terms of the following areas of responsibility)
 Educational Reforms Since public and private schools were
closed to protect the health of learners and
- (DepEd, CHED, TESDA) educators, teaching had to be performed

In a statement on May 8, Education Leonor
Briones said the Basic Education - Learning
Continuity Plan (BE-LCP) is the Department of
Education's major response and commitment

of learners, teachers, and personnel. Briones
added that education must continue under the
health protocols set by the Department of
Health and the World Health Organization.
The Inter-Agency Task Force for the
Management of Emerging Infectious Diseases
approved the BE-LCP to ensure that learning
progresses among students despite the
absence of face-to-face classes due to the
threat of Covid-19.

The Commission on Higher Education


(CHED) contributed P15-billion to augment
funds for state-led initiatives in responding to
the COVID-19 pandemic and provide
economic relief to poor and vulnerable groups
who are most affected by the economic fallout
from this global health crisis. De Vera said that
this amount was from the unreleased
appropriations of CHED on the following
programs which are slow moving, difficult to
implement because of the pandemic, or have
been labelled “for later release” in the 2020
General Appropriations Act (GAA) and will no
longer be released for the agency to contribute
in responding to COVID-19.

Since the pandemic affected several


private tech-voc institutions (TVIs), TESDA has
devised a more flexible payment arrangement
so that those which were already implementing
their scholarship programs and pieces of
training at the time of the community
quarantine will be given equitable
compensation. Under the "new normal" and
using the blended and flexible learning
modalities, Lapeña said TESDA’s trainees and
scholars are supported with the training
allowance of PHP160 per day, additional
PHP500 for data or internet allowance to
support their online training, one-year accident
insurance, and PHP500 for their health-
protective equipment.
TESDA also assisted more than 18,000
trainers and assessors in their application for
the Department of Labor and Employment's
Covid-19 Adjustment Measures Program
(CAMP).

 Local Quarantine Policies The National Action Plan (NAP) Against


- (IATF, DILG) COVID-19 provides the national strategy which
prescribes guidelines on how to contain and
prevent the spread and ultimately eliminate the
threat of the Coronavirus Disease 19 (COVID-
19). Its ultimate goal is to safeguard the
Filipino People and mitigate the social,
economic, and security impact brought about
by the pandemic.
It also shows how coordinated responses are
forged among the established government
mechanisms against COVID-19 stemming from
the policy guidelines issued by the Inter-
Agency Task Force for the Management of
Emerging Infectious Diseases (IATF-EID) and
as executed by the National Task Force
against COVID-19 and its Regional and Local
Task Forces.

The Department of the Interior and Local


Government (DILG) urged all local government
units (LGUs) to bolster the digital economy and
move towards digitized government
transactions to reduce contact, impede further
contagion, and boost economic activity as the
country continues to battle the COVID-19
pandemic. DILG Secretary Eduardo M. Año
also urged all LGUs to fast track the issuance
of permits and clearances in setting up crucial
infrastructure needed for digital connectivity
across the country including the construction of
cell sites to improve internet connectivity.

 Social Amelioration Program In response to the needs of the local


- (DSWD, DOLE) government units (LGUs) who are now
focusing on providing relief to their
constituents, the Department of Social Welfare
and Development Field Office 10 continues to
release family food packs (FFPs) as its
augmentation to support to the LGUs. The
Department of Social Welfare and
Development Field Office 2 (DSWD-FO2)
ensures availability of Food and Non-food
Items (FNIs) for immediate provision of relief
augmentation to Local Government Units
(LGUs) affected by pandemic, despite the
continuous increase of COVID-19 positive
cases.

The Department of Labor and Employment


(DOLE) is pushing for the passage of
Bayanihan 3 so it could provide more aid for
workers affected by the pandemic. DOLE
disbursed P22.93 billion from the Bayanihan to
Heal as One (Bayanihan 1) and Bayanihan to
Recover as One (Bayanihan 2) to assist to
help 14.13 million workers.
The wage subsidy program is one of the main
proposals of DOLE under the pending National
Employment Recovery Strategy (NERS) to
help job preservation during the pandemic.
 Programs on Health Subsidies As the first week of the Modified
- (DOH) Enhanced Community Quarantine (MECQ)
draws to a close, the DOH and Health
Professionals Alliance Against COVID-19
(HPAAC) reached a milestone together when it
presented the joint collaboration on the
recalibrated strategy for the nation’s COVID
response in today’s forum. This was in
response to the call of medical societies for a
“time out”. The DOH and HPAAC agreed to
continue working together in the
implementation of these initiatives and in
further iterating strategies when necessary.
The department is also looking to develop
more impactful interventions together with
HPAAC throughout the national response and
beyond.
 Government Policies on Business In response to the challenges, the
- (DTI, NEDA) Department of Trade and Industry launched
the “Manufacturing Repurposing Program,”
which was recognized by IATF Resolution No.
21 on 06 April 2020. This program calls for
Filipino manufacturing firms to coordinate with
the DTI and to repurpose their existing
capacity in producing medical-grade PPE and
other critical medical equipment and supplies.
There are currently a total of ten 23 various
establishments and organizations under the
program and among the products included for
the repurposing activities include PPEs
(including face masks, face shields, gowns),
Alcohol, CPAP with tubing and patient
interfaces, Hygiene gates, Ventilator patient,
Respirator parts, Thermal scanner, Automatic
sanitizer dispenser, and Disinfectants/cleaning
products. To move the newly emerged industry
further, the DTI, through the Board of
Investments, will 1) facilitate the issuance of
government permits and licenses, 2) develop
necessary PPE Standards, 3) push for
legislative support, 4) industry promotion, and
5) facilitation of business exchange for
manufacturers and suppliers.

19 pandemic. As the Bayanihan to Heal as
One Act is expected to expedite the
implementation of measures to address the
COVID-19 pandemic in the country, the
National Economic and Development Authority
is now preparing a plan to rebuild business and
consumer confidence and avoid a prolonged
economic recession.

PHP799.84 million in livelihood and cash
assistance to workers affected here by the

Bayanihan I and II, DOLE extended the
assistance under the Tulong Panghanapbuhay
sa Ating Displaced/Disadvantaged (TUPAD)
workers and Covid-19 Adjustment Measures
Program (CAMP) for workers from the informal
and formal sectors. In collaboration with the
Overseas Workers Welfare Administration
(OWWA), the Tabang OFWs and Abot Kamay
Ang Pagtulong (AKAP) programs, were
implemented to aid displaced and repatriated
overseas Filipino workers (OFWs).

 The pandemic has been described as a "once in a lifetime" event for


humanity, affecting all aspects of its existence: health, education, economy,
ecology, and so on.
 The pandemic is still threatening millions of people's job prospects
and has caused chaos on the economy.

continues to do its utmost to respond to it.
 It will be safer for everyone if people continue to follow the health
protocol, and it has the possibility to be free from the COVID-19 pandemic.

the health protocol.
 It will be easier for us to cope with the pandemic if we support and
cooperate with the action plan of the government instead of complaining
about something and being stubborn.

rafts are the star of the show during
the festival. Every May 18 there is

version of merrymaking.
 Region 7  Cebu  Making of Lechon Cebu- While
roasted pig is enjoyed in many
parts of the country, Cebu is widely
regarded as the home of the

 Region 8  Northern Samar  Parayan Festival is a grand
celebration of the Earth and one of
its primary products – rice. This
annual celebration is the town’s

 Region 9  Zamboanga del  Weaving- is a culture, an identity,
