Influences of Globalization to the Local Educational
Environment
Philippine Education for All (EFA) 2015 is a vision and holistic program of reforms that aim to improve
access and quality of basic education for every Filipino by 2015. Providing education to all Filipinos
opened alternative learning system to complement formal schooling to reach and better serve those in
difficult circumstances.

DO 36, S. 2006 – IMPLEMENTING RULES AND REGULATIONS
ON EXECUTIVE ORDER NO. 210 (ESTABLISHING THE POLICY
TO STRENGTHEN THE USE OF THE ENGLISH LANGUAGE AS A
MEDIUM OF INSTRUCTION IN THE EDUCATIONAL SYSTEM)
1. English shall be taught as a second language starting with Grade I;
2. As provided for in the 2002 Basic Education Curriculum, English shall be used as the medium of instruction for English, Mathematics and
Science and Health starting Grade III; and
3. The English language shall be used as the primary medium of instruction in all public and private schools in the secondary level, including
those established as laboratory and/or experimental schools, and vocational/technical institutions. As the primary medium of instruction, the
percentage of time allotment for learning areas conducted in the English language should not be less than 70% of the total time allotment for
all learning areas in all year levels.
Before the 20th century, scholastic work
were predominantly simple and constraint
in the local and domestic, they were limited
to one’s own village, region and country.
Nevertheless the word is in constant change,
through the advancement in information
relay through the internet, globalization has
much seen impact in the education sector in
comparison to the last few decades.
