How significant is the India-Australia FTA for
bilateral trade?
The India-Australia FTA, officially called the Australia-India
Economic Cooperation and Trade Agreement, is the first trade
agreement signed by India with a developed economy after more
than a decade. The pact is expected to give a big push to bilateral
trade as it will not only eliminate or lower tariffs on a large
number of goods but also address the non-tariff barriers such as
technical barriers to trade, apart from sanitary and
phytosanitary restrictions.
According to government estimates, trade in goods is likely to
almost double to $50 billion in five years from about $27 billion
at present. As India is not part of any significant regional trading
bloc and most major economies the world over are forging
bilateral or regional trade pacts with other countries, it is
important for India, too, to sign similar agreements, so that it
does not lose out on preferential market share and weaken its
export competitiveness.
India is hopeful that the FTA with Australia will give a positive
signal to other developed countries such as the UK, Canada and
the EU, who are already on the negotiating table for similar
pacts with New Delhi. This would show that India means
business and is ready to conclude such agreements fast if a
balanced deal could be struck.

Is the tariff reduction substantial for both
sides?

The India-Australia FTA is an ambitious pact with significant
commitments to tariff cuts. Australia will provide zero-duty
market access for 96.4 per cent value of Indian exports (98 per
cent of tariff lines) on the first day of implementation of the
agreement.
Exports of several labour-intensive sectors, currently facing
import duty of 4-5 per cent in Australia, will gain from the
immediate duty-free access. These include most textiles and
apparel, a few agricultural and fish products, leather, footwear,
furniture and sports goods, jewellery, engineering goods, and
selected pharmaceuticals and medical devices. Tariffs on the
remaining 113 tariff lines, amounting to 3.6 per cent of India’s
exports, will be phased out in five years.
Australia, too, will gain considerable market access in India with
tariffs being eliminated on more than 85 per cent of the
Australian goods exports immediately, rising to almost 91 per
cent in over 10 years.
While tariffs on items such as wool, sheep meat, coal, alumina,
metallic ores, and critical minerals will be immediately reduced
to zero, on other products such as avocados, onions, cherries,
shelled pistachios, macadamias, cashews in-shell, blueberries,
raspberries, blackberries and currants, tariffs will be eliminated
over the next few years. Import duties will also be slashed on
Australian wines, though not eliminated.
Has India's sensitivities with respect to
agriculture and dairy sectors been addressed?
India has managed to completely shield its dairy sector from any
tariff reduction under the FTA while excluding most sensitive
agriculture items such as chickpeas, walnut, pistachio nut,
wheat, rice, bajra, apple, sunflowers seed oil and sugar. Other
items in the exclusion list, where no concessions have been
extended, include silver, platinum, jewellery, iron ore, and most
medical devices.
What are the provisions for services?
Both countries have decided to facilitate the recognition of
professional qualifications, licensing, and registration
procedures between professional services bodies. In a boost to
Science, Technology, Engineering or Mathematics (STEM), and
information and communications technology (ICT) sectors, the
length of stay for an Indian student with a bachelor’s degree
with first-class honours in the areas will be extended from two to
three years. Australia will also provide new access for young
Indians to participate in working holidays in the country.

future?
Yes. Both sides want to deepen the engagement and work
towards a Comprehensive Economic Cooperation Agreement
(CECA). It has been agreed that within 75 days of the signing of

the Teen Murti Estate which was the residence of India’s

 With the continued focus on clean environment, NTPC has
taken up an initiative of blending of green hydrogen in
Piped Natural Gas (PNG) network of GGL (Gujarat Gas
Limited) at NTPC Kawas.9 Green hydrogen will be produced

At least 70 per cent of India’s edible oil demand is met through
imports. However, with edible oil prices surging, shipments into
the country have dropped during the last two seasons
(November-October). In the 2020-21 season, total shipments
dropped below 15 million tonnes as prices soared. Palm group of
oils make up nearly 60 per cent of total edible imports and
sometimes more when prices rule low.
Crude palm oil imports made up 57 per cent of total edible oil
imports last season against 50.5 per cent in 2019-20. Indonesia’s
share of the total crude palm oil imports last year was 45 per cent,
while it accounted for 70 per cent of the total refined bleached

