Fire

All fire-fighting should follow the time-honoured principle of:


Find
Inform
Restrict
Extinguish

In the event of a fire, the following must be considered by the Command of the vessel:
• Has the fire alarm been sounded?
• Has Bridge/Engine Room been advised?
• Have cargo/ballast/bunker operations been stopped?
• (while in port) Have terminal/port authorities been informed?
• Are all persons, including passengers (passenger ship only) on board accounted for?
• Have announcements been made informing passengers of possible emergency and latest
developments (passenger ship only)?
• (At sea) Has vessel's position been recorded and plotted?
• Have the following details been noted?
- Exact time of fire alarm;
- Name of ship's personnel who detected the fire.
• Is location and extent of fire known?
• Are any hazardous/toxic gases being given off?
• Have Technical Team, Emergency Teams, Support Team & Boat Preparation Team been
briefed?
• Has ventilation to the area on fire been restricted?
• Are all electrical circuits in the area isolated, if necessary?
• Is it necessary to manoeuvre the vessel, to stop the spread of fire?
• Is the effect of fire on adjoining compartments being monitored?
• Are Emergency Teams in position, with necessary equipment, and ready to tackle the
fire?
• Has Technical Team confirmed readiness of Fire Main water, IGS (oil tankers only),
Fixed Fire-fighting appliances?
• Has a search for missing person(s) been organised?
• Are injured personnel/casualties being attended to?
• Has boundary cooling started?
• Has the effect on stability by accumulation of water in compartments, where firefighting
by hosing down with water been considered?
• Are survival crafts ready for launching?
• Has "urgency" message been transmitted to area shipping and shore?
• Has damage assessment been carried out?
• Has the Company been informed?
• Has the Company been advised to inform appropriate authorities?
• Does any other local authority need to be informed?
• Is VDR/SVDR backup taken?

Fire in Machinery Space

In addition to the foregoing, in the event of a fire in machinery space, the following must be
considered by the Command of the vessel:
• Is it necessary to stop engine?
• Can fire be tackled by portable equipment?
• Is it necessary to evacuate the engine room?
• Do quick closing valves need to be actuated?
• Do emergency stops need to be actuated?
• Does emergency fire pump need to be started?
• Does emergency generator need to be started?
• Will fixed equipment (e.g. CO2) be necessary?
• Has head count been taken?
• Are fire dampers/flaps and funnel flap and all openings to engine room shut?
• Has pressure of economiser and air reservoirs been relieved?

Fire in Cargo Area/Tank Explosion

In addition to the foregoing, in the event of a fire in cargo area, the following must be
considered by the Command of the vessel:
• Is cargo type, disposition and quantity correctly known?
• What are the cargo-related fire risks?
• Are cargo spaces temperatures being monitored?
• Is the Fixed Fire-fighting System for the cargo area ready for use?

Fire in Pump Room


(Applicable to Tankers only)

In addition to the foregoing, in the event of a fire in pump room, the following must be
considered by the Command of the vessel:
• Has the pump room been evacuated?
• Are all machineries in pump room stopped and valves shut?
• Has pump room ventilation been shut?
• Is pump room battened down?
• Is pump room Fixed Fire-fighting System ready for use?

Fire in Galley

In addition to the foregoing, in the event of a fire in galley, the following must be considered
by the Command of the vessel:
• Has electric supply to the galley been switched off?
• Has galley ventilation been stopped?
• Are vent-flaps shut?
• Is source of fire isolated?
