For costs of higher education

1. 1. How can the system be changed so that people who don’t have the economic
means to pay tuition are not left aside?

The current government should create a public policy to increase the economic resources for
public universities. This policy should not depend on the president that we elect every four
years and it must to plan the increase for each term for next 15 years. Also, I think public
universities must be more specific and work more for develop strategies to improve the ways
for earn their own resources by investigation or other activities.

2. Why is education cheaper in other countries even when our economy is among the
best in the region?

I think there are several causes about this issue:

a. corruption: Colombia is recognized as one of the most corrupt country.

b. Privatization polices that congress and citizens didn't stop properly. One example is the "Ley
30"

c. Resignation from people who prefers don't reclaim theirs rights.

d. mediocre managements of higher public education administrations

3. · What is the role of SENA in higher education in Colombia?

The role of Sena is to reduce the gap between people who belongs to low economic social
strata and the resto of population in the higher education area. The role is to incentive the free
education for people who want to study without think about the costs or other conditions as
age.

In conclusion is a difficult role but nowadays I think there are honest and hard work people in
the institution that could get a high goals.
