1.0 Introduction
1.1 Objective
The objective of this Emergency Response Plan (ERP) is to describe the organization,
responsibilities, and actions in response to the emergency situation. The ERP enhances emergency
management and protects people, the environment, and company properties reducing the losses and
negative impacts caused by unexpected events.
1.2 Scope
This ERP applies to all activities of T&D Cleaners Limited. All operation staff and visitors shall follow.
Safety and health hazards and dangerous conditions that can result in injuries and fatalities for
workers
a) The first category: is Nature disasters including but not limited to the following: earthquakes,
flooding, windstorm, etc.
b) The second category: safety incidents including but not limited to the following: fire and explosion,
other incidents, aircraft incidents, traffic incidents, oil spills, Falls, Trip, Confined Spaces, and
Chemical Exposures, Noise, High Temperature, High Pressure, Struck-By/ Caught-In/ Caught-
Between, Cut, Electric short, Excessive radiation, explosive, electric shock, etc.
c) The third category: public hygiene incident including but not limited to the following: major
infectious diseases, food and occupational poisoning incidents, group unexplained disease, heat, and
other serious events that affect public health.
d) The fourth category: social security incidents including but not limited to the following: threatening
calls, unauthorized entry, as well as other major social factors which interfere with normal business
activities, etc.
e) The fifth category: environmental incidents including but not limited to the following: oil spill,
contamination of water body, soil and air quality due to chemical leakage or release, untreated
effluent, hazardous liquid or solid wastes, etc…
Elaborate emergency preparedness and response plan shall be maintained at all T&D CLEANERS
LIMITED sites. Adequate emergency response items for example fire extinguishers, first aid kits, and
spill kits among others shall be kept at the worksite. At least four pieces of fire extinguishers will be

T&D CLEANERS LIMITED shall ensure that employees are familiar with the location of these items
and the location of the emergency assembly points, and with the emergency procedures to be
followed in the event that an emergency situation occurs.
T&D CLEANERS LIMITED shall ensure that regular checks are conducted in their area of
responsibility on the premises to ensure that escape routes are clear of any obstacles. All employees
will actively participate in planned drills to test the effectiveness of the emergency preparedness and
response procedures.
All employees deployed at the Client’s premises shall ensure that they follow all the Clients
Stipulated emergency procedures. Site specific emergency preparedness and response Plans
shall be developed and maintained in order to streamline T&D CLEANERS LIMITED procedures
with those of the Client. T&D CLEANERS LIMITED shall avail First aid to its workers and this shall
be provided by our HSE representative. Night transportation is not allowed.
In the event of any emergency arising during the execution of work, T&D Cleaners Limited’s ERP that
shall be in line with Company’s Emergency Response Plan (ERP) shall be followed. T&D Cleaners
1.5.1 Definition
a. Emergency can be summarized as any unexpected or abnormal situation which potentially
cause harm to people, damage to property, and destruction of the environment. An emergency will
mainly require a tactical response however some regional issues will require a strategic response.

for some private purpose and execute it to the terror of the people.
e. Oil Spill is the release of a liquid petroleum hydrocarbon and industrial oil into the environment due
to human activity and is a form of pollution either leaked or discharged from a ship, overflow of the
tank, lorry, truck, pipeline, a blowout from drill rig. etc
1.5.2 Abbreviation

1.6 RESPONSIBILITIES
Ensure that emergency management at a project level is in accordance with this procedure.
Each T&D Cleaners’ site Project shall have a specific Emergency Evacuation plan that will adapt itself
and tie into the Company Site Specific Emergency Response Plan (ERP) which is addressed in the
Procedure.
The plans shall cover the following but are not limited to:
• Planned Routes out of the working area or to Company Site Emergency Evacuation Points
• Fire prevention and protection and Response
• Medical Injury Response and Medical evacuation
• Bomb/suspicious item evacuation

