This procedure describes how to establish, maintain and review health, safety, and environmental
objectives and targets for each relevant function and level in T&D Cleaners Limited. It also
describes how to achieve the set objectives and targets with the establishment of HSE management
programs.
Objectives are the overall goals for the improvement of the HSE Management System and
performance.
Targets are measurable and time-bound requirements to achieve the objectives.
The Health, Safety and Environmental Policy objectives are consistent with other business
objectives. They support the executive management’s commitment to:

The OHSE Manager, with the assistance of the chief operations officer, is responsible for setting
HSE objectives and targets which clearly reflect the company’s policy commitment to legal
compliance and continual improvement of its HSE performance.
Information to be taken into account when setting objectives and targets include:
legal requirements
hazards and risks identified
significant environmental aspects and impacts
available financial resources
market and business needs
operational constraints
technological options
Views of interested parties and authorities.
The SMART method is used to set the objectives and targets, i.e. objectives and targets need to be:

The OHSE Manager is responsible for establishing, implementing and maintaining HSE programs to
achieve set objectives and targets.
Progress towards meeting these objectives, targets, and their associated HSE programs is
monitored on at least a quarterly basis at the OHSE Committee Meetings.
The decision to renegotiate or extend target dates for HSE programs that were not achieved in the
allocated time will be made at the Management Review Meeting. A record of this decision will be
reflected in the minutes of the meeting and the explanation provided in the progress/comments
section of the HSE Program.
The objectives and targets and corresponding HSE programs may be updated under the following
conditions:
After updating of Risk Assessments and the Environmental Aspects and Impacts register.
After a Management Review Meeting.
After an HSE Management System audit.
Changes to legal and other requirements which impact the objectives and targets.
After an incident
Changes to the Company’s activities or processes.
