to meet the load
requirements of proposed p r o j e c t . The voltage level needs to be confirmed b ef o re
the procurement o f the materials.

It has been assumed that as a general practice of Electricity Authorities, HT Meter


shall be provided at Ground Floor level near to main gate where power receiving
arrangement shall be made with a separate access to the personnel from authorities.
Space for metering room with 33 kV HT Isolator shall be as per EB.

In order to receive & control / isolate the power supply from electricity authorities,
incoming power supply shall be received at Two pole structure / 33 kV HT Isolator,
consisting of Air Break Switch, Drop Out fuses, CTs / PTs for metering of Electricity
Authorities, Cable Termination, Lightning Arresters & insulators etc. of suitable ratings.
Suitable earthing & fencing shall also be done, as per requirements.

6. ELECTRICAL LOAD & TRANSFORMER

The total load demand is estimated based on I n v e n t o r y / area (watt per Sq. m). The
contractor shall work out their own detailed loads, which may vary from the ones provided
in this report and shall get the same approved by the consultants.

etc shall also be fed through transformer.

Further distribution to various LT consumers, Lifts, Plumbing Panels, Lighting Panels,


Fire Fighting System & various LT motors etc. shall be thru’ their respective panels /
Feeder Pillars.

Based on the present details, each block shall have one number of Electrical Shaft
and one number of LV shaft (for data / telephone / fire alarm etc.).

7. DIESEL GENERATOR

We propose to install the required capacities of DG sets in the respective sub-stations.


All DG sets would be provided with acoustic enclosure to maintain sound levels less than
75 dBA as per CBCB-II/ Environmental norms.

to the final distribution board.

9. POWER FACTOR CORRECTION

Minimum power factor correction ranges from 0.90 to 0.99.


10. CONDUITING AND WIRING

FRLS PVC insulated copper wires are used for all electrical works.
Conduiting for all electrical systems are with PVC conduits and fire alarm systems is by
MS conduits.

11. EXTERNAL LIGHTING

LED Based External Lighting shall be used for Lighting. The efficiency of lighting shall be
minimum of 100 lumens per watt. Height and wattage of High Mast and Street Lighting
system shall be designed as per DIALux.
12. RENEWABLE ENERGY SYSTEMS

200KW solar Grid Interactive system for shall installed in complex as per MNRE
specifications.
13. FIRE SUPPRESSION AND DETECTION SYSTEM

Fire Alarm and PA system shall be required as per NBC-2016 specifications.


Novac Gas Based Fire suppression system shall be used in panels (Above 1400mm
Width), Gas based fire suppression system used for Transformer room and Server Room.
Water Mist system shall be used in DG set for Fire suppression and Detection system.

14. LIGHTNING CONDUCTOR

Lighting protection of various buildings and blocks shall be provided as per IS/ IEC- 62305-
1:2010 (latest as amended), CPWD Specifications and NBC 2016 norms.
Accordingly, a standard lighting protection system will be provided in all the buildings as
per NBC 2016 Standards, using single prone finials, horizontal and down comer earthing
strips of suitable size, terminating in the Earth Pits. Aviation Obstruction Light (AOL) shall
be provided in various buildings as per Civil Aviation regulations, NBC norms & CPWD
Specifications as applicable.
15. POWER DISTRIBUTION SYSTEM
The power cabling shall be sized so that the distribution losses do not exceed 3%

1.0 Introduction
This Report describes in brief the Structural aspects and Design Philosophy
including selected construction aspects. The report also deals with considerations
relating to seismic design of the building in addition to the structural system of the
building.

The structural design will be primarily based on the current Indian Codes of
practice. While efforts have been made to incorporate all the structural aspects of
the project in this report, a revision of the same at the later stages of the project
cannot be ruled out which may be necessary due to some aspects not foreseen
now and the revisions, if any, shall need to be incorporated in the structural design
carried out by the contractor.