• All personnel are required to report to their immediate supervisor at the start of the work shift,
(unless other arrangements have been made (Business Trips, visiting off-site locations, etc.) This can
be accomplished through direct verbal reporting, morning safety meetings, and inter dept. meetings,
STA Meetings, direct verbal reporting, or telephone communication.
• All personnel must advise their immediate Supervisor of their whereabouts if leaving their
assigned office area or their normal work area (work areas in the field or off-site points)
• In an Emergency Evacuation, Supervisors / Superintendents will account for their personnel
and report any abnormalities to their SHE Representative, who will inform the Company Manager or
the person in charge, of the status of their personnel. SHE Personnel will assist and advise the
Company Manager, in accounting for and locating personnel.
• All personnel will be accounted for under the following classifications:
• Present and/or accounted for (can be at another location, off-site, at a different Evacuation
Assembly Point)
• Absent – believed to be elsewhere.
• Known injured or medically evacuated
• Missing – unaccounted for, unknown whereabouts
• The contract Site manager or designated accountable person at a worksite is responsible to
assist T&D Cleaners Limited Project Management to locate absent persons via the Register. If the
absent person is not located within 6 hrs. or by the end of a normal working day, external support will
be sought or the case handed over to the local authorities.
2.5.1 Fire
In the event of a fire on any Project site, carry out the following:
Notify personnel around you and request assistance and additional fire extinguishers.
Attempt to extinguish the fire (if trained to do so – or seek assistance).
If the fire is uncontrollable, initiate site emergency procedures.
Provide assistance to emergency services (as required).
Notify Site Safety Advisor and Project Manager immediately.
Follow all site specific emergency procedures.
In the event of a fire in the Head Office, carry out the following:
If the fire cannot be extinguished, attempt to isolate the area by closing any doors.
Proceed to the nearest muster point and follow instructions given by your Area
Supervisor
If an evacuation is ordered, proceed with your Area Warden to your Assembly Area.
In the event of a fire on a Vehicle / Machine, carry out the following:
Stop the vehicle/machine and park it safely. Alight from the cabin and obtain the fire
extinguisher (if this is in the cab, ensure it is taken prior to Leaving the
vehicle/machine).
Attempt to extinguish the fire (if trained to do so – or seek assistance if it is available),
If fire is uncontrollable, initiate site emergency procedures.
Note to utilize a fire extinguisher, carry out the following:
Take the extinguisher out of the bracket or off the wall bracket.
Pull out the pin in the handle.
Hold the handle with one hand and the end of the hose with the other.
Point the hose at the base of the fire and using a sweeping motion, expel all the
contents of the extinguisher on the fire.
If other extinguishers are available and the fire is still burning, utilize them.
Contact the emergency services on-site or 000 in metropolitan areas.

Note:
Ensure the extinguisher is the correct type for the application i.e. do not use water or foam
extinguisher on electrical equipment. The best extinguisher to be used on electrical
equipment is Carbon Dioxide (CO2), which is a red extinguisher with a black band, or Dry
Chemical Powder (DCP), which is a red extinguisher with a white band.
Remain calm and endeavor to obtain as much information as possible using the Bomb
Threat
Checklist.
DO NOT HANG UP the phone after the caller has finished.
Notify your Manager immediately and explain the nature and details of the Bomb
Threat
Following directions from your Manager, initiate emergency procedures, without
causing panic among other personnel
Retain your completed Bomb Threat Checklist for the Police.
Site Project Manager or most senior person to contact T&D Cleaners Limited MD,
Operations Manager, and QHSE Manager.
Client Representative (where applicable) is to be contacted immediately also.
Site Project Managers are to ensure that the T&D Cleaners Limited MD, Support Services
Manager and QHSE Manager are notified immediately, in the event of any emergency on-
site.
Immediate notification to the Client is to also be coordinated by the Site Project Manager.
Assist the Site Project Manager to account for personnel at the muster point.
Assist the Site Project Manager to ensure all personnel not directly involved with the
emergency are controlled and managed.
Assist the Site Project Manager to set up an exclusion zone near the area to keep out all non-
essential personnel.
Assist the Site Project Manager to provide assistance to the Emergency Services Personnel.
Ensure the emergency scene is not disturbed.
Site Administration to control and record all incoming phone calls and distribute accordingly.
Any calls from media personnel or Government Departments are to be referred to the MD or
Operations Manager.
Site Project Manager
Ensure all site personnel has been accounted for at muster point.
Inform Client Representative and T&D Cleaners Limited Senior Management immediately (i.e.
MD, Support Services Manager, and QHSE Manager.
Where external reporting requirements must be made, the HSE Manager shall liaise with the
Client HSE Representative to ensure all information is provided. Responsibility for formal
submission will be discussed during their consultation.
Set up an exclusion zone near the area to keep out all non-essential personnel.
Nominate a safe area to keep non-essential personnel (this is particularly important for remote
area resources projects).
Liaise with Emergency Services Personnel and co-ordinate assistance and resources as required
control all internal and external communication until either the Support Services Manager or MD
arrives on the project site to assist. Following their arrival maintain only internal communication.
