1. The PARENT AGENCY agrees to detail Prof. Nasser M.

Kadil, a faculty
member at the MSU-TCTO College of Fisheries, to the RECEIVING
AGENCY, as Technical Consultant to effectively carry out its stated legal
mandates;

2. The detailed agreement shall be valid from August 1, 2022, to July 31,
2023, or a period of one (1) year, subject to further renewal in accordance
with the existing rules;

3. The PARENT AGENCY shall continue to pay for the salaries and other
benefits of the herein-detailed employee during the period of the detailed
agreement contemplated herein;

4. The RECEIVING AGENCY shall supervise the detailed employee and


ensure his timely and regular compliance with his duties and
responsibilities which include but are not limited to:

a. Assisting the Office of the Municipal Mayor with technical analysis


and insights on fisheries, marine sciences, and ecological and
environmental issues and problems among others.

5. The RECEIVING AGENCY shall monitor the detailed employee’s


attendance and observance of regular office work hours from 8:00 a.m. to
5:00 p.m. to this end, the RECEIVING AGENCY shall certify the detailed
employee’s services and sign his corresponding Daily Time Records
(DTR) and submit the same to the Human Resource Development
Office through the College of Fisheries of the PARENT AGENCY at the
end of every applicable month to support the salaries and any other
benefits received by the detailed employee from the PARENT AGENCY;
and

6. The PARENT AGENCY shall continue to be the disciplining authority of


the detailed employee, without prejudice to the right of the RECEIVING
AGENCY to recommend any legal action or intervention, in accordance
with the Revised 2017 Omnibus Rules on Appointment and Other Human
Resources Actions as amended and the 2017 Rules on Administrative
Cases in the Civil Service.
