WHEREAS, tourism development remains under developed for the past

decades, the progress and failure to enhance and develop further the tourism
potential of our City as well as inability to maximize the use of it's tourism
resource is due to any proposed tourism program.

WHEREAS, the tourism industry in Pasay if fully harnessed and

developed can greatly enhance the economic activity of Pasay City a large ,
potential to generate substantial incremental increase in revenues for the City,
more business means more job openings, more business means more revenues,
more tax contribution and higher remittances to the City .

WHEREAS, Pasay City with it's resources, tradition, culture, and historical
.! treasures hold great potential as a tourism center because of the Ninoy Aquino

J International Airport as well as Manila Domestic Airport, making Pasay as the
"':::::::=- gateway to the Philippines and Metro Manila respectively, for both local an

U WHEREAS, the present local government administration, having seen the
potential of integrated tourism development program for the City, having realized

the distinct, positive image and social benefits of a functioning and developing ·

tourism industry to the City, has adopted a tourism integrated develo ent
,: � .program aimed at developing the tourism potential and resources of Pa y at
ensuring the security, enjoyment and well being of tourists and enhancin t
ar of services offered by all tourism-oriented or tourism-related busi e
tabl hments in the City, and making the City of Pasay a model City for
Phi 1ppines and a popular government with citizenry.

NOW THEREFORE, BE IT ORDAINED AS IT IS HEREBY ORDAINED

by the SANGGUNIANG PANLUNGSOD in session duly assembled that:

SECTION 1. TITLE - This ordinance shall be known as the "PASAY Cl

TOURISM CODE".

SECTION 2. SCOPE - This ordinance shall govern and regulate tourism

development and promotion programs of and within the City, including the
licensing, registration and supervisions of the operations of touri
oriented/related establishments.

resorts, hotels, motels, apartelles, restaurants, travel agencies, tour