For all buildings conventional beam slab system shall be followed. The Stadium &
Training Shed Structure shall be designed as a hybrid system of Column Beams at
mid-level in RCC and top roof in structural steel trusses and double insulated
Galivulium Roofing Sheets as per Specifications sufficient to achieve MEP and
Acoustics Requirements as specified elsewhere in the tender. The layout of columns
has to cater to parking requirements at basement levels and functional requirements
of hospital buildings and residential Buildings at upper levels. Hence, it is imperative
to have large spans. The structure will be designed as per latest IS earthquake code
IS: 1893: 2016.

Masonry Wall
The detailing of the masonry walls to the RCC/Steel elements both vertical and
horizontal along with RCC bands shall be detailed by architects in drawings. Grade
for the masonry shall be specified in architectural drawings. This shall be complying
with IS 1905: 1987.

4.3 Vendor’s Design Work


All connection design and detailing of steel structure needs to be developed by
approved vendors. Client shall approve all designs.

Concrete
Compressive Strength of concrete
Keeping the durability and structural requirement, the proposed strength of various
elements of structure will be as follows:

Durability provisions for structures shall be as per “Mild” conditions of environment


in accordance with IS 456: 2000

Structural concrete for RCC columns shall have characteristic compressive strength
as mentioned below:
For Columns above foundation to terrace level - M25 Grade

Plain cement concrete shall have a grade of M 20.

All structural concrete for Footing, retaining wall, Slabs, Beams Etc., shall have the
characteristic compressive strength of M25 Grade.

UG Sump & STP - 30 N/sq. mm at 28 days.

Minimum grade of concrete should be M25, as per IS 456-2000, Table-5

5.0 Design Life


The design life of the building is assumed 50 years as per IS code recommendation
satisfying for the criteria of environmental conditions. This requirement is applicable
only for concrete works and not applicable to replaceable finishing materials, water

proofing membrane and thermal insulations (if any). Hence periodic maintenance /
refurbishment is required for all replaceable material for longer life.

5.1 Liquid retaining structures


Following are the design considerations for the liquid retaining structures as per IS
3370 Part -2 (2009)

Crack width - The maximum calculated surface width of cracks for direct tension and
flexure or restrained temperature and moisture effects shall not exceed 0.2mm with
specified cover and for STP it shall be less than 0.1 mm.

5.2 General
The structure of the project is designed in accordance with the Indian Code IS: 456-
2000, with latest amendments, which is considered mandatory for concrete structures
in the country.

5.3 Exposure
From durability requirement, exposure condition is assumed as mild for Structural
elements above ground level and moderate for Structural elements below ground
level.

5.4 Fire Resistance


Fire resistance shall be taken as per latest NBC Code, local authority and any other
relevance local fire byelaws.

Minimum cover shall be as per beam clause 26 of IS: 456:2000 and NBC 2016.

5.5 Normal Cover to the Reinforcement according to the Provisions of the Indian
Code
The appropriate grade of concrete and nominal cover to reinforcement is governed
by the following main considerations:
i) Durability of Concrete

iv) Nominal maximum aggregate size

GENERAL DESIGN CRETERIA

6.0 Structural System and Dimensioning


In addition to the requirements governed by loads and forces the minimum structural
dimensions are also governed by other considerations like size of aggregates,
reinforcement detailing etc.
In case of any slopes in foundations, the slope at top of the foundations shall not be
steeper than 1:2.5 in order to obtain well-compacted concrete throughout the footing.

6.1 Load Combinations


All structural designs are carried out by Limit State method of design. For this
purpose, the Load factor for various load combinations indicated in IS-875 (Part 5) –
1987 are as follows:
1) 1.5*DL + 1.5*LL
2) 1.5*DL ± 1.5*EL/WL
3) 1.2*DL + 1.2*EL/WL
4) 0.9*DL ± 1.5 * EL / WL
5) 0.75(1.4 DL±1.4 TL +1.7 LL)

Whenever imposed load is combined with earthquake load, the appropriate part of
imposed load as specified in IS: 1893 - 2016 is used both for evaluating earthquake
effect and for combined load effects used in such combination. Live Load Reduction
shall be done as per procedure give in Appendix-A of IS 875 Part 2 for the design of
columns and foundations.

