MONITORING AND EVALUATING COMMUNITY HEALTH

PROGRAM IMPLEMENTED

Designing and Implementing Evaluation Program


 the plan for a health intervention should include the
plan for monitoring and evaluation. Although
monitoring is done while intervention is still being
implemented to provide feedback on its current
status, evaluation is done at the end of the project to
assess whether or not its objectives were achieve.

 Monitoring: is an ongoing activity during program


implementation to assess the current status of its
implementation in terms of compliance to the design
of the program, timelines, and attainment of midterm
goals (kettner et al., 1999).
 monitoring – done during the implementation phase
compares the actual progress (of the implementation
of the program) against what was planned.

the result of monitoring, the project management team is


able to:
 assess the progress of program implementation.
 identify problems
 take corrective action
 have a tool for quality assurance and management,
 lay the groundwork for program.
 Evaluation: is a process that systematically and
objectively assess compliance to the design of the
program, the performance, relevance and success of
a project, that is, the extent to which a project
accomplishes its intended results (outcomes) and
achieves measurable impacts.

 evaluation is the anaylsis of the effectiveness, quality,


scope and timeliness of services given.
 the primary purpose of evaluation is to provide
feedback on the results (outcomes) and impact of the
project i order to inform policymakers and planners
about the efficacy of the intervention.
 it answer the questions as:
o did the program work as intended?
o what results (outcomes) did the program
accomplish?
o what measurable impacts did the program
achieve?
o is the program cost effective?

types of evaluation
 Ongoing evaluation-is the analysis during the
implemation of the activity, of its continuing relevance,
effcciency and effectiveness and present and likely
future outputs, effect and impact.
 terminal evaluation- is undertaken from 6-12 months
after completion.
o it is also a substitute for an ex post
evaluation of project with short duration.
Ex post evaluation- is undertaken some years after project
completion when full project benefits and impact are expected
to have been realized
