Box 289 Culebra, Puerto Rico 00775-0189 Re: Extension of Time Request to Respond to EPA’s Request for Information Culebra Municipal Landfill Docket Number CWA-02-2012-3113 ‘CEPD-CWA-02-IR-2020-009 NPDES ID: PRU020703 Dear Mayor Solis Bermudez: This letter is in response to Municipality of Culebra (MOC) request for an extension of time to respond to the ‘Request for Information (RFI) letter that U.S. Environmental Protection Ageney (EPA) issued pursuant to Section 308 of the Clean Water Act on July 7, 2020. By email letter August 20, 2020, MOC requested thirty-one (31) additional days to respond to the RFI letter due to the Executive Order issued by the Puerto Rico Governor, as a measure to control the spread of the COVID-19 pandemic. Further to the August 20" letter, MOC requested until September 30, 2020 to submit its response, as discussed during an MOC/EPA video conference on August 20°, 2020. EPA hereby approves the time extension requested. MOC must submit the response to the RFI letter, including the submittal of the information requested therein, by September 30, 2020, Nonetheless, the EPA acknowledges that the COVID-19 pandemic may be impacting MOC'’s operations. If MOC need additional time to respond 10 the RFI etter, EPA will consider, at its sole discretion, MOC’s specific circumstances that could affect a timely response to the RFI letter, while ensuring that the EPA receives the relevant information it needs to effectively evaluate MOC'’s compliance with Sections 301(a), 308(a) and 402(p) of the Clean Water Act.