In addition, following load combinations are considered for calculating the forces at
serviceability limit states:

materials shall conform to IS 875 - Part - I.

The allowance for the floor finish is considered as 75 mm for typical floor
apartments, Lobbies, Ground Floor and Arrival Level including Upper basements.
The toilets and balconies are considered 50 mm sunk and light weight material is
taken for filling.

The self-weight of structure is automatically calculated by the analysis software


depending upon the cross-sectional area and density of each member as follows.

6.3 Design Loads


The following loads shall be taken into consideration while designing the structural
elements of the building and the development.

6.4 Imposed Load


The imposed and super imposed loads shall be considered as per IS: 875 (Part 2) -
1987, depending upon the finishes and occupancy classifications. The Equipment
Load on the roof of the building shall be as per Vendor’s data. Water tank loads shall
be as per MEP Consultants requirement.

The minimum superimposed load/ live load shall be:

6.5 Seismic Map of India

Bureau of Indian Standards, based on the past seismic history, grouped the country
into four seismic zones, viz. Zone - II, III, IV and V. of these, Zone V is the most
seismically active region, while zone II is the least. The Modified Mercalli (mm)
intensity, which measures the impact of the earthquakes on the surface of the earth,
broadly associated with various zones, is as follows

6.6 Design & Detailing for Seismic Forces


The proposed structure is a reinforced beam slab structure with column. The seismic
aspects will be accounted for as per IS: 1893-2016 which are applicable for Indian
conditions. As per the code the project site falls in Zone - IV. Earthquake resistance
is offered by ductile frames.

Category of Structures will be as per Table 5 of IS: 1893 Part 4:2005.


Importance factor will be as per Table 2 of IS: 1893 Part 4:2005
Response Reduction factor will be considered as 5.0 (Refer Table 3 IS: 1893 Part 4‐
2005).
All other relevant factor to be taken from IS code accordingly.

*Earthquake forces shall not be considered to act at the same time as wind
forces.

*Wind forces are not governing in the design. However wind load shall be
considered in design whenever it governs the design of any element.

6.7 Analysis
For this purpose, well-known computer software STAAD PRO shall be used for
carrying out Static analysis and Dynamic analysis using IS 1893-2016. Building shall
be modelled as space framed structures. All the vertical loads are included in the
same analysis.

Member forces corresponding to all load combinations as indicated in section 4.6 of


this report are obtained through STAAD PRO which is used for final design. Design
of most of the beams and columns are an output from STAAD PRO.

6.8 The salient parameters relating to Seismic Analysis used in the design will be:
i) Zone : IV
ii) Importance Factor I : 1.5 _For Hospital & 1.0_for all other buildings
(Refer Table-2.1 of IS 1893 (Part_1): 2016)

iv) Seismic Zone Factor : 0.24 (Zone - IV)

6.9 Time Period


Time period shall be considered as = 0.09h/root d or 0.075h ˄0.75

h = Height of building, in m
d = Base dimension of the building at the plinth level along the considered
Direction of Earthquake shaking in m

6.10 Expansion Joint


Expansion joints are recommended when structure exceeds 45 m length. The width
of the joints is being calculated as per IS-1893-2016, clause 7.11.3.

Expansion joints have been provided since buildings length are more than 45 m.
Shrinkage Strip in sub and super structure shall be provided at suitable locations.

6.11 Dynamic Analysis


Dynamic analysis is being performed by the Response Spectrum Method. The
design base shear (VB) shall be compared with a base shear (VBT) calculated using
a fundamental period Ta. In case VB is less than VBT, all the response quantities are
multiplied by scale factor. Time period shall be as per point 4.10.

6.12 Percentage of Live Loads to be considered in Seismic Weight Calculations:


Shall be taken as per the Table 10 of IS 1893 (Part 1): 2016.
7.0 Soil Report
• A safe allowable pressure of 22.03 tonne/sqm is recommended to be adopted for
a RCC rectangular footing of size of 30.00 m x 20.00 m at a foundation depth of
2.50 below natural ground level for structure type of G+7,G+10 and S+12.

