ABSTRACT
The Camarines Norte State College has added a new
course in their school which was the Bachelor of Science in
Information Systems. The Bachelor of Science in Information
Systems (BSIS) program is a four-year degree program which
focuses on the design and implementation of computer-based
information systems and other ICT solutions to address the
demands in existing business processes. The program prepares
students to become IT professionals with primary competencies in
the areas of business process analysis and re-engineering, change
management, systems integration, systems implementation, system
evaluation/quality assurance, and software maintenance
(pup.edu.ph, 1998). As a newly established course in the school, It
started its own student organization which is called the
Information System Student Association (ISSA). The newly elected
president of the ISSA Organization found it necessary to have its
own organization website showcasing the newly added course of
the school. The website also contains important information about
the course and the organization such as: organizational events,
news, constitution and by-laws, and many other services. The
purpose of this research is to improve the website by asking the
student body and gather ideas for possible modifications. This
research is important to ensure the Information Systems Students
Association (ISSA) Website to be valid and appropriate and will
be able to cater the students needs. This research paper will be
utilizing the Descriptive method.

1. INTRODUCTION
The Bachelor of Science in Information Systems was a
new course added to the Camarines Norte State College's
curriculum. In order to meet the demands in current business
processes, the Bachelor of Science in Information Systems (BSIS)
curriculum focuses on the design and implementation of
computer-based information systems and other ICT solutions.
With a focus on business process analysis and re-engineering,
change management, systems integration, systems
implementation, system evaluation/quality assurance, and
software maintenance, the program trains students to become IT
professionals (pup.edu.ph, 1998). It launched its own student
group, the Information System Student Association, as a newly
developed course at the school (ISSA). The newly elected
president of the ISSA Group decided that the organization needed
its own website to promote the school's most recent course
addition. Additionally, the website will include crucial details
about the program and the organization, including news,
organizational events, the constitution, and bylaws, among many
other services. This study aims to improve the website by
soliciting feedback from the student body and gathering
suggestions for potential changes. This study is crucial to ensuring
that the Information Systems Students Association (ISSA)
Website is accurate, appropriate, and capable of meeting the needs
of the students. This study will also open suggestions about the
website design because the website’s appearance is the most
noticeable to the users. Website design is a serious issue that
should not be ignored. A professionally designed website can help
you make a good first impression on potential clients.
Additionally, it can help you develop your leads and increase
conversions. But more importantly, it offers a positive user
experience and facilitates easy access and navigation for visitors
to your website.
News is crucial information for keeping up with daily
occurrences in the community. The Internet has increased the
speed and reach of news. So that it can make it simple for anyone
to read the news anywhere, at any time. However, a lot of the
news on the internet is still not organized according to the news’s
content. Using this strategy, the most crucial news data will be
taken from internet media. Using the text mining technique, the
news that has been collected will be categorized in accordance
with the news content. One text mining technique that can be used
to classify news is word weighting or term frequency since it
produces highly accurate, simple, and effective results. The
findings of study testing, which had an average accuracy of
95.2%, serve as proof of this (Muhammad Zainal Arifin, 2018).
The new ISSA Organization wants to take advantage of the
internet as a tool to publicize its organizational website. This
research paper will determine the possible contents that is
necessary and appropriate coming from the students of the
Bachelor of Science in Information Systems program.
Descriptive method will be utilized in this research
work. The researcher aims to explore the topic and determine the
possible contents and design improvements. Using purposive
sampling method, this research will deal with the profile of the
respondents as to age, sex and civil status to identify the barriers
they face in terms of knowledge, skills and resources. This study
will utilize the qualitative method of research.
2. LITERATURE REVIEWS
This chapter presents the various literatures, articles,
journals, studies, theories, and concepts written by various
individuals and groups. Relevant ideas were presented to reveal
the gaps and issues in this study. Various literature that are related
to the present study were reviewed to provide broader and deeper
insight. The researcher presents the summary of the different
literature explored.
According to the literature conducted by Christopher
Prom and Ellen Swain, student organizations have used the
Internet to promote events, record activities, issue statements, and
maintain officer rosters. Student websites are potentially an
important resource for scholarship on twenty-first-century student
experience, providing both evidence about the activities of the
organizations and information about the student body. Based on
findings from a multicomponent case study at the University of
Illinois at Urbana-Champaign, this article analyzes the
documentary value of student organization websites and discusses
ways in which archivists can use offline browser technology to
capture extracurricular activity more fully.
According to a study conducted by ChanChu Lin, While
a significant amount of attention and interest has been directed to
investigate the communicative functions of organizational
websites, little research has been done to examine how internal
organizational communication shapes organizational website
design. This study employs the theory of rhetorical situation to
examine the impact of internal organizational communication on
website design. Specifically, it has examined a few organizational
website design case studies from the perspective of rhetorical
situation and has analyzed a case about website design by a
Chinese student organization on a US college campus. Both the
examination and analysis show that organizations and designers
must communicate effectively in the process of identifying and
thereafter transforming organizational objectives into effective
website features. Both theoretical and practical implications for
organizational website design are addressed in the paper
According to a research study conducted by Catedral
Terrence P. et al, today, the Internet is a public, cooperative, and
self-sustaining facility accessible to hundreds of millions of
people worldwide. It allows people to share information and work
together. Millions of pages of information can be accessed easily.
In Central Philippine University, student organizations have their
separate websites. The group decided to create a website wherein
all the recognized organizations are centralized. Student
organizations within the university are not left behind by this
improvement and website is a proof for this though not
organizations recognized by the university have its own website.
A website is one way of promoting an organization.
Organization’s officials spread their upcoming agenda by posting
it to their website. The CPU Student Organizations Interactive
Website is designed to create a centralized website for all the
recognized organizations in Central Philippine University. The
core function of the system is to provide a customized wizard to
each newly recognized organization from which they can create
their own page. Its other function is its capability to post
announcements and upcoming activities of respective
organization. Its additional features which also play a major role
in the system are the chat, the email, the guest book and the voting
poll. The wizard comprises the organization’s history,
mission/vision, achievements, their logo, photo galleries, schedule
of activities and currently elected officers. Presidents were given
privileges to upload pictures for their organizations. Online
application of membership can also be done by anyone who has
access in the Internet.

