1) How can the system be changed so that people who do not have the

financial means to pay tuition are not left out?

Well, I would propose that public higher education be free for strata 1, 2 and 3,
this could be possible if the government increased the annual budget for
education more, Colombia is a country which allocates more money for the war
than in the education that is why the most vulnerable population often cannot
access higher education. I think that the country urgently needs to increase
resources for education since it has been proven that education is a
fundamental pillar for a country to become a world power. On the other hand,
higher education deserves a restructuring to improve its quality. This starts from
the time the teaching staff is hired, be more strict when hiring, that at least the
teacher has a master's degree.

2) Why is education cheaper in other countries even when our economy is

among the best in the region?

Because Colombia does not invest in education, this causes the quality of
higher education to drop too low, the public university is increasingly worse in
terms of infrastructure and teaching staff, and all this is due to the fact that the
government prefers to invest in other sectors and not in education. We also
have corrupt politicians who steal most of the resources destined for higher
education and thus it is very difficult to have quality education, also the
educational system that we manage is not adequate, many of the public
universities improperly hire their body teacher this also lowers the quality of
education. Thanks to all these factors, higher education is one of the most
expensive not only in Latin America but also in the world and since we have the
necessary resources so that higher education is free, at least for the most
vulnerable social strata.

3) What is the role of SENA in higher education in Colombia?

SENA's role is complementary to higher education, it is responsible for

deepening knowledge that is not acquired in higher education, that is why
SENA is a very important institution in Colombia.
