ORGANIZATION
ROLE & RESPONSIBILITY

1.0 PURPOSE

This document to define role and responsibility of personnel for the Project.

2.0 SCOPE OF THIS DOCUMENT

This document explain main role and responsibility of personnel for the Project. Specific and more
detailed roles and responsibility shall be cascade in method statement, procedure, or SOP

4.0 ROLES & RESPONSIBILITY

CONTRACTOR TOP MANAGEMENT

4.1.1 BOARD OF DIRECTOR

Consortium will have board of director, consist of highest person on corporate level from each member
consortium.
d. accountable and Responsible legally behalf of Consortium
e. Highest Person responsible in HES
f. Highest Responsible in Contract Agreement with Company
g. Appoint Project Director to represent BOD

4.1.2 PROJECT DIRECTOR

Consortium members agree to appointed person in charge as Project Director, to represent BOD in on
Project Execution phase. He will report to BOD Directly.

PROJECT TEAM

4.2.1 PROJECT MANAGER

The Project Manager defines the quality policy to be applied to the project and the associated
objectives.
Roles and Responsibilities:
a. Be a leader in operational excellence (OE) behaviour
b. Key contact person (management representative) for the Client

c. Set up goals and targets


d. Manage and communicate with project stakeholders
e. Responsible for the overall implementation of contract execution
f. He carries out the project management reviews
g. Monitoring and guiding PMT members
h. Cascade the project goals and targets down to Superintendent and supervisor level by defining
KPI of each Superintendent
i. Deploy KPI among team, and conduct KPI measurement (such as safety, quality, schedule,
cost, response time, down time, etc.)
j. Responsible for formal Project Execution Plan
1. Draw up the project organization chart and issue the corresponding requests for
personnel.
2. Ensure, within the profit center, the human resources division and the functional
divisions, the qualified personnel necessary for execution of the project tasks have
been assigned.
3. Issue detailed project management procedures in compliance with the general
procedures of KHP and the contract requirements, particularly in terms of the
numbering and filling of documents.
4. Break down the project into work package and schedule the corresponding activities.
5. Ensuring that the project is executed within the agreed budget, schedule, and in
accordance with the contract and specification requirements.

k. Responsible for formal Project Quality Plan
1. He makes sure of the coordination in providing information for the writing of this
PQP by the members of the project team, approves it and makes sure of its
application.
2. He initiates the PQP revisions when necessary.
3. Effectively implement the quality assurance principles and provisions, in particular,
write the PQP with the Project leaders.
l. Ensure all the interface and communications with TI for whom he is the privileged official
spokesman. This includes:
1. Handling all correspondence with the client and control of the documents circulating
between KHP and client.
2. Managing the work progress and its acceptance by the client.
3. Obtaining necessary approvals.
4. Invoicing and follow-up of payments.
5. Organizing and chairing meetings with the client.
6. Negotiating additional work.
7. Obtaining the work completion certificate.
m. Continually control the project in the different phases:
1. Coordination and supervision of design (engineering, methods).
2. Coordination and supervision of procurement (issue of purchase, requests, approval
of all material orders, subcontractor, follow-up of delivery times, etc.).
3. Coordination and supervision of work at the sites.
4. Coordination, scheduling and supervision of subcontracted work.
5. Follow-up the weekly schedule including control of the front-line, S curves and
histograms.
6. Follow-up of quality control results.
n. Ensure management of all administrative and financial aspects of the contract, including:
1. Definition of the main subcontracts, as well as the limits, interface and corresponding
contractual conditions.
2. Preparation of the target document and organization of the target meeting.
3. Administration of the contract, any eventual modifications, and control of its budget.
4. Verification of the monthly project report.
o. Organize, supervise and approve the choice of technical options to be adopted, in view of
attaining the best project execution and profitability conditions.

p. Ensure transmission of all necessary documents, procedures and instructions to the managers
concerned, the subcontractors, involved in the project, and those responsible for the on-site
execution of the work.
q. Ensure the best use of human and equipment resources with regard to plans and budget.
r. Continually monitor developments in the project profitability and scheduling, and take any
measures necessary to control them.
s. Participate in decisions regarding the handling of nonconformity, in cooperation with the
Project Quality Manager.
t. Draw up and distribute a project completion report, underlining all technical, qualitative,
financial and contractual lessons.
u. Archive the project documentation.

