ANALYTICAL PAPER

I. Introduction
“Education is the most powerful weapon which you can use to change the world” a quote
from Nelson Mandela. Philippines is known to be a third world country, in which most countries
like ours, it faces lack of education in its population. Mainly, this problem occurs due to
economic poverty, where the children are forced to work rather than to go to school. If this
trend continues to the next following generations, the way how life works in our country will not
change, more likely it will turn to the worst possible future.
Our country needs a guideline, an objective oriented plan that focuses on the state of formal
education in our country. This where the Republic Act No.9155 (RA9155) or also known as
“Governance of Basic Education of 2001”, in which it state the following:
- Goals of the Government in the countries education status
- Formation of an education system (DepEd)
Through this RA9155 it will organize and simplify the education system in our country to
achieve an increment increase in the population of Filipinos that has formal form of education,
in order to change our world and mold it to become better.

II.Body
Goals of the RepubliC Act No. 9155 (RA9155), excerpt from the Official Gazette of the
Act:
1. To provide the framework for the governance of basic education which shall set
the general directions for educational policies and standards and establish authority,
accountability and responsibility for achieving higher learning outcomes;
2. To define the roles and responsibilities of, and provide resources to, the field
offices which shall implement educational programs, projects and services in communities they
serve;
3. To make schools and learning centers the most important vehicle for the
teaching and learning of national values and for developing in the Filipino learners love of
country and pride in its rich heritage;
4. To ensure that schools and learning centers receive the kind of focused
attention they deserve and that educational programs, projects and services take into account
the interests of all members of the community;
5. To enable the schools and learning centers to reflect the values of the
community by allowing teachers/learning facilitators and other staff to have the flexibility to
serve the needs of all learners;
6. To encourage local initiatives for the improvement of schools and learning
centers and to provide the means by which these improvements may be achieved and sustained;
and
7. To establish schools and learning centers as facilities where schoolchildren are
able to learn a range of core competencies prescribed for elementary and high school education
programs or where the out-of-school youth and adult learners are provided alternative learning
programs and receive accreditation for at least the equivalent of a high school education.
As established, this goals main principle to equally distribute formal form of education
through out the Philippines population regardless of economic status. In order for these goal to
take into action, our government needs a branch that focuses on the education system of our
country, in which RA9155 also has stated in its official gazette.

The Department of Education (DepEd)


DepEd is the branch of the Philippines government that has complete governance of the
education system. It is also responsible in initiating and continuously assuring that the objective
of the RA9155 is followed. In the said Act the divisions of the department and the allotment of
responsibilities are also indicated.
At the national level, the Secretatry of DepEd is responsible for the following (excerpt
from the Official Gazette of RA9155):
(1)   Formulating national educational policies;
(2)   Formulating a national basic education plan;
(3)  Promulgating national educational standards;
(4)   Monitoring and assessing national learning outcomes;
(5)   Undertaking national educational research and studies;
(6)   Enhancing the employment status, professional competence, welfare and
working conditions of all personnel of the Department; and
(7)   Enhancing the total development of learners through local and national
programs and/or projects.
Through the dissemination of these duties and responsibilities to Regional, Division,
District and Individual school level it is possible to maintain established standards based on the
governance of the secretary of DepEd.





















To simplify, the national level formulates education plans and states standards of quality
education then the regional level monitors and maintains the standards uphold by the national
level to their regions by means of the efforts of the district level offices and individual school
dissemination of these standards.In these systematic approach to the goals of the RA9155, there
is chance to change our country education status.
In a survey conducted by the Philippines Statistics Authority, there has been a decreased
on the population of Pilipino with no formal education at all by almost 4% from the year 2000
to 2010. In this result it will show that the system works dramatically through the efforts of the
DepED. Though the system may seem to work, it still needs further development to aligned our
education system to real time currency of our country. For instance, there was a decrease of
1.90% in the population of educated Pilipino from the year 2015 to 2019. In which case the rise
of added factors like severe weather conditions and worldwide spread of deadly virus has
affected our education system.
Nonetheless, the DepEd has cope with these added factors through implementations of
online learning however it has lead to more added factors to consider like, lack of technological
devices and slow internet speeds or no internet connection at all. But like how RA9155 has
started, in my opinion the DepEd will further develop to cater the goals of the said act.

III.Conclusion
The republic Act No.9155 also know as Governance of Basic Education of 2001 has
established objectives to equally distribute education to filipinos, no matter their economic
status or where they are located in the country. In order to so, The Department of Education has
formulated and mandated educational plans and quality of education standards to uphold and
assure that the goal of the RA9155 is accomplished.
