By the papal grant of the Patronato real, the


Spanish crown received the most complete
control over the churches in the Indies including
the Philippines, this is in exchange for its
commitment to financially support the missionary
enterprise.

The clergy was considered as employees of the


state and religion as means of government

the conflict started when the bishops


insisted on visiting the parishes that were
being run by the regular priests.

•The long failure of the bishops to enforce


their rights of visitation closely linked up to
the third root which is the failure of the
spanish missionaries to encourage the
development of a native Filipino clergy.

Archbishop Sancho de Santa Justa made up


his mind to settle the visitation controversy.

TWO TYPES OF
CLERGY

Regular Clergy
belongs to the religious orders. Their main
task was to spread Christianity.

Secular Clergy
did not belong to any religious orders. They
were trained specifically to run the parishes
and were under the supervision of the bishops.

provided for the secularization of all
parishes or the transfer of parochial
administration from the regular friars
to the secular priest.

The reason behind the issuance of the


cedula was because Guillermo Agudo
who asked for the handover of the
parishes of Cavite to his recollect province CEDULA OF
whenever a vacancy would arise in order
to put in place definidores and take the 1849
advantage to receive the handling

Due to the propositions of Pelaez, he
was able to let the archbishop take
his side for he was also opposed
with the royal order.

Unfortunately, the success of Pelaez


and the Archbishop lasted for a
short time due to the explanatory
royal order on June 20, 1862.