News is important information to know what events occur every
day among the community. The Internet makes news spread wider
and faster. So that it can help people read news anywhere and
anytime easily. But there are often many news on internet that are
still not categorized according to the news content. Grabbing
method will takes news’ important information from online
media. The news that has been taken will be categorized
according to the news content using the text mining method.
Word weighting or Term Frequency is one text mining method
that can be used to categorize news because this method has high
accurate, easy, and efficient results. This is proven by the results
of research testing reaching an average accuracy of 95.2%

3. METHODOLOGY
This chapter presents the methods of research,
population of the study, sample size and sampling techniques,
description of the respondents, research instrument, validation of
instrument, data gathering procedure, and statistical treatment of
data used in the conduct of the study.
3.1 Method of Research
The purpose of this study is Exploratory. The researcher
aims to explore the topic and determine the possible contents and
design improvements of the new ISSA Organizational Website.
Using purposive sampling method, this research will deal with the
profile of the respondents as to age, sex and civil status of the
respondents. This study will utilize the qualitative method of
research. The researcher decided to use the Descriptive method as
its foundation.
3.2 Population, Sample Size and Sampling
Technique
The freshman students that are enrolled in the program
Bachelor of Science in Information Systems will be the
respondents of this study. The researcher will use the Purposive
sampling method in selecting the participants. The researcher will
decide who is needed to be interviewed in this study. The
researcher aims to survey all the students (80 students in total)
currently enrolled in the Bachelor of Science in Information
Systems course.
3.3 Description of the Respondents
There will be the students in the students enrolled in the
program Bachelor of Science in Information Systems as
respondents of this study composed of 80 students in total. The
respondent’s age, sex and civil status will not matter as long as
they are a student currently enrolled in the Bachelor of Science in
Information Systems curriculum. The target respondents were
chosen because they have the quality the research needs. Such as
involvement in the Bachelor of Science in Information Systems
and being a student in Camarines Norte State College.
3.4 Research Instrument
The researcher will utilize a survey questionnaire of the
respondents as the principal tool used in gathering the information
needed in this study. The questionnaire for the respondents will be
divided in three parts. The first part asks for the ratings the
respondents while basing on the Contents of the website. The
second part asks for the ratings the respondents while basing on
the Website’s design such as colors, font styles, etc. The third and
last part asks open ended questions about the possible content and
design improvements that can be made in the ISSA
Organizational Website.

3.5 Data Gathering Procedure
The main source of data needed for this research study
is the survey questionnaire. To ensure its validity, the researcher
consulted some friends, teachers and classmates. The researcher
also asked their advisory teacher for advice. With the help of
some acquaintance and some related article, journals and literature
the survey questionnaire is expected to be valid.
4. RESULTS AND DISCUSSIONS
The researchers gathered the results in the survey questionnaire
and complied the results in an orderly manner. According to the
respondents basing on the survey results, in the Contents section,
43 respondents rated the Home of the ISSA Organizational
Website “4 – Satisfactory”. In the Information tab, 43 respondents
rated the contents included “4 – Satisfactory”. In the About ISSA
tab, the respondents rated the contents “3 – Neutral”. In the
Events tab, the respondents rated the contents “3 – Neutral”. In
the Contact Us tab, the respondents rated the contents “4 –
Satisfactory”.
In the Website Design, 43 respondents rated the Theme/Color “3 to provide a satisfactory service which means the developers need
– Neutral”. In the Font Style, the respondents rated “4 – to improve the website’s contents. The same could be said in
Satisfactory”. In the Font Size, the respondents rated “4 – terms of Website Design, which scored 3.75 in average in the
Satisfactory” which means that the font size is readable but not classification of “Neutral” which once again, failed to meet the
affects the design. In the Format, the respondents rated “4 – ISSA Organizational website’s goals.

5. CONCLUSIONS AND FUTURE
WORKS
The researcher concluded that the ISSA Website needs to be
improved in terms of both Website contents and Design. Basing
on the results shown in Figure 1, the respondents are neutral in
terms of the Contents but the ISSA Organizational Website aims
