1 INTRODUCTION

1.1 Background
OTEC is a rapidly and dynamically growing, multidisciplinary Engineering and Consultancy firm

1.3 Purpose
The purpose of this document is to outline OTEC’s proposal to EMC for the engineering services for
RFP PR108597 Provision of Flow Tanks Repair Services for 2014. (RUMILA IRAQ)as per email
received on 24th October, 2013

2 OTEC ENGINEERING SCOPE OF WORK

2.1 The Work


The work consists of engineering works of tanks and external piping systems. Tank repair WORKS
include roof repairs, shell plate replacement, bottom place replacement, and E&I system
replacement within the tank areas(duke). The WORK items shall be defined in detail prior to start of
work.
The WORK shall be carried out under supervision of GCMC and COMPANY

2.2 Duration of Work


Total duration of WORK for Basic Engineering is 4 weeks and 12 weeks for tanks detailed
engineering including Fabrication drawings excluding approval cycle. Upon final inspection of tanks
to be repaired by GCMC and COMPANY, the duration may subject to change.

 Onspec scope of work shall be limited to tank bund wall


 EMC is requested to submit the tie ins locations & orientations by survey i.e X-Y-Z

2.3 Construction Schedule


By EMC.

2.4 Responsibilities
Responsibilities of each party are presented at Appendix II: Division of Responsibilities. In addition,
major responsibilities are summarized below for each party.

2.4.1 COMPANY’s Responsibilities


COMPANY shall be responsible for below:
 Tanks to be repaired shall be cleaned by COMPANY’s dedicated Contractor and shall be
handed over to CONTRACTOR along with handover certificate.
 Upon completion of final inspections of tanks to be repaired, finalized work items will be
delivered to CONTRACTOR.
 Isolation certificate shall be obtained and delivered to CONTRACTOR prior to start of work.
 Land Release Certificate shall be provided to construction CONTRACTOR prior to start of
work.
 Basis of design shall be provided to CONTRACTOR prior to start of engineering works.
 Commissioning shall be carried out by COMPANY’s dedicated departments.
 Provision of water for hydrostatic test.

2.4.2 GCMC Responsibility (Main contractor)


GCMC shall be responsible for followings:
 Review engineering design in terms of constructability
 Review of HSE documentation
 Quality assurance prior to start of work
 Review of QA/QC documentation
 Witnessing welder’s qualification test
 Quality control through the execution of work
 Supervision of work through construction, commissioning and handover

2.4.3 ONSPEC’s Responsibilities


The responsibilities of CONTRACTOR are defined, but shall not be limited to, in DoR table clearly.
The main responsibilities are as follows;
 Performing detailed engineering studies for mechanical works of tanks to be repaired.
 Performing detailed engineering studies for tank piping systems.
 Performing detailed engineering studies for electrical and instrumentation systems.

2.4.3.1 Manpower
Onspec shall be responsible for provision of fully trained, competent PERSONNEL at sufficient level
in order to complete Engineering work on time.
Onspec shall assign qualified manpower capable of executing the WORK in a technically acceptable
manner.

 Design Basis for all Tank( Data sheet, tank calculation, assembly, shell, bottom, roof,
structurally roof ( if any) .nozzle orientation , roof manhole , shell manhole , clean outdoor , ladder
details , handrail & name plate Drawings ).

 Vendors print review

 Stress Analysis
 P&ID’s As Built drawings (EMC to submit marked up copies)

 Lighting layouts update and issue new one if necessary

3.5 Firewater Network


 Fire water network & foam System

4 INPUT REQUIREMENTS
 Preliminary tank datasheet including the following data:
 tank main dimensions (ID & Height)
 Design code
 Design data (Pressure & Temperature)
 Operating data (Pressure & Temperature) and minimum condtions
 Specific gravity of process fluid
 Corrosion allowance for bottom, shell, roof and nozzles
 Material of construction for bottom, shell, roof, pipes, flanges, ….etc
 Available or required row plate width and length.
 Fixed roof type and required slope in case of cone roof
 Process fluid in/out flow rates
 Wind design code and wind speed
 Seismic design code and seismic parameters
 Shell and roof nozzles sizes and location (elevation and orientation)

5 EXCLUSIONS
 Manufacturers operation, installation & Maintenance manuals for Tanks.

 Site accommodations, travel to site, permission and visa
 Vendors and sub-Vendor's index and schedule of all drawings and documentation.
 All civil works & Soil investigation
 Tank inspection
 Topographic survey.

6 SCHEDULE
Total duration of WORK for Basic Engineering is 4 weeks.
Tanks detailed engineering & fabrications drawings shall be 12 weeks excluding approval cycle
and receiving all requested data.
However schedule and detailed schedule to be reviewed upon award.

7.3 Terms and Conditions


1. This proposal is valid for 90 days
2. Prices are net to OTEC and exclude any kind of taxes imposed by any taxation
authorities in Egypt.
3. Payments to be made in US Dollars and payments to be made by a check or to be
wired to our bank account or as indicated on our invoice.
4. Payment is due 30 days from the date of the invoice and late payments are not
accepted. Any subsequent taxes or transfer fees must be paid in addition to the price
detailed in this proposal.
5. Per Diem / daily rates &travelling allowance for OTECEngineers to perform site visits
are excluded.
6. All works shall be done in OTEC Cairo offices
7. Air Ticket, Visa, Subsistence / accommodations as well as transportation to /
from site are Client responsibility as well as authorization/permits.
8. The prices do not include any traveling cost and subsistence cost for Client
Engineers.
9. In addition the following shall be applied;
a. OTECaccepts no responsibility for any level of liquidated damages.
b. OTECaccepts no responsibility for any delays caused by Client or any events of
force majeure.
c. Working hours are from 9:00 am to 5:00 pm Cairo Local Time
