EMERGENCE RESPONSE PLAN

PURPOSE
 To promptly and effectively manage a crisis/emergency if one occurs at the Filling station.
 To reduce/avoid commercial, monetary or other claims arising from such a crisis.
 To project a positive image to the public that we are concerned with the protection of life,
property and the environment.

DEFINITION OF AN EMERGENCY
An emergency involves raising alarms in the event of an immediate risk to prevent
escalation and damage to buildings and equipment and the injury and death of
individuals. For a petrol station

Contingency plans for handling various emergencies


Scenarios

 Fire
 pandemic
 Electrocution
 Product spillage during offloading
 Contingency personal protection equipment
 Robberies

FIRE
1. Staff detecting fire to raise fire alarm to alert the other staff
2. Trained to use the available fire –fighting equipment (dry powder, sand and CO 2 ) if it is safe
to do so awaiting arrival of fire brigade
3. Switch off the main supply to the station using the emergency stop button
4. Stop all the operations in the station
5. Call the fire brigade and the police
Evacuation
 Trained fire marshals to direct evacuation of all the vehicles within the station to a safe
distance
 Trained fire Marshals to direct evacuation of all staff not involved in the firefighting
intervention to the designated Fire assembly point
 No one should stop to collect personal belongings

Resumption of operations
The area Maintenance Engineer to ensure that all equipment is checked to confirm if it is safe to
use and accordingly decide on the resumption of duties.

Pandemic
Almashjary is strongly committed to ensure that its essential operations are maintained during local flu
pandemic declaration by ministry of health Kenya
Almashjary objectives during an International and nationally declared pandemic are as follows:

 Raise awareness amongst the Almashjary personnel and subcontractors about potential
threat of pandemic

 Producing action plans that are specific to each of Almashjary operations location, taking
into account local healthcare provision and regulatory systems

 Enhanced protection for high-risk and vulnerable employees


 Minimize social disruptions and the economic impact of a pandemic to Almashjary
operations

It is therefore appropriate that a business continuity plan be developed for the benefit of the health and
welfare of Almashjary employees, sub-contractors and their families.

PRODUCT SPILLAGE DURING OFFLOADING


If a major spill occurs witnessing staff to raise fire alarm to alert the other staff.

 Call the Fire brigade and the police


 Mark area with self-standing warning signs and warn the road users and passersby.
 Responders to avoid direct contact with the substance.
 Respondent firefighting personnel to be full standby with adequate firefighting equipment and
to stand up with extinguishers and remove the source of ignition.
Electrocution
If someone if electrocuted,

 Raise fire alarm to alert the other staff


 Switch off the main power supply to the station using the emergency stop button
 Stop all the operations in the station

Contingency Personal Protection Equipment


 Safety shoes or boots
 Appropriate face respirators
 Eye wash bottle with clean water
 Safety helmet
 Chemical and water resistant overall

Robberies
All staff never to forget that assailant’s attitude depends directly on one’s behavior and one’s ability to
handle the situation

A) Preventing Assault
 All customer attendants should;
 Transfer the cash to the safe regularly
 Take not of unusual behavior by strangers
 Be discreet about the business
B) During assault

All the staff to note:

 Do as assailant say
 Describe ones moves, in case has to move
 Keep calm

 Keep safe distance


 Reassure the people on the premises

Training

The purpose of training is to establish and verify the organization's ability to prevent fires and to
effectively respond to fire emergencies. Training considerations should include the following:

 Action to take in the event of a fire


 Portable fire extinguishers
 Familiarity with plant
 Operations and maintenance of equipment
 Alarms
 Hot work permits
 Handling of flammable liquids

As a minimum, all employees should receive training in the following areas:

a. Actions to take in the event of a fire: When to evacuate, when to attempt to extinguish
a fire, whom to notify, what equipment to shut down.
b. Portable fire extinguishers: The correct extinguisher and its proper operation on a
particular type of fire (e.g., metals, electrical, chemical, wood, or paper). The training
should be "hands-on" to give employees experience in extinguishment techniques

c. Familiarity with plant: A tour of the entire facility, with emphasis on the location of exits,
fire extinguishers, hazardous operations, and restricted areas.
d. Care and maintenance of equipment or machinery they will be operating: To
reduce fire loss potential by helping to keep equipment from malfunctioning or breaking
down.
e. Alarms: The meaning of various alarms and the actions to take when they are sounded.
f. Hot-Work Permits: How to protect against fire hazards caused from
welding/cutting/brazing and other hot work.
g. Flammable Liquids: How to safely handle, use, and store flammable liquids.

h. In addition, certain functions, such as the following, will require specific training for the
employees involved:

i. Job Change: Training employees when they change jobs is important as new jobs
present new exposures.
j. Traffic Control: During a fire or explosion emergency, persons with essential duties
must be able to move to locations where they are needed. In addition, it is usually
necessary to evacuate occupants quickly
