Introduction:
Good day Philippines! I would like to acknowledge Vice President Sara Zimmerman Duterte,
Former President Rodrigo Roa Duterte, senate President Juan Miguel Zubiri, and the honorable members of
the senate, house speaker Ferdinand Martin Romoualdez, and the honorable members of the house of
representatives, Chief Justice Alexander Gezmundo, and the honorable justices of the supreme court, the
honorable members of the cabinet, distinguished guests and our beloved Filipino people, ladies and
gentlemen, once again Good Day to all of us.
I come before you today to address you as it is my duty as President of the Republic. We live in
difficult times brought about by some forces by our making but also brought by forces beyond our control.
But we have, and we will control in the best possible way we can to continue in finding solutions to socio-
economic and socio-political problems, here are my top priorities in providing solutions for the Filipino
People: Health, Livelihood, and Peace.
This marks my 150th day in the office, many professionals say that this is the adjustment period in the
position, but for me, since I grew up in a political family, I did not feel any unfamiliarity. That’s why as
early as now, we have managed to held assemblies with the government officials in order to plan for the
solutions with our top priorities I mentioned a while ago. With our country’s situation, I feel empathetic,
that’s why we need to act and waste no time. Good thing, with the help of our very hardworking government
officials, we have built strong foundations to mark the beginning of rebuilding are nation, we stand together
united.
First is Health, covid-19 is still in the air, and everyday there are still reported cases here in the
Philippines resulting to 4,064,443 total cases, only 68% of the total population are vaccinated. This is very
alarming that there are lots of Filipinos that are still unvaccinated. We implemented PinasLakas to
encourage Filipinos to have their booster shots. With the success of this implementation, we are now not
required to wear facemasks. Moreover, studies show that cardiovascular diseases as well as cancer, are the
two leading causes of death in the Philippines. That’s why we came up with a solution partnered with the
Department of Health, All for Health towards Health for All. Our top goals are financial protection for the
Filipinos especially the vulnerable wherein they are protected from high-cost health care. Better health
outcomes and responsiveness, meaning they will have a good relationship with the health system.
During the last 150 days, with the DOH in their 30 years of health sector reform. We have
undertaken key structural reforms and continuously built on programs that take a step closer to our
aspiration. Our milestone includes devolution, use of generics, milk code, PhilHealth, DOH resources to
promote local health system development, Fiscal Autonomy for public hospitals, good governance programs
and funding for Universal Health Coverage. We continue to thrive for the health system we aspire for in 4
pillars, equitable & exclusive to all, transparent & accountable, efficiently used resources, and high-quality
service.
Moving on to the next one, livelihood. The rise of our economy equates to the rise of every Filipino
Family. That’s why we focus and we are persistent in making a move to provide more livelihood and
opportunities in our country. That is why in 150 days, we visited different countries, partnered with them
and observed their livelihood and adapt it to our country. That also announced that Philippines is now again
open for businessmen and investors. As a result of our travel to Indonesia, Singapore, and America, the
worth of the MOUs and letters of Intent reached to approximately 18 billion US dollars. This also include
hundreds of thousands of potential jobs that would be created. We also prioritized our beloved local farmers.
We have provided fertilizer discount vouchers, additional 84.1 million budget for local coffee production.
And more importantly, there is also a financial aid for the farmers whose crops were destroyed by the recent
bagyong Karding. We also paused the collection of principal obligation, and interest of amortization to our
farmers to lighten their burden in line with their daily needs.
One of our top priorities that I believe an important aspect of unification of our country, is peace. in
my 150 days, I consider as success my unification particularly to Bangsamoro Transition Authority.
Including MNLF, MILF and other stakeholder in their representation of their respective groups and it led to
a harmonious working dynamic. Moreover, the decommissioning program of the government continuous
wherein rebels surrender and we help them to start again and be integrated in our society. These programs
maximized our economic potential in some places here in the Philippines. The investor became interested as
they are at ease to do business with them knowing that they are safe.
The peace that we have forged after many decades of conflict among warring factions, and clansmen
demonstrates that unity is possible even in the most trying circumstances. But what’s really the highlight of
my 150 days in service is providing a clear direction and goal to all the part of the government in the
Philippine Nation. We work towards high quality and cooperative service to fulfill a united nation.
There are three issues and controversies that the administration is facing right now. These are Endo
contractualization, accessible specialty hospitals, and special risk allowance to health workers. We are now
working on endo contractualization, for a long time, it has been a topic of discussion in the Philippines.
Despite being declared illegal, some companies continue to exploit Filipino workers because of legal
loopholes governing the practice. We are now working on an Endo Contractualization law even it is allowed
in the constitution under the labor code of the Philippines to not limit the workers from enjoying various
benefits such as 13th month pay, pagibig and philhealth. Moving on to building regional specialty hospitals
as well as establishing virology and center for disease control. This will provide every Filipino an accessible
heath center, not only for those who live in the National capital region. This will enable a good result is the
health system in the Philippines. Lastly, to our beloved frontliners, to provide them a special risk allowance
in return for their sacrifice in fighting especially the corona virus. We are now processing the additional
budget for the so-called hazard pay to show support and love to our beloved new normal heroes.
As the current president of the republic, my goal is to be remembered as the one who cared, the one
who is empathetic and the one who paid attention to the needs of the Filipino People. I want them to feel
heard, I want them to rise up against the battles of life, and I want us to be united. I believe that will be my
legacy.
