CONSTRUCTION PROJECT MANAGEMENT

OPERATION VS. PROJECT

► Organizations perform work. Work involves
either operation or projects.
► Common characteristics:
 Performed by people
 Constrained by limited resources
 Planned, executed and controlled
► Operations are ongoing and repetitive
► Projects are temporary and unique
21.3.2020 01. Introduction 2
CONSTRUCTION PROJECT MANAGEMENT

CHARACTERISTICS OF A PROJECT
► Definition: A project is a temporary endeavor
undertaken to create a unique product or service.
► Projects are implemented as a means to achieve
organization’s strategic plan
► Projects are a means to respond the requests that
operations can’t handle
► Projects may involve a single unit of an organization
or may cross organizational boundaries (joint
ventures, partnering)
► Duration ranges from a week to couple of years

21.3.2020 01. Introduction 3

CONSTRUCTION PROJECT MANAGEMENT

Examples of Projects
► A market demand (e.g., a car company authorizes a project to build
more fuel efficient cars in response to gasoline shortages).
► A business need (e.g., a training company authorizes a project to
create a new course to increase its revenues).
► A customer request (e.g., an electric utility authorizes a project to build
a new substation to serve a new industrial park).
► A technological advance (e.g., an electronics firm authorizes a new
project to develop a video game player after advances in computer
memory).
► A legal requirement (e.g., a paint manufacturer authorizes a project to
establish guidelines for the handling of toxic materials).
► A social need (e.g., a nongovernmental organization in a developing
country authorizes a project to provide sanitation education to low-
income communities suffering from high rates of cholera).

Fundamentals
CONSTRUCTION PROJECT MANAGEMENT

CONSTRUCTION PROJECTS
► Modern societies generate new values
through projects that create physical assets
to achieve social and economic benefits
 Factories for manufacturing goods
 Offices and shops for delivering services
 Hospitals for healthcare
 Tunnels for transport

21.3.2020 01. Introduction 5

CONSTRUCTION PROJECT MANAGEMENT

CONSTRUCTION PROJECTS (cont.)

► In a typical modern society, construction industry
is responsible for about half of physical asset
creation.
► The creation of assets is the principal force in the
dynamics of cities and change (social and
economic) in the built environment
► These assets should be created effectively and
efficiently, so that they meet the needs of clients
who make investments, to provide a net gain to
the economy and society for which they are
created.

CONSTRUCTION PROJECT MANAGEMENT

WHAT IS PROJECT MANAGEMENT?

► Project management is the discipline of
organizing and managing resources in such
a way that these resources deliver all the
work required to complete a project within
defined scope, time, and cost constraints.

21.3.2020 01. Introduction 7

CONSTRUCTION PROJECT MANAGEMENT

OBJECTIVES OF PROJECT
MANAGEMENT
► To ensure that a project is delivered within the
defined constraints.
► To optimize allocation and integration of the
inputs needed to meet the pre-defined objectives.
► The project, therefore, is a carefully selected set
of activities chosen to use resources (time, money,
people, materials, energy, space, provisions,
communication, quality, risk, etc.) to meet the
pre-defined objectives.
