INFORMATION NOTE

Welcome to the 8th Conference of the Asia Pacific Public Electronic Procurement Network! It will
take place on 5–6 December 2022 at the Asian Development Bank Headquarters, 6 ADB Avenue,
Mandaluyong City, Philippines. Venue location upon entry can be found on Appendix 1.

A. Arrival in Manila
Upon arrival in Manila at the Ninoy Aquino International Airport (NAIA-Terminals 1 and 3), please
proceed to the International Organizations Desk which is located right after the customs clearance
area. An ADB contact person will direct you to the taxi queue (at the Arrival Area) for your transfer
to the hotel. If arriving at Terminal 2, please proceed to the taxi queue outside the arrival area.
Accredited NAIA metered taxis services on cash basis may be taken from the airport to Ortigas
Center (where ADB is located) for an approximate rate of Philippine Peso (PH) 900 (about
US$15.00- 16.00).

B. COVID RULES FOR ENTRY TO THE PHILIPPINES


Simple entry protocols to the Philippines continue to be in effect. Based on the latest guidelines
from the Department of Foreign Affairs (DFA) - DFA 2022-2258 and IATF 168.)
Foreign nationals and Filipinos who have received primary series COVID-19 vaccine and at least
one COVID-19 booster shot no longer need a RT-PCR or Antigen test. All others are required to
present a negative result of an RT-PCR Test taken within 48 hours OR Rapid Antigen test
administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic,
pharmacy or similar, taken within 24 hours before departure from the country of origin.
All Proofs of Vaccination Status are now acceptable when entering the Philippines.
ADB Travelers are advised to register with One Health Pass for a smoother and quicker entry
process. Without the OHP, entry will take longer since documents will need to be verified manually
upon arrival. Please note that upon completion of your registration, it will issue you a QR code,
please ensure to take a screenshot. Registration to One Health Pass is FREE.
C. Hotel Accommodation in Manila
ADB-sponsored participants are booked at:

Location: 25 ADB Ave, Ortigas Center, Pasig, 1600 Metro Manila, Philippines
The hotel provides the following amenities:
- complimentary buffet breakfast
- complimentary internet access in the room and complimentary unlimited wireless internet
access
- complimentary local calls
- coffee and tea making facility
ADB will shoulder only the room accommodation costs of ADB-sponsored participants for the
duration of the event (i.e. nights of 4–6 December, long layover/overnights on transit due to limited
flights, etc.). Any incidental charges (laundry, minibar, international/local calls, room service, etc.)
will be to the participants’ personal account. Participants are expected to make direct settlement
with the hotel for incidental charges incurred before check-out.
NOTE: Participants are responsible for all the hotel arrangements outside Manila,
Philippines, especially during long layover or overnight to connect to the next flight. ADB
will provide allowance to cover the cost of the hotel and subsistence for the day. This will
be disbursed during the conference, together with other allowances.

D. Access, Security and Health Protocol


Access
Registered participants will be required to present a valid photo identification (passport, driver's
license etc.) to receive their ADB-issued building access ID. This must be always worn at all times
while inside ADB premises.

- You are reminded to bring with you your original vaccination card/certificate (fully
vaccinated) and any government-issued photo ID (visitor). You may send us a copy of
your guest’s vaccine card/certificate in advance via email for smooth access.
- Enter the compound via the Guadix Drive Gate or Bank Drive Gate or ADB Avenue Gate.
- Enter the building via the West Core Lobby or Main Lobby.
- Proceed to the Access Control Officer (receptionist) desk, show your vaccination
card/certificate (no need if advance copy has been submitted). Once cleared, you will be
issued a Visitor’s Pass with green sticker.
- Always wear a face mask when in the premises and practice good social distancing (2
meters) for our mutual protection.

E. Reimbursement of Airfare and Allowances for Sponsored Participants


To claim your daily subsistence allowance (DSA), ADB-funded participants should submit the
documents listed below to Ms. Apple Yuson (ADB Secretariat) on Monday, 5 December, before
the start of the session or during breaks. Releasing of allowances will be done on Tuesday, 6
December during session breaks, (morning, lunch, afternoon).
- photocopy of itinerary and air ticket,
- original boarding passes (inbound), and
- original visa receipt (if applicable)
- original receipt (or proof of payment) for the purchase of the ticket, if cost is to be
reimbursed (unpaid invoice will not be accepted),

F. Food and Drinks


Morning and afternoon snacks will be provided during the two-day conference along the
Auditorium Gallery. Lunch on both days will be served at the Executive Dining Room, 2nd floor of
the Special Facilities Block.

G. Presentations and/or training materials


All presentations and recordings will be available on the post-event website.

H. Departure from Manila


On your departure from Manila, you are advised to confirm ahead of time with the hotel desk
regarding your transfer arrangement to the airport or you can take a regular taxi to go to the
airport. Due to occasional heavy traffic between Ortigas Center and the airport, it is advisable to
leave for the airport at least three (3-4) hours before your flight departure. .
