regulatory oversight, coupled with ineffective enforcement. To address


these problems, the industry has to move away from siloed thinking and
begin to view buildings as a system that requires layers of integrated
safety protection. If a change is made to one component system, then
the duty holders must assess the repercussions this alteration will have
on the other interdependent systems and on the building as a whole. If
the industry continues to focus only on the individual problems such as
the type of external cladding used on an HRRB, then the basic intent
of fire safety will have been lost. The Hackitt Review called upon the
construction industry to start living these changes now and challenged
the Government set out a clear plan for the implementation of the re-
view’s recommendations. The Government’s response to the report is
the subject of Chapter 4.