8.0 Structural Analysis


8.1 General
The structural analysis is carried out by finite element method using the commercially
Available software STAAD PRO for the load combinations as per standards.
The designs of the RCC elements are made using the Limit State method with
appropriate load factors as per IS: 456-2000 & IS 800-2007 using MS office and excel
spread sheet etc., Designs of structural steel/Composite members are made using
elastic method as per IS: 800 with relevant allowable stresses.

8.2 Method of Analysis


As per clause 7.1 & 7.8, IS 1893 (Part 1):2016, if structure is irregular with respect to
mass and stiffness of structure, also total height of the structure is more than 15 m in
seismic zone IV, accordingly 3d dynamic analysis shall be carried out.

Concrete Structure will be RCC Framed Structure


– Concrete Structure will be modelled, analysed in STAAD PRO.
– All Beams and Columns will be mainly designed in STAAD PRO in Limit State as
per
IS: 456‐2000
– Roof /Floor Slabs will be designed in Limit State as per IS: 456 ‐ 2000 using Excel
Spread Sheet.
– Foundations will be designed in designed in Limit State as per IS: 456‐2000 using
Excel Spread Sheet.
– Water Retaining Structures will be designed as per IS: 3370
– All Reinforcement bar will be Fe 500.

8.3 Serviceability Limit State (SLS)


Permissible sway/Drift: As per IS 456, the lateral sway due to wind at the top of the
structure shall not exceed 0.002 H where H is the height of the building.

As per IS 1893: 2016(part-1) the story drift due to minimum specified lateral force with
partial load factor of 1.0 shall not exceed 0.004 hs where hs is the story height under
consideration.
The vertical deflection under imposed load should be limited as follows:

9.0 ANALYSIS & DESIGN


9.1 Concrete Design
The buildings shall be analysed as 3-D structures with columns as vertical Members
and Beam and slab as horizontal members. Analysis will be carried out both for
vertical (dead and live loads) as well as horizontal loads (earthquake /wind loads) for
different load combinations. The analysis & design of idealized model shall be carried
using “STAAD PRO” computer program. Response spectrum analysis shall be done
for the structural performance of these towers. The slab panels shall be designed for
Dead and Live loads as per IS 456-2000.

9.2 Load Factors & Combinations in Concrete Design


All structural designs are carried out by Limit State method of design. For this
purpose, the Load factor for various load combinations indicated in IS: 456-2000, IS-
875 (Part 5) -1987, IS-1893-2016 and SP24 -1983 are as follows:

10.0 CODAL COMPLIANCE


10.1 Drift & Deflection limits for earthquake and wind
The storey drift in any storey due to the minimum specified design lateral force arrived

Columns shall have higher grade than the beams. Site shall take care to concrete
the column beam junction with the column grade only.

10.3 Min. percentage, max. & min. spacing of reinforcement in Structural members

10.4 Crack width in water retaining structures:


For water tanks and underground sumps, crack width shall be limited to 0.2 mm
and for STP it shall be limited to 0.1mm as per Clause 35.3.2 of IS 456:2000.
Minimum Concrete grade shall be M25 for water tanks as well as M30 STP.

10.5 Punching shear checks in flat plates and Raft foundation: Shall be as per
clause 31.6 of IS 456:2000.
10.6 Slab depth requirements: Shall be confirming to the clause of 23.2 of IS: 456.

10.7 Minimum Percentage in shear walls / columns: 0.8% of area of column


section (Min R/f) for columns and 0.25/0.4% of total cross-sectional area in both
directions. 0.4% for Fire compliance shall be included horizontal and vertical
directions and 0.25% for each direction for shear wall.
10.8 Deformation capability: Gravity columns in structural wall buildings shall be
designed as per requirements of deformation compatibility on non-seismic
member given IS 1893 (Part 1).
10.9 Overturning and Sliding: A factor of safety of 1.5 shall be provided against
overturning and sliding under:
a) Unfactored design wind and gravity loads.

b) 2.5 times design earthquake load and unfactored gravity loads.

