Project Shaheen CONSTRUCTION WASTE MANAGEMENT PLAN

1.0 INTRODUCTION
This plan:

 Describes the primary elements of the construction waste management program


(and demolition where applicable) that will allow for the adequate protection of the
environment and workers on the Shaheen Project;
 The implementation of this waste management plan will allow for enhanced
environmental performance and reduced waste related impacts.
 This plan is applicable to all wastes generated by the Shaheen Project Construction
site(s) by BPJV and BPJV Managed Contractors during construction
 This Plan shall be reviewed and updated where required (at a minimum on an
annual basis).

The objectives of this plan are:

 Reference the required mitigation measures and legislative requirements for Project
waste management
 Describe the roles and responsibilities for parties with regard to construction waste
 Describe the waste management strategy to be implemented on the Project,
including waste streams, requirements for waste storage areas, details on the waste
segregation strategy
 Provide the training, inspection and reporting requirements for construction waste
management.

2.0 LEGISLATIVE REQUIREMENTS


The following primary legislation applies:

 Federal Law No. 24 of 1999


 AD Law No. 21 of 2005
 CWM Technical Guideline on Requirements and Procedures for the Disposal of
Hazardous Waste

3.0 SPECIFIC RESPONSIBILITIES

3.1 Contractors:

 Must provide resources to implement the requirements of this management plan


 Implementation of this plan in the field, including all procurement and vendor
activities
 Provide work methodologies (including disposal location) and environmental
plans/procedures to the BPJV ES&H Representative for approval prior to
commencing works

 Arrange with an approved waste management contractor (where required) for


provision of suitable number and type of waste receptacles to support waste
volumes, segregation and recycling initiatives
 Conduct inspections and reporting of waste management compliance to BPJV
ES&H Representative
 Ensure appropriate housekeeping is maintained
 Record and report of mass of waste streams generated and handled
 Provide clear separation of hazardous wastes for transport and disposal
 Maintain records of waste transported offsite and receipt of waste arriving at landfill
location

3.2 BPJV ES&H Representative

 Conduct day to day compliance activities for construction including execution of this
plan
 Develop and plan for new waste management systems, as well as upgrading
existing systems
 Review and approve contractor waste management plans prior to work
commencing
 Inspect contractor work areas to ensure they are undertaking waste management in
accordance with this plan
 Provide technical support for matters relating to auditing and tracking of waste
(collection, transport and final disposal or treatment)
 Collate information from Contractors on total quantities of waste produced and
reporting information to the Corporate ES&H team

3.3 Supervision:

 Monitor to ensure that a sufficient number/type of waste receptacles are being used
in the field
 Monitor waste segregation practices and ensure that correct materials are disposed
of in receptacles
 Inspect housekeeping in accordance with this plan
 Raise issues of noncompliance and opportunities for improvement

3.4 Employees:

 Handle waste products in the proper manner at all times;


 Report any problems/issues/concerns regarding waste management to their
supervisor.

4.0 REQUIREMENTS
Each Contractor shall implement a Waste Management Program based on this Plan.

The program shall describe specific actions to be undertaken to manage wastes produced
as part of their scope of work properly, prevention of incidents, and how they will reduce
waste generation onsite.

4.1 Source Control and Avoidance

Source control and waste avoidance shall be the preferred waste management strategy
for the Shaheen project. The hierarchy of waste control will include:

 Avoiding the generation of wastes by eliminating or minimising waste streams by


alternative procedures/technologies
 Reusing waste in an environmentally safe and sound manner
 Recycling of waste through licenced third party recyclers
 Treatment of waste where possible to avoid disposal to landfills
 Disposal of waste to licenced landfills in accordance with relevant legislation. Only
waste for which no other economic or practicable disposal route can be identified
shall be sent to landfill.

Where significant waste generation exists, the Contractors will work to develop strategies
to minimize packing material waste and ensure appropriate verbiage is included in
requisitions to support these efforts.

Where possible, the following requirements shall apply for procurement of


products/materials:

 Specifying the actual quantity of materials required for construction


 Ordering of materials in bulk to minimise packaging waste
 Preference of materials with minimum packaging
 Arrangements with suppliers for the return or buy back of containers and packaging
materials
 Preference for environmentally friendly materials, such as those that are wholly or
partly recycled

There will be no burning or burying of waste on site or offsite. Any waste transported
offsite shall have appropriate documentation to show it has reached its final destination.
These records shall be made available to BPJV.

4.2 Segregation

All waste shall be segregated according to the waste type. The following bin types shall
be provided:

4.3 Reuse and Recycling

All waste will be segregated on site in accordance with the waste types. BPJV and BPJV
managed contractors shall identify waste streams and ensure they can dispose of their
waste in accordance with this procedure and legal requirements.

Reuse of scrap materials for onsite works should be considered a priority. Specific
measures shall be undertaken include:

 Segregating waste according to relevant waste stream/bin type


 Reusing excavated materials for fill purposes during site development or foundation
works (where geotechnical confirms suitability). Cut and fill locations and amounts
shall be tracked
 Contractors shall explore recycling options for materials and areas where waste can
be reduced such as:
– Discouraging use of disposable utensils and cups
– Adopting double sided printing as standard
– Using excavating materials on site for filling purposes
– Making new items from waste materials such as using scrap metal sheets for
drip trays

– Reusing wood/timber products to make signage

4.4 Handling and Storage

High standards of housekeeping shall be maintained on a daily basis in all work areas.
Waste shall be picked up where it is found.

