1.0 PURPOSE
The purpose of this document is to explain the working methods and procedure associated with
activities of lifting, shifting and material handling; to ensure safety & integrity and to prevent
incidents due to human factors, failure or malfunction of lifting, shifting and material handling
equipment while ‘on-operation / off-operation’.
This document also highlights the hazards and risks associated with particular task or series of
tasks have been properly considered and evaluated. MS will also outline the appropriate risk
control strategies that are required to be implemented in order to ensure the health, safety and
welfare of the workforce and others affected by the works.

All Tools and Equipment in use will be in good working conditions, regularly inspected and marked
with current colour code in force on Site. Cranes & lifting equipment will comply with the
requirements of applicable Legislation and Contractor crane and lifting procedures.
A pre-start meeting shall be held on site by the work responsible person to familiarize involved
personnel about the nature of work, working method, risk associated, and control measures
adopted as stated in the present document.
Daily safety inspection must be conducted by the crane operator each day and/or prior to use at
the beginning of each shift. To start, the operator should ensure that all required safety equipment
is present and in use.
Lifting zone shall be properly cordoned off according up to the working radius of the crane and
forklift with proper barricade and necessary safety signs.
Fire extinguishers (at least one for each machinery) spill kit and first aid box will be provided. All
personnel will be made aware of “20 m rule” and “No See No Move”.
20m Rule: no personnel allowed in the 20m vicinity of moving plant.
No See No Move: No mobile machines are allowed to move if the flagman is out of view point.
3.5.1 Pre-assemble
Office modules will be pre-assembled in Soelec logistic base in Cuamba, delivered on site by truck
and unloaded using Crane.
Since this type of module has no lifting point in the high parts, modules will be lifted using spreader
beam anchored to lifting point on the bottom of the module, as per photo attached here below.
As mentioned below, lifting points are positioned on the bottom of the module. Through lifting
points and fixed with slings/chains/cables.

Loads shall be led by means of 2No. Tag lines. Appointed personnel for leading the load with tag
line must wear safety gloves and appropriate PPE. Personnel involved in lifting operations must
not place themselves between suspended load and fixed obstacles. They always have to make
sure there is an escape route.
3.6.1 Delivery
Modules will be delivered on site by truck and unloaded using mobile crane.
Depending on the site requirements, containers of 20” or 40” length will be installed. The lifting and
installation method will be the same.
Marine containers will be anchored in the four angles’ lifting point on the top. In some specific
case, if needed, container can be lifted using additional container spreader, hooked in the high
sections of module as detailed below.
The lifting equipment and delivering truck/ Flat trailer shall be positioned in relation to the storage
area so as not to exceed the capacity/reach of the lifting equipment
In case of poor visibility conditions or if the wind speed exceeds the manufacturer's limit, the opera
tion shall not be started.

Place the ladder on a stable and level surface, labour to foot the bottom of the ladder to prevent
displacement.
The top of ladder must be extended at least 1m above the roof of container (Figure 2).
The rigger must connect the carabiner of the approved fall arrest device to D-ring of his safety
harness before climbing the ladder to access on the roof of the container for connecting and
disconnecting the rigging devices (Figure 2). Appointed rigger shall be trained in work at height.

Rigger/ Banksman must maintain a 3-point of contact when climbing up/down the portable ladder.
Rigger/ Banksman must keep body near the middle of the step and always face the ladder while
climbing up/down the portable ladder, ensuring the ladder is footed by a labour prior to
ascend/descent.

During the rigging and unrigging operation the crane operator must maintain the approved fall
arrest device over rigger’s head level for minimizing free fall distance (pendulum effect). (Refer
figure 4).
Rigger ensures a final check that the sling set is correctly fitted (e.g. no twists in the legs).

Rigger leaves the top of container climbing down the ladder, remaining fastened to the approved
fall arrest device (Figure 5).

At least 2No.tag lines of proper length and in good working conditions shall be fastened in
proximity of the load bottom on opposite sides to lead the load section to its final position (Figure
6).

The Rigger/ Banksman shall connect the carabiner of approved fall arrest device to D-ring of his
safety harness before climbing the ladder to access on the roof of the container for disconnecting
the rigging devices.
The Rigger/ Banksman will accesses to top of container by a portable ladder footed by a
labour/helper (Figure 9).

The Rigger/ Banksman disconnects the lifting equipment, remaining tied off to approved fall arrest
device (Figure 10).

Rigger/ Banksman leaves the top of container climbing down the ladder, remaining fastened to
approved fall arrest device (Figure 11).
5.1 Fauna:
No animal regardless of species will be intentionally harmed or killed while operations proceed.
If any animals are encountered in direct contact of operations, confirmation on how to proceed will
be communicated to Contractor.
In the event of an inadvertent fauna strike, the location of the carcass or maimed species will be
immediately reported to the Subcontractor environmental officer for notification to the Contractor.
5.2 Flora:
No plant species will neglectfully be destroyed or removed while operations proceed.
Only on the permission to proceed from Contractor, plants may be removed.
The identification of Local crops and plants shall be immediately reported and survey will continue
in alternative areas of the survey plan until such time as authorisation has been obtained from
Contractor / Company as the management of the crop / plant.
6.1 Preparedness
The Subcontractor shall provide first aid, fire extinguishers and spill response in order to maintain
a first response capability to any foreseeable emergency.
The Subcontractor shall undertake practice drills and communication of actions to be taken in
accordance with the requirements of HSE-EMPP001-Emergency Preparedness Response Plan.
Subcontractor shall identify the closest Helicopter Emergency Landing Pad to the intended works
and ensure appropriate preparatory measure are undertaken in consultation with Contractor /
Company to ensure both vehicle access to and the landing zone is maintained in a state of
readiness.
Where a situation has the potential to cause harm to people, the environment or Subcontractor
assets, the Subcontractors First Responder(s) will take immediate actions to control the
emergency event, make the area safe, or evacuate effected persons to a safe muster point without
endangering themselves or others.
The Subcontractor is required to obtain an AMA 1 radio that will be on the designated emergency
channel. This radio will be carried by the nominated Subcontractor Emergency response Person
on site. In the case of an emergency, the AMA 1 control room at the pioneer camp will be notified
immediately:
Remain calm and call “EMERGENCY, EMERGENCY, EMERGENCY”;
Wait for a response;
State your name;
Location on site;
Nature of the emergency;
Remain at the radio for potential instructions/questions.
The “emergency, emergency, emergency” call shall trigger radio silence by other users until
advised otherwise.
6.2 Control
The Subcontractor First Responders shall render first response where safe and competent to do
so until the Site Emergency Response Team (ERT) arrives on the scene and take over control of
the emergency.
Any person witnessing, or who is directly involved in an incident, will provide assistance to First
Responders where required / directed.
If IP has sustained a significant injury, or further injury can result from moving the IP, requiring the
intervention of professional Emergency Responders, then the FRT shall take all necessary steps
to establish clear access to the incident scene and if possible remove any hazards that could
endanger the IP or hamper access of the Emergency Response Team.