A. PLUMBING SYSTEM:

C.1 Intent
The Intent is to design the Plumbing Water Supply and Drainage system
network for PAC MAHILA BATTALION, DISTT- BADAUN, and Uttar Pradesh
in such a fashion, so as to achieve following objectives:
 Continuity and Reliable source of Water Supply
 Reduce Fresh Water demand & drainage to optimize the size of collection
water tanks, network and equipment's.
 Planning and routing that reduce energy requirement & contribute healthy
environment
 Cost and Space Optimization.
 Hassle free maintainability of services.
C.2 Salient Feature of Design
 Drainage - Dual Pipe System
 Water Source-Source from proposed borewells.
 Low flow Fixtures.
 Better hygiene and easy in maintenance by using cleanouts and optimized
slope in drainage pipes.
 Water storage: under-ground tank shall be one and half day Storage
capacity and half day requirement had been planned for overhead reservoir.
 Domestic Water Supply: Ring main line on the roof for supply in all areas
for catering the domestic water demand for toilet, Lab, and other designated
areas etc.
 Drinking Water Supply: A point of use drinking water shall be based on
individual reverse osmosis technology with water coolers planned for fetching
the drinking water demand.
 Sewage disposal- The soil waste generated from each water closet, urinal
etc. is carried out through separate soil vertical stack into the inspection
chamber/ sewer Manhole and then connected to existing mains.
 Sullage disposal- The waste generated from floor traps, Pantry wash basin
etc., is carried through separate waste stack into the gully trap. The gully trap
shall discharge the waste into the sewer manhole and then connected to the
main sewage line.
 Storm water disposal: Storm water from roof shall be collected in to storm
water channels and it will be recharged through rain water harvesting pit. The
excess storm water will be discharged in to external storm water drain/natural
reservoir.

C.3 Water Conservation Measure


a) Water Efficient Fixtures – minimize water consumption by 30% from
baseline.
b) All the pumps & motors to be BEE 5 star rated.
c) Rain Water Harvesting pit – 100% of runoff volume of roof

These systems are designed to provide reliability, easy maintainability and


most hygienic conditions for the proposed Project.

C.6 Available Source Potential

POTABLE WATER DEMAND

For Potable water supply, feed from borewell and treated water in filters
underground storage tank is considered as a source. The water shall be pumped
and supplied to the OHT through a booster pump installed on the main line.

Similarly there shall be a separate line to pump the water to flushing water tank
which in will be connected to STP treated water line.

C.7 Drinking Water System


Point of use R.O Unit at Floor Levels:
 Two Point of use R.O system along with the drinking stations has been
proposed.
However, it is recommended to have a central RO system for the low operation
cost, maintenance cost as well as low Capital cost.

C.8 Water Tank Capacities


It has been planned that Overhead storage Tank of 0.5 days water requirement
shall be located at terrace level.
Following are the factors for which water management system has been
planned:
 Water supply to fixture for washing, cleaning and flushing purposes.
 Water supply to Labs.

The water supply system is designed to provide reliable service, easy


maintenance of system and most hygienic conditions.

Option 2: Hydro pneumatic system with underground water tank

Provided space for plant room and UGT, an underground system with plant
room can be planned.
In this case:

 The pump room consists of a network of pumps with 100% stand by and
Water treatment equipment viz. MGF Filter, ACF Filter, chlorinator and filter
feed pumps etc.
 Water level indicators, Timer, Dry run protection and water level controller
shall be provide to indicate water level and run pump at set time and stop
after achieving high level.

C.11 Sewage and Sullage System

It is proposed to adopt established principles and works practices as spelled


out in plumbing codes, municipal bye-law, etc.
 Sewage disposal- The soil waste generated from each water closet, urinal
etc., is carried out through separate soil vertical stack into the inspection
chamber/ sewer Manhole.
 Sullage disposal- The waste generated from floor traps, shower, wash
basin etc., is carried through separate waste stack into the gully trap. The
gully trap shall discharge the waste into the sewer manhole.
 Sewage and sullage disposal- The sewage and sullage is carried to the
existing sewage treatment plant where it is treated as per set parameters.

