There is no comprehensive international framework or set of
national policy instruments for addressing disaster-induced
displacement, and the primary responsibility for the protection and
well-being of affected populations rests with the states concerned.
Although often referred to as refugees, this group does not benefit
from the status and protection regime granted to the conflict-
induced displaced. The 1951 Convention may apply only to specific
situations, such as where «victims of natural disasters flee because
their government has consciously withheld or obstructed assistance
in order to punish or marginalize them on one of the five
[Convention] grounds.»
