DEFINITIONS:

1 ENVIRONMENT

Surroundings in which an organization operates, including air, water, land, natural resources,
flora, fauna, humans and their interrelation.

2 ENVIRONMENTAL ASPECT

Element of an organization’s activities, products or services that can interact with the
environment.

3 ENVIRONMENTAL IMPACT

Any change to the environment, whether adverse or beneficial, wholly or partially resulting from
an organization’s environmental aspects.

4 ENVIRONMENTAL OBJECTIVE

Overall environmental goal, consistent with the environmental policy, that an organization sets
itself to achieve.

5 ENVIRONMENTAL TARGETS

Detailed performance requirement, applicable o the organization or parts thereof that arises
from the environmental objectives and that needs to be set and met in order to achieve these
objectives.
The terms "environmental aspect" and "environmental impact" are essential for
determining the cause and effects of certain activities.

An environmental aspect is the action which causes some effect on the environment.

An environmental impact is the effect of this action.

For example

 The use of electricity is the aspect, and the impact is the use of fossil fuels, leading to
the release of Carbon Di-oxide which is a greenhouse gas.
 The use of any raw material could be another example of an aspect, and the impact
would be the depletion of that particular resource, as well as the waste produced at the
end of the product’s life.

Identify and make a list of all environmental aspects and impacts. They should include:

 Emissions to air
 Releases to water
 Production of waste
 Contamination of land
 Use of raw materials and natural resources
 Noise, odour, dust, vibration and visual impact
 Other local environmental and community issues
 Positive environmental impacts, e.g. Promotion of a car sharing scheme, Use of recycled
water

Make sure that all of the possible impacts are included taking into account of

 Normal operating conditions


 Abnormal operating conditions, which are planned but infrequent occurrences, e.g. Start-
up / shut down, disposal of used toner cartridges.
 Incidents, accidents and potential emergency situations, e.g. spills, fire etc.
 Past, current and planned future activities, including the possibility of land contamination
from previous uses.
In addition to the direct impacts, which the company has control over, there are indirect impacts,
such as the impacts of suppliers and the use and final disposal of the product e.g. batteries.
These should also be considered.

Once a list of all the environmental impacts is made, we may find that not all of the impacts can
be dealt with to start with. We need to prioritize the impacts in to those which need dealing with
initially, and those which can be left until later. This means that we have to evaluate the
significance of the impacts.

DAICEC procedure for determination of significant environmental aspects (Aspect-Impact


Study) defines guidelines to conduct the assessment.

Thus the identified significant environmental aspects are included in the Significant Aspects
Register.
1. PURPOSE

i) To define the roles and responsibilities for identification and determination of


Significant Environmental Aspects for all the activities, products and services delivered
by DAICEC project.

ii) To establish a standard procedure for identifying the environmental aspects (activities,
products, or services) of the activities that can interact with the environment and
evaluate these aspects for significance. The determination of significance allows
DAICEC to set objectives and targets that can be achieved through the implementation
of environmental management programs.

2. SCOPE

This procedure is applicable to

i. All activities, products or services, whether existing or new at all DAICEC construction
projects.

ii. To all employees and Sub-contractors of DAICEC.

3. RESPONSIBILITIES

a. Project Manager is responsible to identify the significant environmental aspects of


project activities, implement control measures for the identified significant
environmental aspects and review periodically.

b. HOD-HSE, will review and document procedures for the control of Significant
Environmental Aspects.

c. DAICEC staff will implement this procedure, and perform their jobs in an
environmentally safe and sound manner.

4. REFERENCES

a. ISO 14001:2004 Environmental Management Systems-Requirements with guidance


for use.

b. DAICEC HSE Plan.


5. PROCEDURE

Significant Aspect Identification Process is shown in Figure 1

a. EMS Working Group

Project Managers, constitute EMS Working Group (or Cross Functional Team), to identify
the environmental aspects of the project activities.

The EMS Working Group members will be trained on EMS concepts. They are introduced to
DAICEC significance ranking of the ‘’Environmental Aspects Scoring Methodology’’ and in
the creation and maintenance of the Aspects and Impacts Register.

b. Significance Ranking of Environmental Aspects

i. Identify all main project activities that may have an impact on the environment.

ii. Record sub-activities from the main activity.

iii. Where appropriate, group individual aspects together. (For example, if consumption
of energy is listed as an environmental aspect in several areas, the management
representative can choose to group these listings such that consumption of energy
appears just once on the register).

iv. If an Aspect has more than one Impact that results in a different significance ranking
then those Aspect/Impact pairings are treated independently.

v. Calculate Significance Threshold.

vi. Determine Significant Environmental Aspects, using Environmental Aspects Scoring


Methodology.

vii. Activities assessed under abnormal and emergency situations shall always be
treated as the activities with Significant Environmental Impact.

viii. The results of this exercise are recorded and forwarded to HOD-HSE to review and
maintain in the PECL Significant Environmental Aspects Register.
c. RESIDUAL RISK

Residual risk shall always be low after applying control measures, i.e., Significance Level
below 16.

If the Significance level still remains high, even after applying the control measures, i.e.,
Significance between 14 to 24, then the project management shall carefully assess the
activity and shall adopt alternative methods of conducting the activity.

To achieve the identified Low Significance Level for the particular environmental aspect, the
project management shall implement the control measures, by developing management
programme and monitor the progress.

The project management shall review the programme for every six months and amend as
necessary.

On completion of EMP develop Operational Control Procedure for ongoing control.

d. DAICEC Environmental Aspects Scoring Methodology

DAICEC Environmental Aspects Scoring methodology involves a semi-quantitative system to


rank environmental impacts into levels of significance using the attached Environmental
Aspects Scoring Matrix. The matrix enables the EMS Work Group members to assign severity,
probability and concern factors to an impact and then derive a score for significance.

The impact scoring criteria consist of the following elements:

i. Probability of occurrence
ii. Severity of consequence
iii. Detection time
iv. Effectiveness of control measures

CRITERIA OF ASPECT:

NORMAL: The aspects are of regular occurrence and normal during the operation

ABNORMAL: The aspects occurrence is rare during the operation.

DIRECT: Environmental aspects directly generated from the activity.

INDIRECT: Environmental aspects caused by external activities

The procedure involves gaining an understanding of the activities, products and services of
the organisation, taking into account normal, abnormal and emergency conditions.

The impacts of the organisation activities includes

 Air pollution - AP

 Water pollution - WP

 Land pollution - LP

 Noise pollution - NP

 Waste management - WM

 Resource depletion - RD

 Flora &fauna - FF

The existence of legislative requirements adds 5 to the score determined by the
