2.0 INTRODUCTION AND PURPOSE


Lifting Solutions LLC (LS) is committed to the safety and well-being of its staff and visitors.
Upholding this commitment requires planning and practice. This plan exists to satisfy those
needs and to outline the steps to be taken to prepare for and respond to an emergency
affecting the department.
Goals
The goals of LS in responding to an emergency situation include:
 The safety of all staff and visitors.
 The physical and emotional well-being of staff and visitors.
 The timely stabilization of an emergency situation.
 The protection of facility, property, and the belongings of staff and visitors.
Applicability and Scope
This procedure applies to all employees of LS and its subcontractors. This procedure
applies to all locations of OHI Petroleum and Energy services including Head office at
Muscat, Warehouse at Rusayal Industrial area and sites at various locations in Oman.

The scope of this procedure is intended to encompass all hazards. This procedure may be
consulted when responding to any, and all emergencies. When encountering a situation
which has not been expressly addressed in this procedure, use good judgment and the
guiding principles outlined below.
Responsibility
The LS emergency plan is the responsibility of the Corporate Manager – QHSSE.
Corporate Manager – QHSSE will review and update this plan at least once annually.
Revisions will be made as needed throughout the year. Any suggestions, comments, or

3.0 GENERAL PROCEDURE


Roles and responsibilities for communications within the facility and for obtaining outside
support shall be displayed at appropriate locations i.e., following informative posters shall
be displayed:
1. List of First aiders – as per Appendix B
2. Emergency contact phone numbers of key personnel – Table at Section 1.0
3. Nearest hospital number – as per Table at Section 1.0

QHSSE Manager and in-charge of sites/ Coordinators shall be the designated as emergency
response coordinators.

4.0 FIRE AND EVACUATION


Fire
Any person who notices or suspects a fire within LS
premises (Manufacturing or Office-Operations)

Push the Fire Alarm (located next to exit in each floor),


immediately inform QHSSE manager/ Site In-charge/
Site QHSSE Advisor and at Muscat Call 9999; at site
call 5555 or 2321 9131 – Raysut Fire Station

Use a Fire Extinguisher only if:


 You have been trained
 You have your back to an unobstructed exit
 You have a fully charged and proper type unit for
the fire you are fighting
 The fire is contained, and you have reported the
fire by Fire Alarm and called emergency by
dialing 9999 from your mobile and 2321 9131
(Office or Manufacturing) or

 Everyone else has left the area
 There is little smoke or flames

Never fight a fire if:


 You lack a safe way to escape should your efforts fail
 It has left its source of origin
 You are unsure of the type of extinguisher you need or have
 If you can’t control the fire within 30 seconds, abandon your efforts, close the door(s)
and evacuate immediately.
Building Evacuation
You should familiarize yourself with the evacuation routes posted in all floors of the LS
building. If an evacuation order is issued for your building, or if it were necessary to
evacuate due to an emergency, fully cooperate with Safety personnel or floor warden and:
 Take only keys, wallets and essential belongings with you
 If you are the last one to exit your room close, and lock doors
 Leave the building immediately
 Do not investigate the source of the emergency
 Walk, don’t run, to the nearest exit
 Use stairs, not elevators
 Assist people with special needs
 Get input from the individual how you can help before attempting any rescue technique

or giving assistance. Ask how he or she can best be assisted or moved and whether there
are any special considerations, methods, or any items that need to be brought with the
person during the evacuation.
Individuals who needs special attention
 If there is no immediate danger, persons with disability/ mobility limitations should
shelter in place and call Safety and Security to report location and number of people
needing assistance
 If there is imminent danger and evacuation cannot be delayed, the person with a
disability should be carried or helped from the building in the best and fastest manner
(the person with the disability is the best authority as to how to be moved out of the
building)
 If you are unable to evacuate, call your nearest colleague and report your location.
 As you make your way out, encourage those you encounter to exit as well
 Follow instructions of the Department of Safety and Security or other identified
emergency personnel.
 Wait for instructions before returning to your building after an evacuation

