Definition of Problems and Evidence

Improper waste disposal can lead to clogging of drainages thus preventing flood water or other

runoffs from being drained. In Palo, Leyte, during heavy downpour most streets are flooded

easily up to almost knee high, especially at the Palo Public Market, where improper disposal of

organic waste are mostly dumped straight to the drainage. These are oftenly cleaned by the street

cleaners and sometimes lead by community cleanup drives, but unfortunately due to lack of

discipline, these issues tend to keep coming back. These problems can be solved once

implemented right.

The following are ways possible solutions to the issues stated above:

1. Improve Drainage Design

Most common issues of the design of the drainage systems are often the lid or covers are made

out of concrete which can lead to corrosion. Sometimes drainages lose their lid due to these

design flaws. Sometimes they are constructed or designed narrowly, making cleaning very

difficult. If improved with a steel grill cover at the same time filtering other forms of solid waste

thus preventing clogging.

2. Strict Proper Waste Disposal

Lack of discipline is the main reason for improper waste disposal, the government and barangay

officials must have strict rules and those who do not follow must be charged with a penalty fee.
There should also be many visible and accessible garbage bins or dumpsters in every corner of

the street or placed in an ideal spot. Biodegradable, recyclable and non-recyclable waste should

be segregated in different garbage bags.
