OBJECTIVE

o An overview of the house rules and practices

OSR-MS is stand for Offshore Self Regulation Management System, introduces by Malaysia Petroleum Management (MPM), PETRONAS and agreed by
Department of Occupational Safety and Health (DOSH) for managing and sustaining safe operation to the offshore facilities by integrating AIR management
system and health and safety management system

DUTY OF CARE

Occupational Safety and Health Act, 1994


Section 15 & 19
It is the duty of every employer and every self-employed person to ensure, so far as is practicable, the safety, health and
welfare at work of all his employees

Section 24- General duties of employees at work


24 (1) It shall be the duty of every employee while at work -
a) to take reasonable care for the safety and health of himself and of other persons who may be affected by
his acts or omissions at work
b) To cooperate with his employer or any other person in the discharge of any duty or requirement imposed
on the employer or that other person by this Act or any regulation made thereunder;
c) To wear or use at all times any protective equipment or clothing provided by the employer for the purpose
of preventing risks to his safety and health; and
d) To comply with any instruction or measure on occupational safety and health instituted by his employer
or any other person by or under this Act or any regulation made thereunder
24 (2) Any person contravenes the provision of this section shall be guilty of an offences and shall, on
conviction, be liable to a fine not exceeding one thousand ringgit or to imprisonment for a term not exceeding
three months or to both

Environmental Quality Act, 1974:


Section 34B Prohibition against placing, deposit, etc. of
scheduled wastes
(1) No person shall –
a) place, deposit or dispose of, or cause or permit to place, deposit or dispose of, except at prescribed
premises only, any scheduled wastes on land or into Malaysian waters;
b) receive or send, or cause or permit to be received or sent any scheduled wastes in or out of
Malaysian; or
c) transit or cause or permit the transit of scheduled wastes,

without prior written approval of the Director General

4) Any person who contravenes this section shall be guilty of an offence and shall on conviction be punished
with imprisonment for a term not exceeding five years and shall also be liable to a fine not exceeding five
hundred thousand ringgit.

PROBIHITED ITEM

The following items are not allowed to be brought Offshore:


• Matches/Lighters, Fireworks /explosive devices
• Alcohol Controlled Drugs
• Weapons, guns , pistols Knives, crossbows
• Swords ammunition
• Radios, electromagnetic equipment
• Prescription drugs are prohibited unless declared at the check-in and approved by a medical
practitioner

Note: Hand-phones, lap-top and other battery powered devices must be switched off on arrival for
check in. They may be used inside the crew-boat cabin, after departure from Bintulu but
must be switched off again on arrival at the offshore facility.
Hand-phones must not be switched on or used on any facility, outside the safe areas.

DRUG AND ALCOHOL

• PTTEP is committed to give the utmost priority to Health, Safety and


Environment wherever it operates. Thus, PTTEP is fully committed to ensure
that its employee and facilities are free from Drug and Alcohol abuses.
• The use of drugs and alcohol can impair job performance and well known to be
a threat to health, safety and environment. It is PTTEP’s policy, that all its
operations to be free from self use, manufacture, sale, possession and
distribution of drugs and alcohol at work.
• In handling any drugs or alcohol related problem PTTEP shall comply to the
requirements of civil and local legislation and industry code of practice wherever
such legislation and codes exist.
• It is therefore compulsory for all employees and contractors of PTTEP to comply
with this policy.

BOARDING PASS
If you are going offshore
• You must obtain one of the color coded boarding passes - there are
different colors for different crew boats
• Please make sure that you know which vessel you are allocated to for the
voyage to the field
• The Person in charge at the jetty will guide you to the right vessel but you
must follow the instructions given

IN-TRANSIT
• Personnel should remain seated whenever possible
and luggage, tools and other gear should be stored
clear of exit routes/doorways
• Personnel must not remain on deck during the
transit
• Life-vests may be removed while seated, for comfort
• Life-vests must be worn when outside the
accommodation/ passenger compartment
• In the event of an emergency, the vessel’s Master or
Crew will give instructions

PERSONNEL TRANSFER
There are three possibilities for personnel transfer to the installation or place of
work etc. On arrival in the field and life vests are to be worn for all 3 transfer
methods
a) Swing Rope Transfer
 Ensure correct PPE are worn
 Strictly follow boat master instruction
 Mentally prepared-be confident
 Hold the rope firmly above the knots with two hands - transfer when ready.
 Do Not carry luggage/tools during transfer
b) Personnel Basket”
 Will be lifted by crane
 Passengers and their baggage (light items) can be lifted directly from the
vessel deck in groups of four people
c) Ship to ship transfer- Will be Avoided- Last method of transport.

SWING ROPE TRANSFER
• On arrival at the Facilities, form an orderly queue prior to off-loading from the
crew boat. You must have your safety helmet and work-vest on before
transferring
• Follow the Personnel Basket transfer instructions if this method of transfer is
necessary. Ensure to use both hands while transferring to platform! ( 1 BAG
NOT MORE THAN 7KG)
• You will briefed on any other transfer method that may be used, such as Pilot
Ladder, Accommodation Ladder or Gangway

ACTION ON ARRIVAL

Registration
• On arrival at destination proceed immediately to the
PIC (Platform) or Medic (FSO) for a safety briefing and
registration
• Incoming personnel must hand in for inspection their
HSE personal safety passport to PIC and Medic and
register their name in the log book
• Familiarize yourself with the layout of the
accommodation, exits and routes to your lifeboat and
muster points.

ACCOMODATION HOUSE RULES

1. A good standard of dress and behavior will be maintained at all time,


2. Working cloths/boots are not permitted in the living quarters (LQ),
3. Permissible foot ware in LQ
4. Gambling is not allowed Not allowed
5. Food is not to be consumed or stored in your cabin,
6. Smoking is not allowed in cabin,
7. Separate dirty coveralls from ordinary washing before handling in laundry,

beacon and siren)- PA announcement only available on Main Platform ( SNPA & SAPA)

HAZARD MANAGEMENT
A Hazard is a condition which poses a level of threat to life, health, property or
environment – “Something that has the potential to cause harm or loss”
Occupational Hazard - is a hazard experienced in the workplace. Occupational hazards can
encompass many types of hazards, including chemical hazards, biological hazards (biohazards),
psychosocial hazards, and physical hazards.

Major Accident Hazard – are those hazards that have potential to results in Major
Accident Event, Which are low probability, high consequence even

Any work in the PTTEP facilities requires a Permit to Work - the team
leader/work supervisor must ensure that this is obtained prior starting to any job.

 PTW will only be filled out by trained and competent personnel.

INCIDENT REPORTING

• Inform your Supervisor and PTTEP PIC immediately,


• The site, to Complete Notification of Incident (NOI) – 4 hrs
• Initial Report, on Incident Management System(IMS) after information in NOI has been verified - 12
hours (Note Final report may vary)