Yes, and they continue to. On Friday, crude palm oil contracts
for July delivery on Bursa Malaysia Derivatives topped 7,000
Malaysian ringgits (MYR) for the second time in the week. It
quoted at 7,028 MYR ($1,615.08/₹1,23,700) a tonne. Prices of
soyabean and rapeseed oils have also been rising in line with

palm oil since both these oils are sold at a premium. Even prices
of canola oil, which is of the mustard family, have surged to
record 1,200 Canadian Dollar. Since April 22, when Widodo
announced the decision of his government to ban palm oil
exports, the edible oils market has turned volatile with every bit
of development or news either lifting the market or dragging it.
Over the past year, the increase in palm prices in retail outlets in
India by over 20 per cent has been higher than other edible oils,
particularly premium ones such as sesame, groundnut and
sunflower oils.
What is the outlook for the prices in the near
future?
There are three things to watch out for on the edible oil prices
front over the next few months. One, the Indonesian ban on
crude and RBD palm oil. As long as the ban, which could go once
prices in Indonesia drop to levels of 14,000 rupiah, continues,
palm oil prices will continue to rule high due to supply concerns.
Also, production in palm oil plantations which was affected due
to the Covid pandemic has to return to norms.
Two, the Ukraine war. Ukraine and Russia are the top suppliers
of sunflower oil, making up over 60 per cent of the total exports.
The conflict in eastern Europe has halted the oil’s shipments,
leaving countries such as India scouring for alternative sources
such as Argentina. As long as the war continues, edible oil prices
will rule at elevated levels.

Three, soyabean production is estimated to be lower this year at
350.72 million tonnes (mt) against 367.76 mt last year,
according to the US Department of Agriculture. The crop has
been affected in South American nations such as Brazil and
Argentina due to dry weather.
What steps has the Government taken to handle
this development?
As of now, the government has the limited option of urging the
processors or producers to cut down their margins. The Centre
has been taking various measures such as lowering import
duties on imports of edible oils. In November last year, it
slashed the basic import duty on crude pal, soyabean and

sunflower oils to nil from 2.5 per cent. It also reduced the
agricultural infrastructure cess to 7.5 per cent for crude palm oil
and 5 per cent for crude soyabean and sunflower oil from 20 per
cent. Also, it cut the import duty on refined palmolein, soyabean
and sunflower oil to 17.5 per cent from 32.5 per cent. Thus, these
measures have left the Centre with limited options.
How has India’s effort towards self-sufficiency
in edible oil progressed?
According to the government’s response to a query raised in the
Lok Sabha in August last year on the National Mission on
Oilseeds and Oil Palm, which is aimed at achieving self-
sufficiency in edible oils, the production of oilseeds has
increased to 36.57 mt in 2020-21 from 27.5 mt in 2014-15. The
area under oilseeds has also increased to 28.8 million hectares
from 25.6 million hectares during the period.
Over the last couple of years, the Centre has begun distributing
oilseed mini-kits with high-yielding seeds of soyabean,
groundnut and sesame. It distributed nearly 9.25 lakh mini-kits
for last year’s kharif sowing.
Though various governments have been trying to increase edible
oil production over the past one-and-half decades, it is only now
that farmers are seriously considering cultivating oilseeds,
particularly with prices of soyabean and mustard ruling higher
than the minimum support price fixed by the Centre.
GOVERNMENT SCHEMES &
INITIATIVES
 State Bank of India (SBI) has signed a Memorandum of
Understanding (MoU) with the Border Security Force to
offer special benefits to the serving and retired BSF
personnel and family pensioners through the Central
Armed Police Salary Package (CAPSP) Scheme.14 In
a statement, bank said, the MoU will ensure extensive
benefits to the security forces including complimentary
Personal and Air Accidental Insurance (Death) cover,
additional cover in case of on-duty death, and Permanent
Total Disability/ Partial Disability cover.15
 A platform by the name of ‘Fast and Secured
Transmission of Electronic Records’ (FASTER) has
been launched by the Supreme Court of India. This

 A website by then name ‘Temple 360’ has been launched
by the Minister of State for Culture & External Affairs,
Meenakshi Lekhi. Temple 360 is a website where one can
visit a temple of their choice, anytime and from anywhere
from India and the website also allows a devotee to perform
e-aarti and several other services.17
 In order to help people file complaints regarding various
schemes, an app by the name of ‘Jan Nigrani’ has been
launched by the Department of Rural Development and
Panchayati Raj, Jammu and Kashmir.
 A portal by the name of Broadcast Seva Portal has been
launched by Union Minister of Information and
Broadcasting, and Youth Affairs & Sports, Anurag Singh
Thakur. Broadcast Seva Portal is an online portal solution
for speedy filing and processing of applications of
broadcasters for various kinds of licenses, permissions,

 Delhi government has announced that it would set up
‘Hobby Hubs’ in the government schools during the
current academic session. Hobby hubs related to music,
crafts, arts and dance would be started in these Hobby