4.2.2 ENGINEERING MANAGER

Main Roles and Responsibility


a. Be a leader in operational excellence (OE) behavior
b. responsible and authorized, on behalf of Contractor, to make decisions with respect to
engineering study, detail engineering design and value engineering
c. Responsible for engineering design continuity and improvement
d. Responsible for quality design, safe design, and environmental friend design
e. Responsible for completiness of construction drawing, and ensure the document is readable
and understoodable
f. Responsible to control engineering document in aspect producing, recording and distributing
g. Review SOP through project execution
h. Responsible to define engineering specification and standard in project implementation
i. Propose design change or alternative engineering design
j. Responsible to breakdown responsibility down to his/her team
k. Responsible to review his/her team KPI

4.2.3 CONSTRUCTION MANAGER

Main Roles and Responsibility


a. Be a leader in operational excellence (OE) behavior
b. responsible and authorized, on behalf of Contractor, to make decisions with respect to the
performance of construction and to lead the construction work in each construction area
c. Responsible to execute construction works align with Procedure and Project Objective
d. Responsible to review constructability of engineering design
e. Directing all construction activities are complying with client requirement and specification.
f. Monitor and report construction performance to project manager
g. Assist Project Manager to setup construction progress following goals and target
h. To become site management representative (SMR) on area operations
i. Responsible to breakdown responsibility down to his/her team
j. Responsible to review his/her team KPI

4.2.4 CONSTRUCTION SUPERVISOR

This roles include Civil/EW Supervisor, Road Supervisor, Mechanical Survey, Electrical Supervisor.
Main roles and responsibilities are :
a. Responsible to execute all construction activities under his authority.
b. Supervise all the working activities under his/her organization.
c. ensure project goals and target under his or her organization achieved.
d. monitor crews performance.
e. provide project daily report to Construction Manager

4.2.5 CONSTRUCTION SUPERVISOR

This roles include Civil/EW Supervisor, Road Supervisor, Mechanical Survey, Electrical Supervisor.
Main roles and responsibilities are :
a. Responsible to execute all construction activities under his authority.
b. Supervise all the working activities under his/her organization.
c. ensure project goals and target under his or her organization achieved.
d. monitor crews performance.
e. provide project daily report to Construction Manager

4.2.6 CONSTRUCTION WORK TEAM LEADER

Main roles and responsibilities of construction work team leader (WTL)/foreman:


a. manage manpower directly.
b. be as a Work Team Leader (WTL) at working site operation.
c. ensure daily/weekly/monthly target achieved.
d. prepare project daily report.

4.2.7 QA/QC Supervisor

Main roles and responsibilities


a. direct report to Construction Manager and and indirect report to Engineering Manager
b. responsible an authorized, on behalf of Contractor, to provide QA/QC supervise for materials,
work method and work result, and to make decisions with respect to preventive, audit and
correction programs for the performance of QA/QC result.
c. Established a detail QA/QC plan

4.2.8 SITE CONSTRUCTION ENGINEER,

Main roles and responsibilities


a. Report to Construction Manager
b. responsible to develop construction planning and method, manage construction resources
(manpower, tools and equipments), make decisions at the field or project site, with respect to
the performance of construction.
c. Review time schedule for work package execution is deliverable, constructable while maintain
Client requirement
d. Ensure work execution is within budget target
e. Review constructability of the work
f. Controlling and Instruction
1. Provide clear instruction and direction of how to execure work on site
2. Regulate and control behavior and discipline of personnel on site.
3. Monitor KPI performance under his organization
g. Reporting
1. Discuss any finding which may decrease team performance to his/her supervisor
2. Provide report to his/her supervisor include project performance and obstacle, and
propose action plan
h. Manpower control
1. Manage manpower resource on site with planner and estimator
2. To provide real statistic data of manpower usage and outcome to planner and
estimator

4.2.9 ESTIMATOR/CONTROLLER

4.2.10 Document Controller

Main roles and responsibilities


a. Collect, record, maintain project documentation
b. Receive internal document, numbering, and distribute document
c. Manage received external document and distribute according to Project Control Leader
direction or Project Manager direction
d. Prepare data compilation in order to Project Report and Project Close Out

4.2.11 PLANNER/CONTROLLER

Main roles and responsibilities


a. Report to Construction Manager
b. responsible an authorized, on behalf of Contractor, to make decisions with respect to project S
curve progress measuring, timing and daily, weekly, monthly work progress record for the
performance of construction work progress.
c. Prepare Schedule for execution of work package.
d. Update and record daily schedule performance

4.2.12 LABORATORY TECHNICIAN

Main roles and responsibilities


a. Report to Engineering Manager and shall be
b. responsible and authorized, on behalf of Contractor, to provide test and make technical report
of test result.

4.2.13 LAB Man

Main roles and responsibilities


a. Conduct testing on Laboratory
b. Conduct testing on field as per necessary

4.2.14 HES REPRESENTATIVE

Main roles and responsibilities


a. report to HES Manager
b. responsible to make and review all work papers, develop inspections, audit and investigation
any works permit and requirement, project site, tools and equipments condition and PPE of
manpower.

