III. Problems of the Philippines during the Spanish time that needs reforms
a. Decadence in the Social order- Choose a candidate who is trustworthy, honest, and willing to
fulfill the needs of the community. a person who will not disregard the nation's citizens and who is
ready to put others before themselves.
c. Abuses of Civil guards – civil guards The Guardia Civil had the power to impose penalties
for infringements of law and local ordinances. They could arrest people upon suspicion alone, and
the Spanish colonial government did not bar the Guardia Civil from using torture techniques in
interrogation processes. They could also kill suspects without trial if resistance was offered.
d. Corruption in civil guards – Select a candidate who is honorable, honest, and willing to fulfill
the needs of the general public. A person who won't exploit their position to enrich himself rather
than to honestly serve the country should be kicked out of the military and, if necessary, given a
jail sentence.
e. The defective educational system - Improve the educational system by employing qualified
teachers who will instruct and assist in shaping the youth, as opposed to lecturing and assigning
activities without explaining anything while they wait for their pay to be released; these teachers
should serve as role models for the young people and prevent them from acting irresponsibly.
f. Plight of the Filipinos - develop a project that will help people, particularly those who are
affected by poverty and crime. Give them a chance to live a regular life.
PROBLEMS SOLUTION
High crime rates The government should provide funds to
install CCTV cameras in each barangay to
record and monitor activity. Capturing the
crime on camera can help in the capture of
culprits. They also need to improve street
lighting, implement stricter drinking
regulations because alcohol has been related
to violence. Focused deterrence is another
method of crime prevention that focuses on
specific problems in a community, such as
drug selling, general aggressive behavior,
gangs, or gun violence.
Poor educational system The problem is that education is too
expensive; we must make education more
accessible. If we can reduce the cost of
education and make it easier for people to
access programs and resources suited to
their specific needs, we will be able to assist
those in greatest need. Furthermore, we
require more professionals who are
competent, trained, and eager to teach
children in order to enhance our country's
educational system, which is currently not
functioning properly.
High Inflation rate Monetary policy, higher interest rates limit
economic demand, resulting in poorer
economic growth and inflation. With inflation,
corporations would aim to raise prices as
much as they can to retain profitability and
deal with growing expenses. Price limits are
one strategy to attempt to avert this 'profit-
push' inflation. This is where the government
sets price rises limitations.

- Just like the whip, this also symbolizes the cruelties of the Guardia Civil

- Despite the sufferings, Filipinos can still stand tall and firm
What was the advice of Rizal to these young women as they became mothers?
He said, "let us be reasonable and open our eyes, especially you women, because
you are the first to influence the consciousness of man," Rizal inspired the women
to be sensible and influential mothers. Women are expected to foster a child's
intellect, raise them with courage, be completely aware of their rights, and know how
to love and defend their country. Because raising a child entails raising a great
nation, this special trait ought to be ingrained in them. No fruit will grow in a withering
tree, and no woman could raise a good child if she herself was not a good mother,
according to Rizal. That a mother's actions and beliefs will always be reflected in her
children. And if they remain slaves with no fortitudes, this signifies that their children
will just follow them and adhere to the friars as well.
Compare the women in Rizal’s time to the women in the present century.
Rizal held the Filipino women in high regard for their crucial roles as wives. It
is possible to infer from his legendary letter to the Young Women of Malolos
that mothers serve as the foundation of the country by instilling in children the
right values and necessary information, as well as shaping them into useful
and responsible adults.
Today's women manage household responsibilities and housework, pursue
careers outside the home, care for their children, and strike a balance
between their personal and professional life.

In reality, what Rizal had predicted in his article. The Americans fought Spain for control of
the Philippines in 1898 and eventually won the conflict. Their rule was marked by liberty and

Rizal's passing. This fulfilled the statement he had made in his essay, "History does not document
any long-lasting dominance of one people over another, multiple racial groups, diverse usages
and customs, or opposing and contrasting ideologies in its historical records. Among the two, one
had to give in and give up.
Now, analyze our present life under this pandemic and make predictions on what will be

of the time to show that the “indolence” which means “little love for work, lack of activity,” was not
the cause but rather the effect of dishonor and backwardness in the country.

that the Filipinos are lazy and “choosy” of what their jobs should be? Discuss briefly to justify that
the Filipinos are not lazy, but what makes the Filipinos jobless but others find jobs even in the
period of calamity and in this pandemic. Explain your ideas.
Filipinos are well known for their commitment. They make every effort simply to earn money
so they can buy basics. The pandemic, however, had an impact on everyone's lives. The
pandemic has forced several firms to terminate employees. This also applies to several of
them briefly close during the pandemic. The number of employees was limited for
employers. However, despite the pandemic, some higher-educated Filipinos are still able
to obtain employment. The problem right now is that the bar for employment qualifications
is too high. All jobs in the Philippines require formal education, or at the very least a high
school or college degree.
