To begin with, Ms Ursula is clearly inexperienced to the students as she lacks

content to teach and relies on what she can pick from the next class,
something which she also struggles with because she heavily depends on the
bright students to run the class by deciding the correct answers and whenever
they cannot, the class stays quiet and boring.
The teacher in question Ms Ursla has very poor class control and lets the
students decide on what they deem best for themselves even if it means
defying the rules set as she is just too weak for them.