4.2.15 HES MAN

Main roles and responsibilities


a. Assist HES Representative to conduct daily HES inspection for daily activity
b. Record daily HES perfomance
c. Report to HES Representative
d. Ensure daily activity conducted as per safety requirement and/or procedure
e. HES Personnel standby at job site location

4.2.16 SURVEYOR

Main roles and responsibilities


a. Prepare the Survey working plan based on work load.
b. Manage all survey activities that support the construction team.
c. Supervise all the survey/ working activities under his/her organization.
d. ensure project goals and target under his or her organization achieved.
e. monitor crews survey performance.
f. provide project daily report to Area Superintendent.

4.2.17 HES MANAGER

Main Roles and Responsibility


a. Be a leader in operational excellence (OE) behavior
b. responsible and authorized, on behalf of Contractor, to develop and lead the implementation
of safety program which at least covers policy statement, employee orientation program, and
personnel safety training for the performance of construction work
c. Assist Project Manager to develop HES requirement, HES project goals and HES target, and
ensure aligns with contract and operational excellence target
d. Examine operation, and provide procedure from managerial level down to activity level to
ensure Facility waste and COCS is not spilled to Nature Body.
e. Build process to communicate HES project goals and target down to workers
f. Develop and implement HES on Facility Operation and COCS Transport
g. Monitor and report HES performance to project manager
h. Responsible to breakdown responsibility down to his/her team
i. Responsible to review his/her team KPI

4.2.18 MATERIAL INSPECTOR

Main Roles and Responsibility


a. Assist QC Supervisor in preparation of QA/QC Plan at the planning stage of each work
package
b. Perform the QA/QC Material Inspection activities for all welding activities during
constructions refer to approved procedure and project specification.
c. Material Inspection both for material that supplied by Company and Material Supplied by
Contractor, including control all material consumable.
d. Perform the improvement activities in QA/QC Working System and also Construction for
improve the quality products.

4.2.19 WELDING INSPECTOR

Main Roles and Responsibility


e. Assist QC Supervisor in preparation of QA/QC Plan at the planning stage of each project or
received WR.
f. Perform the QA/QC Inspection activities for all welding activities during constructions refer
to approved procedure and project specification.
g. Material control all material consumable that used for welding activities such welding rod,
argon gas, etc.
h. Responsible for preparation the repair procedure for repaired welding work and control the
repair working activities and also preparation of the repair work report.
i. Prepare the QA/QC Report of all the welding constructions.
j. Prepare the Welding Rejection Report for the project under his/her responsibilites.

k. Perform the improvement activities in QA/QC Working System and also Construction for

4.2.20 CIVIL WORK QUALITY INSPECTOR

Main Roles and Responsibility


a. Assist QC Supervisor in preparation of QA/QC Plan at the planning stage of each project.
b. Perform the QC Inspection activities for all civil work activities during constructions refer to
approved procedure and project specification.
c. Material Inspection both for material that supplied by Company and Material Supplied by
KRS that used for civil work construction.
d. Responsible for preparation the repair procedure for repaired civil work and control the repair
working activities and also preparation of the repair work report.
e. Prepare the QA/QC Report of all the civil work construction activities.
f. Perform the improvement activities in QA/QC Working System and also Construction for
improve the quality products.

4.2.21 COATING QUALITY INSPECTOR

Main Roles and Responsibility


a. Assist QC Supervisor in preparation of QA/QC Plan at the planning stage of each project or
Work Request.
b. Perform the QC Inspection activities for all Coating and Painting activities refer to approved
procedure and project specification.
c. Material Inspection both for painting material that Supplied by KRS, including control all
material consumable that used for coating activities such abbrasivematerials, thinner, etc.
d. Responsible for preparation the repair procedure for repaired coaing work and control the
coating repair working activities and also preparation of the repair work report.
e. Prepare the QA/QC Report of all the coating and painting work.
f. Perform the improvement activities in QA/QC Working System and also Construction for
improve the quality product.

4.2.22 ELECTRICAL QUALITY INSPECTOR

Main Roles and Responsibility


a. Assist QC Supervisor in preparation of QA/QC Plan at the planning stage of each project or
received WR.
b. Perform the QC Inspection activities for all electrical construction activities during
construction stage refer to approved procedure and project specification.
c. Material Inspection both for material that supplied by Company and Material Supplied by
KRS.
d. Responsible for preparation the repair procedure for repaired electrical work and control the
repair working activities and also preparation of the repair work report.
e. Prepare the QA/QC Report of all the electrical constructions.
f. Perform the improvement activities in QA/QC Working System and also Construction for
improve the quality products.
g. Control and Reported Commissioning Activities.

4.2.23 Supporting Manager

Main roles and responsibilities


a. Leader to support the Project Team, in finance, human resource, procurement, legal handling.
b. Establish direct communication to existing Contractor resource, in order to support the Project
Team, include to transfer resource from Contractor other project, transferred to this project

4.2.28 FINANCE SPV

Main roles and responsibilities


a. Process finance administration for this project, include payment to employee, vendor, and
other obligations