BPJV and BPJV managed contractors shall ensure:

 Work areas are clean and tidy and that litter is collected on a daily basis
 Wastes are stored in the appropriate containers in the designated waste storage
locations
 Waste not contained by a waste receptacle (e.g. waste stockpiles) shall be
adequately secured and protected
 Spoil and topsoil are to be stockpiled in designated areas, where appropriate
 Liquid wastes are stored in appropriate containers (where required they should be
double skinned) in bunded areas until transported offsite. Bunded areas shall have
a capacity to hold 110% of the volume of all liquid wastes being stored within them
 Rags that are contaminated with oils, grease, solvents, paints etc. are to be placed
in a closed metal container and removed daily from the workplace to a safe disposal
area
 Food waste is to be stored in bins that have closable lids to prevent vermin
infestation
 Locate or position waste facilities such that these are protected from potential wind
dispersion. Where possible tie downs will be used on bins to prevent windblown
debris around site; do not overfill skips
 Where required, an impermeable surface may be required beneath storage areas of
waste to prevent leaching into soil and groundwater
 Waste skips shall not be washed out on site

The BPJV and Contractors shall ensure that environmentally friendly cleaning products
are used where possible.

4.5 Waste Collection Areas

Waste collection areas shall comply with the following requirements:

 Waste skip bins shall be located strategically around site and should be based on
activities occurring in that area, for example:
– Food waste bins in cribs and canteen areas
– Recycle bins in eating areas and stores
– Hazardous waste bins in workshops and near where chemicals are being
used
 Located away from wetlands, streams, drainage lines and marine environment
 Must be clearly designated to facilitate correct waste segregation

 Appropriately signed to designate waste types which are not to be stored in the area
(e.g. no hazardous wastes, batteries etc.)
 Enclosed to prevent exposure to the elements where necessary
 Access controlled when project personnel are not working in the area to prevent
unauthorised entry prior to waste disposal

5.0 LIQUID WASTES


 Vehicles and equipment shall be washed offsite prior to transportation to Shaheen
Project. Where onsite washing is to be conducted the following applies:
– A suitable washing facility shall be provided with the design and location
approved by BPJV.
– The facility will be able to collect wash water and concrete waste runoff and
ensure no contaminated water goes to ground
– Wash water will be reused where possible (e.g. return concrete waste and
wash water to concrete batch plant)
– There will be zero discharge of wastewater to the marine environment,
sewerage, storm drainage and on the ground (to evaporate).
– All operators of wash areas will be trained in the requirements for
management of wash water
 Where onsite storage of liquid waste (e.g. sewage) is unavoidable, suitable storage
tanks of sufficient capacity and impermeable material will be provided. Level alarms
shall be installed on sewerage tanks to alert when the capacity reaches 80%.
 Toilet facilities will be located away from storm drains, waterways/marine
environment and vehicular traffic
 Portable toilets should be tied down/staked down to ensure stability against strong
winds

Dewatering effluent for dust suppression shall be managed in accordance with the KIZAD
rules:

 Dewatering effluent shall be stored in a sedimentation tank to allow for solids to


settle
 Water shall be checked prior to application for dust suppression for signs of
contamination:
– Odor: suspicious or noxious, chemical smell, sewage smell
– Oil and greases contamination in the form of a film of oil or grease present on
the surface of the water
 Where signs of contamination are present the water shall immediately be reported to
supervisors. Water shall not be used until source of contamination is identified and
remedied. Note: Water may be required to be tested by an approved laboratory
 A Shaheen Discharge Approval shall be gained from the BPJV PEL or designee
prior to ground discharge

6.0 MONITORING AND REPORTING


All waste storage areas should be included in daily walk down inspections by Contractors.
BPJV will monitor compliance to the requirements of this plan.

The following visual checks shall be completed, at a minimum:

 Toilets and liquid waste facilities to check for indication of leaks


 Dewatering sites and sedimentation tanks to ensure discharge is being adequately
controlled (where discharge is allowed)
 That waste containers are fit for purpose, including labeling and bin condition
(particularly hazardous waste/concrete wastes)
 Proper segregation practices of waste
 Bins not being overloaded with rubbish
 Equipment wash down bays are properly capturing contaminated/dirty water
 Records are being maintained appropriately

Where other wastes are being generated outside of this list BPJV and BPJV managed
contractors shall be responsible for documented inspections.

Contractors shall keep and make available to BPJV the following records:

 Types and volumes of waste generated


 Date of Collection; and
 Waste manifest form duly filled out by relevant licensed service provider and
provided to BPJV
 Internal formal inspections and audits conducted on waste management practices

Any instances of non-compliance with this procedure or regulatory standards will be


investigated in accordance with the Project incident reporting, recording and investigation
procedure (25875-000-GPP-GHX-00032) and corrective actions applied. At no time is
waste allowed to be taken to unapproved areas/facilities for disposal.