C.12 Storm Water Design

• The average rainfall in Badaun is approx. 979 mm per Indian


Meteorological Department. The design hourly rainfall is 51 mm/hour
and the rainwater harvesting tanks shall be planned accordingly.
• 6 No. rain water harvesting pit size of 4.0x4.0x3.0m considered for the
project.
• Design of networking on the basis of:
a) Site topography
b) Sizing by Rational; formula with full running pipe.

• The Design criteria for Strom-Water Drainage shall be as follows:

Then, the Storm water discharge is being calculated on the basis above,

B. FIRE FIGHTING SYSTEM

D.1 Intent

The Proposed center for engineering in medicine for PAC MAHILA


BATTALION, DISTT- BADAUN, Uttar Pradesh, and Uttar Pradesh is designed
as per National Building Code 2016 “Classification of Occupancies”. The main
objective of firefighting system shall be to protect loss to Life and Property duly
complying or exceeding statutory provisions. However, the scope of this report
shall be to highlight the proposed firefighting measures include installation of
internal hydrants and hand held fire extinguishers.

Basic Concept of Design

The firefighting arrangement shall be designed as per the requirement of local


guidelines, NFPA & engineering design standard.
The entire fire safety installation shall be compliant with the most stringent
codes/standard for the entire block to ensure the highest safety standard and
uniformity of system. Further, before property is opened to public, the fire
protection shall be fully operated and tested under power simulated conditions
to demonstrate compliance with the most stringent standards, codes and
guidelines.

the Down Comer which will be feeding to Hydrant Valves & Hose Reels. Booster
Pump of 900 LPM / 450 LPM shall be connected to Over Head Tank provided at

h) Equipment Specification

a) Pressurization of System (Fire Booster Pumps)


1 No. set automatic electrical driven Booster pumps shall be provided for
hydrant system with the suitable motor of TEFC with Class B insulation
and necessary accessories in order to pressurize both the systems in
case of minor pressure losses which shall be cut in and cut off
automatically.
All the pump sets will be working under flooded suction condition.
These pumps shall be capable of a minimum of 150% of rated capacity
at a total head of not less than 65% of the total rated head. The total
shut off head shall not exceed 120% of the total rated head on the pump.

Gun Metal construction oblique type Hydrant valve of single outlet with
necessary hose coupling adaptor of 63 mm size, instantaneous spring
lock arrangement and blank cap conforming to IS: 5290 shall be
considered.

e) Fire Hose Cabinet


1 No. Fire Hose Cabinet shall be provided for each hydrant. This cabinet
shall be of MS construction, glass fronted with hinged door and lock. The
cabinet shall be powder coated with scarlet red color. The size of the
cabinet shall be 1200 x 600
Each hose cabinet shall be provided with 2 Nos. of 15 meters of
hosepipe with the coupling and 1 No. branch pipe.

f) Hose with Coupling


Controlled Percolation Hose confirming to IS:8423 of 63 mm diameter
and 15 m long shall be provided with suitable Fire Hose delivery coupling
of instantaneous spring lock arrangement comprising of male & female
half and rubber cup washer as per IS:903.

g) Gun Metal Branch Pipe


Gun Meal short branch pipe shall be of 63 mm diameter female
instantaneous inlet, male threaded outlet complete with hexagonal
nozzle of 19 mm diameter heavy quality as per IS : 903 shall be provided.

h) PCC Anchor Block


PCC Anchor Blocks (1:48) of 300 x 300 x 500 mm size shall be provided
at all bends, tees, etc. shall be provided wherever the change of direction
of flow occurs in order to withstand the pressure thrusts in pipes.

i) CI Butterfly Valves
Butterfly valves 80mm dia. and above shall be Cast Iron butterfly valve
to be used for isolation. The valves shall be bubble tight, resilient seated
suitable for flow in either direction and seal in both direction with
accompanying flanges and steel handle.
Butterfly valves shall be of best quality conforming to IS: 13095.
