WICED of VA

Meeting Minutes
February 23, 2016
City Space Charlottesville

10:00 am Meeting called to order by President Paula Johnson.

President Johnson introduced the founding board, special guests and asked attendees to introduce themselves.

Board reports
President’s report
President Johnson welcomed members, reported WICED of VA recent approval as ICC chapter, WICED’s approval as
its subchapter, and offered a special thank you to Patricia Carrington and the City of Charlottesville for hosting the
meeting.
Secretary report
Sandi Morris will be creating letterhead and membership cards pending the creation and approval of the
organization logo. Temporary cards may be issued in the meantime.
Treasurer report
Christina Johnson reported on concerns of fees associated with our Wells Fargo current bank account and
suggested the organization consider a no-fee account with another bank.
The treasurer reported on number of memberships paid, pending, and outstanding. A more comprehensive report
to be provided at next meeting

Committee reports
PR/Membership Committee – Written Report submitted and reviewed at meeting – attached
It was suggested and agreed that the PR committee will send a second survey to members. Survey questions or content
suggestions should be sent to the PR Chair as soon as possible. Once ready the survey will go out to organizations,
public sector and organizations such as AIA, NAWIC, VSEC, Fire Service, etc.
PR committee shared the Facebook page started for the organization and discussed if somehow linking ourselves to the
national WICED website would be beneficial. Sandi Morris suggested that the PR committee first review WICED’s
webpage to determine if that is the best direction to go in.

Budget/Audit Committee – no report – have not met yet

By-Law Committee – no report

ICC Chapter
President Johnson reported that organization’s application for ICC chapter status was approved. She provided brief
overview of chapter benefits including free day of ICC training and organization banner. Kris Bridges recommended
contacting ICC, Karla Higgs to request name of our organization’s ICC liaison to be included on future meeting notices. He
also recommended to the board to log into ICC website to review and update chapter information.

ICC Chapter 7
Teresa Gerber from Chesterfield reported on ICC region VII. With chapter status WICED of VA joined region VII as Virginia’s
fourth vote. Teresa and Cheri Hainer from VA Beach will serve as our representatives.
Teresa reported on code changes discussed at the February region VII meeting; heat activated door hinge – region VII has
no position on this however VA does not support due to lack of testing and listing.
In addition it was reported that Bill Bryant from Maryland is running for ICC secretary/treasurer.

ICC Training benefit


President Johnson reported that as an ICC chapter the organization will receive a day of training from ICC. The list of
available training is located on the ICC website and asked members to look over the list for possible suggestion. The PR
committee will include questions regarding training needs or suggestions in its membership survey.

Organization Logo
The membership held a discussion on creating a logo and an organization catch or tag line. After much talk it was agreed
that the PR committee would establish a PR outreach contest to gather member submissions on logo and tag line ideas. It
was suggested to attract contest participation offer a gift card award. Membership agreed. PR committee will move forward
with this outreach effort.

DHCD update
Sandi Morris from DHCD provided a brief update on upcoming training academy activities including development of
rehabilitation code training and elevator training; four continuing education offerings for 2016;
Code Change workgroup meeting schedule posted on DHCD website; each workgroup scheduled to meet at least twice.

Building Safety month


This year’s theme is ‘Building Codes: Driving Growth through Innovation, Resilience and Safety’. Each week of Building
Safety Month spotlights a specific area of building safety. DHCD will conduct a number of activities associated with BSM
including a proclamation presentation and a Habitat for Humanity build. Sandi Morris asked the membership if they would
support BSM and asked for how that might look. Membership voted to support DHCD BSM in any way they could. It was
suggested that WICED of VA could create short video clips related to each week’s theme and post to YouTube. The videos
would be simple infomercial like with the WICED of VA banner in background posted to a WICED channel. Bonnie Johnson
and Johnna Grizzard, both from Chesterfield, agreed to present concepts and story board ideas. Johnna also suggested not
leaving out commercial building from BSM as sometimes they are overlooked and may benefit from BSM.

Welcome from Eirene Oliphant


Eirene Oliphant, President of WICED, was scheduled to speak to the membership via skype however due to internet
connectivity issues on her end we were unable to contact her.

Code development Committee


Cindy Davis encouraged members to consider participating on the code development committee process. She suggested
approaching VBCOA with the concept of establishing code committee mentors who could then support WICED of VA
members new to code development process to join or informally attend committee meetings for the purposes of future
involvement. Cindy suggested if the organization agrees perhaps WICED of VA could pay the VBCOA membership dues for
our membership who is interested in joining a code development committee but are not already VBCOA members.
President Johnson strongly encouraged members to consider participation as there is no better education than watching or
participating in the code process. VML will also post schedule in magazine.

The membership discussed the state workgroup meeting process and members were also encouraged to attend workgroup
meetings. Johnna Grizzard from Chesterfield and Paula Johnson will be attending the upcoming workgroup meeting and
offered to serve a mentor or guide through the meeting process.

Outside Committee Representatives


Sandi Morris presented information regarding a number of statewide committees WICED of VA should be present on:
VA Code Education Conference (VCEC) committee
Statewide committee comprised of two representatives from each organization charged with the ongoing planning
and roll out of the VCEC offered once every three years. This committee makes decisions on dates, location,
training offerings, and conference logistics. Michelle Coward, Richmond City and Johnna Grizzard, Chesterfield each
expressed interest in representing the organizations on this committee.

ICC 2018 conference planning committee


Similar to the VCEC this committee represents the organizations in the planning of conference activities and
logistics associated with being the host state. A number of individuals indicated interest if needed including Cheri
Hainer, VA Beach; Michelle Coward and Caroline Chavis both from Richmond City; and Valrae Negley, DHCD.

Speaker – Cindy Davis
Cindy Davis, the recently appointed DHCD deputy director of the division of building and fire regulations, and member of
WICED of VA spoke to the membership about her journey into code enforcement and the road to her current position.

Speaker – Kris Bridges


Kris Bridges was introduced to membership. Kris will serve as WICED of VA mentor to both the board and the membership.
As mentor he guide the board as it establishes its operational procedures, offer membership suggestions and
encouragement, and be there as a support. During his short presentation Kris suggested the organization consider a
establishing a project that will bring the members together and create visibility for the organization. Ideas included BSM or
Girl Scout badge but suggested coming up with a list of ideas for consideration.

Kris also suggested the organization establish a flower fund and a procedure for using this fund. VBCOA has a written policy
that might be helpful to look at. President Johnson asked the By-laws committee to further explore and report back at the
next member meeting.