5.0 MEDICAL EMERGENCY


If someone is injured or becomes ill:
 Stay Calm
 Dial 0-9999 and explain the type of emergency, the location, condition, and number of
victims. (or dial 5555 if you are in PDO site)
 Let the dispatcher know of any safety hazards - chemical spill, fire, fumes, etc.
 Do not hang up unless told to do so by the dispatcher
 Do not move the victim unless there is danger of further injury if s/he is not moved
 Render first-aid or CPR only if you have been trained
 Do not leave the injured person except to summon help
 Comfort the victim until emergency medical services arrive
 Have someone stand outside the building to flag down the ambulance and/ or Safety
and Security when they reach the vicinity

6.0 CHEMICAL SPILL


 Evacuate all personnel from the warehouse, except Trained personnel for Chemical
spillage
 If the spill is on any personnel, immediately rush him to shower/ EYE wash; as the case
may be.
 Remove contaminated cloths of personnel affected by chemical spillage
 Consult the MSDS for First-Aid/ Medical treatment requirements.
 Send the affected personnel to the nearest medical center for treatment, if required, call
Ambulance.
 Alert the neighbors, if the spillage is major.
 Isolate the area and contain the spillage, take measures to stop further spillage-if
possible.
 Cover the spillage with polythene cover to avoid spreading-for chemical powders.
 If liquid chemical spillage is there, contain the spillage with PU.
 Call emergency Number with the advice of QHSSE manager – 9999
 Do not allow any unauthorized personnel until the emergency is removed.

7.0 UTILITY FAILURE AND NATURAL DISASTER


Utility Failures
These may include electrical outages, plumbing failure/ flooding, ventilation problems,
elevator failures, etc.
 Remain calm
 Immediately notify respective personnel.
 If the building must be evacuated, follow the instructions on Building Evacuation.
 Unplug all electrical equipment (including computers) and turn off light switches
 Use a flashlight: Do not light candles or use other kinds of flames for lighting
 Elevators:
 If passengers are trapped in an elevator, advise them to stay calm and tell them
you are getting help
 If it is safe for you to stay in the building, stay near the passengers until
assistance arrives
 If you are trapped in an elevator, help will be there soon:
Be aware that our lifts will automatically reach nearest floor and stop in case of
power outage. If this fails, follow the instruction below:
 Remain calm
 Use the Call Button of Phone to call for help
 Do not try to climb out or exit the elevator without assistance

Floods (At Sites)


Minor or area flooding on campus could occur as a result of major multiple rainstorms.
QHSSE Manager in communication with Public Authority for Civil Defense and Ambulance
to stay abreast of weather and alert related conditions and will provide instructions should
they be necessary. For imminent or actual flooding, and only if you can safely do so:
 Secure vital equipment, records, and other important papers
 If present in your area, report all hazardous materials (chemical, biological, and/or
radioactive) to QHSSE Manager/ Site QHSSE Advisor.
 Move to higher, safer ground
 Shut off all electrical equipment
 If in a lab, secure all laboratory experiments
 Do not attempt to drive or walk through flooded areas
 Wait for further instructions on immediate action from Safety and Security
 If the building must be evacuated, follow the instructions on Building Evacuation
 Do not return to your building if you have been evacuated by flooding until you have
been instructed to do so by QHSSE personnel

8.0 TESTING THE PLAN


The veracity of the plan has to be checked at least once in a year. QHSSE Manager shall
plan for this and conduct the mock-drill by declaring the emergency.

The actions should be mock tried by posting some observers at critical places and the
feedback from the observers to be obtained and any improvement suggested if found fit
should be incorporated. Record of this shall be maintained.

9.0 EMERGENCY RESPONSE REPORTING


Incident Investigation
QHSSE advisor/ coordinators of concerned site shall perform an investigation and
complete the Incident Investigation Report on the nature of emergency encountered,
response details, and suggestions/ recommendations for improving response measures. This
report shall be submitted to the QHSSE Manager at HO for initiating corrective actions as
appropriate and updating Environment aspect register and OH&S Hazard identification
and risk assessment register as appropriate.
Incident Notification
Within 24 hours of an incident or near miss, the QHSSE advisor/ coordinator must complete
an incident notification report. This report shall be submitted to the QHSSE Manager at HO
for initiating corrective actions as appropriate and updating Environment aspect register
and OH&S Hazard identification and risk assessment register as appropriate.
