Description PROVISION OF MANPOWER SUPPORT SERVICES
(Full-Time Research Assistant)
Duration of Service 12 months, with option to extend by up to 6 months
Delivery of Service Date Estimated start date 27 May 2016

Scope of Services

1. The appointed vendor shall provide a full-time research


assistant for 12 months with an option to extend service by
up to 6 months.

2. The exercise of this option will be at the discretion of NIE


with inputs from the Principal Investigator.

Types and Duties of contract staff needed

4. Interested vendors are invited to quote for the supply of full-


time research assistant according to the detailed job
descriptions as per Annex A.

5. The contract staff must be a Singapore Citizen or


Permanent Resident and should possess at least the
qualifications for the position in Annex A.

6. The contract staff must also meet all requirements specified


in Annex A.

Working Hours for the Contract Staff

7. The working hours are as follows unless specified otherwise:


8.00 am – 5.30 pm on Mondays to Thursdays, and
8.00 am – 5.00 pm on Fridays (timings include an one-hour
lunch break per working day).

8. The staff will be based at Academy of Singapore Teachers,


2 Malan Road, Singapore 109433.

Performance Bonus

9. The payment of performance bonus will be upon completion


of each contract year and paid upon satisfactory work
performance. The performance bonus is capped at a
maximum of 0.5 month of contract staff’s salary and is to be
paid at the end of each year. The actual amount to be paid
is dependent on contract staff’s work performance for the
year in review.

Sick Leave and Vacation Leave

10. The contract staff is entitled to 18 days of paid annual leave.


The leave earned should be on an accrual basis, meaning
that the candidate can only apply for their leave after having
served the necessary period.

11. The contract staff is entitled to 14 days of paid medical


leave. This should include basic outpatient healthcare,
hospitalization and surgical benefits.

12. Maternity leave, parent care leave, compassionate leave,


reservist leave, hospitalization and childcare leave shall also
be given in accordance to MOM guidelines.

Annual Increment

13. The annual increment will be upon completion of each


contract year and is capped at a maximum of 1%. The
actual amount is dependent on contract staff’s work
performance for the year in review.

Medical Insurance

14. Contractor is to quote monthly admin fees inclusive of


medical insurance cover similar or equivalent to the NTUC
iMedicare scheme.

Replacement of Contract Staff

15. In the event that the contract staff resigns or is being


terminated before the end of the agreed period, the
appointed vendor shall find a suitable replacement based on
the contract requirements for the Authority to consider within
3 working days with no extra cost to the Authority.

Option to Extend Duration of Service

16. In the event that the Authority decides to extend the period
of service, the Contractor will be notified in writing.

Additional Instructions 17. Interested vendors shall submit the CV of suitable candidates
who meet our requirements for our shortlisting together with the
submission of bids via GeBIZ. Failure to submit the CV of
suitable candidates shall disqualify the vendor from this ITQ.

18. All Bidders shall be required to submit their prices in accordance


to the template in Annex B. Bidders are expected to provide
clear descriptions and ensure accuracy in the prices. Anomalies
in the figures may render the bid void.

19. Shortlisted candidates may be required to attend interviews.

20. The Contractors will be evaluated based on the following
